1 Fiber to Backstands Project - (U00027) Concourses A and B Seattle-Tacoma International Airport International Blvd, Seattle, WA Executive Summary Limited Good Faith Inspection A limited good faith inspection was performed to support the Fiber to Backstands Project (U00027) at the request of Joanna Clark working under the direction of Rob Price, Contract Project Manager. This report was compiled from several good faith inspections conducted for other projects in the same project areas. 2 Concourse B: The Good Faith Inspection information to determine the presences, location and quantity of asbestos containing materials present in the Concourse B of this project was compiled from inspection reports conducted for several other projects in the same project area. Methods Asbestos This inspection was conducted in accordance with the requirements of Washington Administrative Code (WAC) and Puget Sound Clean Air Agency (PCSCAA) Regulation III, Article 4, Section Suspect asbestos-containing materials were sampled in accordance with AHERA sampling guidelines (40 CFR ) and analyzed by a National Voluntary Laboratory Accreditation Program (NVLAP) accredited

8 laboratory using polarized light microscopy (PLM) by United States Environmental Protection Agency (EPA) Method 600. Lead This lead inspection was performed in order to facilitate compliance with the Washington State Department of Labor & Industries (L&I) lead standard for the construction industry (WAC ) during demolition and construction. Representative chip samples of suspect lead-containing paints were collected and analyzed by an American Industrial Hygiene Association (AIHA) accredited laboratory using flame atomic absorption spectroscopy by EPA Method 7000B. Previous Inspections The current inspection was intended to supplement the existing data in these reports and meet the good faith inspection requirements of WAC The previous inspection documents are available upon request. Recommendations Asbestos Asbestos-containing material (ACM) and presumed asbestos-containing material (PACM) that may be impacted by demolition/renovation activities must be removed by a licensed asbestos abatement contractor prior to disturbance. The asbestos work must be performed in compliance with Washington State worker protection and environmental protection regulations. See WAC , WAC , and Puget Sound Clean Air Agency Regulation III, Article 4 for additional information. The project plans indicate that conduits will probably not penetrate the cement asbestos board wall panels on the exterior walls on the ramp level at the end of Concourse B. In the event that drilling of holes will be needed in the cement asbestos board, the drilling will be conducted by the Port of Seattle s On-Call Regulated Materials Abatement Contractor. The General Contractor will coordinate any asbestos concerns with the Resident Engineer to get the asbestos work scheduled. The General contractor will be responsible to accurately lay out the locations and size of these penetrations. Lead Materials that have been shown to contain detectable levels of lead are regulated by L&I due to the potential for occupational exposure to lead if these materials are disturbed. Necessary precautions (e.g., exposure assessments, respiratory protection) must be taken to prevent or minimize worker exposure to lead, as outlined in WAC Demolition waste that contains lead must be characterized and disposed in accordance with the provisions of the Dangerous Waste Regulations (WAC ). Limiting Conditions This survey was limited to observation, minimal destructive sampling, and analysis of suspect building

9 materials in accessible portions of the Project Areas that may be impacted by construction. Common construction techniques render portions of any building inaccessible; as a result, additional asbestosand lead-containing building materials may be present in inaccessible areas of the building that were not observed during the survey. Inaccessible areas should be presumed to contain asbestos and lead until extensive destructive sampling is performed in those areas. In addition, any suspect materials that were not sampled during the referenced survey activities should be presumed to contain asbestos and lead until otherwise indicated by sampling and analysis. Limitations of the Assessment The conclusions of this report are based solely upon visual site observations and interpretations of laboratory analyses, as described in this report. The opinions presented herein apply to the site conditions existing at the time of the investigation and interpretation of current regulations pertaining to asbestos and lead. Therefore, these opinions and recommendations may not apply to future conditions that may exist at the site which we have not had the opportunity to evaluate. All applicable state, federal, and local regulations should always be verified prior to any work that will disturb materials containing asbestos and lead.
