2 Your Opportunity To lead specialist procurement activity and undertake analysis of opportunities, planning, development and management of innovative health procurement arrangements across the Darling Downs Hospital and Health Service that support DDHHS objectives, programs, and service delivery initiatives in line with Government procurement requirements. To lead the development of and manage a Contract Management Framework within the Darling Downs Hospital and Health Service that ensures lifecycle management of contracts. Your Role Fulfil the responsibilities of this role in accordance with the Darling Downs Hospital and Health Service values, as outlined above. Lead the establishment and management of effective strategic procurement arrangements for Darling Downs Hospital and Health Service, including planning procurement activity to align with Strategic Plan, Category Management and Procurement Planning. Establish and maintain leading professional procurement practices in the Darling Downs HHS Commercial Management Unit. Develop policy and procedure ensuring efficiency and effectiveness and the maintenance of probity. Educate and support internal clients and support them in procurement activity to ensure best outcomes are achieved. Provide high level procurement consultancy and counselling services to executive and clients, agencies, suppliers and industry representatives at an executive level. Represent DDHHS in forums related to strategic procurement to influence and motivate individuals or groups, internal and external to Queensland Health, by promoting and advocating best practice procurement processes and initiatives. Lead and develop the implementation of supplier engagement strategies that result in improved business practices for the achievement of mutual cost and strategic and operational benefits. Lead the development of a Contract Management framework within DDHHS that integrates appropriately with procurement activity. Ensure that contracts entered into by DDHHS are appropriately managed within the DDHHS framework, to deliver value for DDHHS and ensure supplier performance. Provide support to operational managers in the management of contracts, by ensuring they are aware of contract milestones and support them through performance meetings. Actively assist in the design, implementation and management of quality management systems and controls for internal procedures, systems and documentation in relation to procurement and contracts management to enhance the operation of the organisation. Provide ethical decision making in the achievement of organisational objectives. Ensure Employment Equity, Anti-Discrimination and Workplace Health and Safety principles and practices are adhered to as outlined in the relevant legislation and Queensland Health Policy; Follow defined service quality standards, occupational health and safety policies and procedures relating to the work being undertaken in order to ensure high quality, safe services and workplaces (for all employees). Implement and monitor the organisation s quality standards, occupational health and safety policies, procedures and programs and provide clinical governance in the relevant work area (for clinical management). Mandatory Qualifications/Professional registration/other requirements While not mandatory, a relevant qualification would be well regarded. 2

Within the context of the responsibilities described above under Your role, the ideal applicant will be someone who can demonstrate the following: Demonstrated ability to and experience in providing effective leadership and direction within a large multidisciplinary agency in relation to strategic purchasing and contract management practices and issues. Demonstrated high levels of experience in successful leadership of staff teams, multidisciplinary client groups and strategic committees to formulate business plans and strategies, coordinate internal and external resources and determine priorities to achieve high quality strategic client focused procurement outcomes. Demonstrated knowledge of and experience in contemporary strategic procurement policy, practices and issues, innovative procurement arrangements and contract management, within the context of a commercial environment and how that can be applied within relevant State Government and agency policy and regulations. Demonstrated high level experience and ability to pro-actively analyse business problems and identify practical yet creative solutions and coordinate successful implementation. Demonstrated ability to develop, establish, implement and maintain positive vendor relationships and engagement processes at internal and external senior strategic levels which produce significant benefits for a large, complex organisation. Superior level communication and interpersonal skills with a demonstrated high level experience and ability in consultation, negotiation and liaison. The ability to represent the service at strategic level meetings and forums. Demonstrated ability to supervise and manage staff in line with quality human resource practices including occupational health and safety, employment equity, anti-discrimination and ethical behaviour and demonstrated commitment to their implementation. About the Darling Downs Hospital and Health Service The Darling Downs Hospital and Health Service (DDHHS) is an independent statutory body, established under state legislation through the provisions of the Hospitals and Health Boards Act 2011, and is governed by the Darling Downs Hospital and Health Board. The Darling Downs Hospital and Health Service provides a comprehensive range of high-quality acute, sub-acute, mental health, drug and alcohol, oral health, residential aged care, and community health services. We deliver clinical services to approximately 300,000 people across 26 locations, including the major hospital in Toowoomba, regional and rural community hospitals, residential aged care facilities, multipurpose health services and community clinic facilities. Our services cover the Local Government Areas of the Toowoomba Regional Council, Western Downs Regional Council, Southern Downs Regional Council, South Burnett Regional Council, 3

4 Goondiwindi Regional Council, Cherbourg Aboriginal Shire Council and part of the Banana Shire Council (community of Taroom). This represents an area of about 90,000 square kilometres. The Hospital and Health Service has a major teaching role, providing both undergraduate and postgraduate clinical experience for members of the multidisciplinary healthcare team.
