1 Job Title: Grade: Responsible to: Responsible for: Planned Projects Manager MG1 Contracts Manager Home Improvement Project Surveyors Role Purpose Manage the planning, mobilisation, safe delivery and performance of livin s planned improvement and planned repair services, ensuring that contractors undertake work in accordance with the appropriate form of contract, drawings, specifications, legal requirements and regulatory requirements. Maximise resource usage to enable the successful delivery of construction related services including improvement schemes and special projects, within financial constraints and timescales. Duties
2 Assist the Contracts Manager with the planning, management and monitoring of contract administration, maximising resource usage and delivering work within financial constraints and timescales. Select appropriate contractors, in consultation with the Contracts Manager, from the select list of contractors for each construction project. Participate in procurement working groups. Be responsible for developing, monitoring and controlling programmes of work and individual projects, communicating relevant information to stakeholders. Ensure that the requirements of Construction Design and Management (CDM) Regulations are reflected in programmes/projects where appropriate and that livin s duties are fulfilled. Work closely with livin s Commercial Manager and Contracts Manager to enable effective budget management within area of responsibility. Manage the issuing of contract variation instructions, confirming and approving changes to scope and/or specifications. Organise participate and keep notes of meetings with livin staff, stakeholders and contractors at various stages of projects including; inception, mobilisation, pre commencement, progress, completion and debrief. Manage the preparation of projects, preparing work schedules and specifications as necessary. Ensure contractors are monitored as appropriate and ensure compliance with contract, and legal and regulatory requirements including building planning regulations, equality and diversity and Health and Safety law.
3 Ensure appropriate documentation is completed/obtained e.g. surveys, F10 notice etc. and that all contract documentation is stored effectively and where necessary communicated in a timely manner. Organise, attend and participate in partnering workshops and working groups as required. Implement appropriate procedures and processes to ensure that all works in relation to the Housing and Non Housing property portfolio are effectively supervised. Ensure a high standard of workmanship in accordance with the appropriate form of contract. Manage the use of all resources and construction works to establish Value for Money (VfM) against national and industry standards and review how the service compares with best practice through benchmarking of processes and performance. Ensure that partnerships communication strategies are in place, facilitate good working relationships and excellent communications between partners and ensure the effective and timely exchange of information between livin and its contractors. Work closely with partnering contractors both pre commencement, during works and undertake the review of contracts and contractors performance post completion. Manage the undertaking of inspections and surveys, ensuring that these are carried out in a timely manner and that any identified issues are dealt with appropriately. Instruct, co ordinate and liaise with specialist consultants where instructed by the Contracts Manager
4 Liaise with statutory undertakers, other public services, contractors, and members of the public with regard to any matters related to the works to provide a customer focused Service. Ensure all necessary documents, insurances, risk assessments and policies are in place on potential and appointed suppliers, contractors and consultants in accordance with the livin s Governance Pack and provide reports for the Contracts Manager. Assist in the development of appropriate plans, strategies, policies and procedures, including providing technical and cost information to inform livin s Asset Management Plan, and assist in the implementation of these plans. Bring to the attention of the Contracts Manager any deficiencies or irregularities in the delivery of the Service. Obtain advice, where required, regarding contentious issues associated with partnering/contractors and oversee the implementation of the advice received Assist in the implementation and monitoring of an appropriate performance management framework. Ensure relevant reports are produced, seek continuous improvement and be responsible for instigating and managing corrective actions based on this data. Assist in the establishment and review of a risk management framework, ensuring that controls are implemented for identified risks, particularly with regards to business continuity. Assist in the development and implementation of service improvements and corporate initiatives to deliver innovative services that meet real need.
5 Provide advice where necessary within area of expertise, including resolving complex and contentious issues. Assis in the development of appropriate plans, strategies, policies and procedures, including providing technical and cost information to inform livin s Asset Management Plan, and assist in the implementation of these plans. Identify opportunities for investment and development, inform future options, new business opportunities, and models of service delivery and provision and make recommendations to the Contracts Manager. Identify changes in legislation and professional practice and ensure these are reflected in practices throughout the section, and by external contractors. Establish good communications and working relationships with Heads of Service, Managers, Board Members, other sections within the Directorate, other Directorates and external contractors and other organisations to ensure a co ordinated approach in delivery excellent services. Ensure that appropriate reports/ correspondence are prepared in regard to enquiries from Board, elected members, MP's etc. Attend meetings as and when necessary including contract, progress and tenants group meetings. Prepare detailed reports for EMT, SMT, committees, Board and for other meetings as required by the Contracts Manager. Be responsible for, in consultation with the Contracts Manager, all aspects of the service, including the use of resources and the deployment, training, appraisal, health and safety of staff.
6 Develop the skills and knowledge of staff, maintain good working relationships within the department and excellent communications with staff and to ensure that the principles behind Investors in People are implemented throughout the division. Attend and participate in Continuing Professional Development relevant to the requirements of the post and to ensure dissemination of best practice within the Section. Deputise for the Contracts Manager as appropriate. The main duties and responsibilities of the post outlined above cannot fully define the existing or future activities that the post holder will be responsible for. At any time of substantial change in the operating environment, these may vary without materially affecting either the character or level of responsibility. The nature of the post may require commitment outside of normal office hours, including working on evenings and occasionally at weekends when the needs of the Directorate require. September 2015

8 Experience Experience of managing multi disciplinary teams working on Housing and Non Housing projects. Experience of working within a partnering environment and delivering customer focused services. Experience of; preparing reports, contract documents, undertaking contract administration and working to strict timetables. Experience of implementing budget control measures. Experience and understanding IT systems including Bills of Quantities systems. Experience of preparing management team and/or Board reports. Experience of tenant participation and stakeholder consultation. Proven Track Record of successful project management of large regeneration projects/new build homes, planned maintenance schemes to occupied properties. Knowledge/Skills Detailed knowledge of the supply of planned and long term maintenance contracts. Extensive knowledge and experience of Health and Safety legislation. Ability to prepare reports for Management Team and Board.
