5 5 The DoD FM Certification Program Establish a framework to guide DoD FM professional development Intent is to make a good FM workforce even better! Encourages career broadening and leadership Establishes a mechanism to encourage key training in o Audit Readiness o Decision Support/Analysis Transitions to a more analytic orientation (Transform Bookkeepers to Analysts) Ensures Financial Management workforce has knowledge, skills, and abilities necessary to meet DoD resourcing challenges and achieve auditable financial statements Gives the FM Workforce a standard body of knowledge Course-based Program

6 6 Requirements DoD FM Certification Requirements: Training in FM Competencies (course-based) Training in Leadership Competencies (course-based) Training in Fiscal Law, Ethics, and Audit Readiness (course-based) Note: For these 3 courses, training must be OUDC web based training or OUSDC approved substitute FM Experience Developmental Assignment (Level 3) (described later in the briefing) Continuing Education and Training (CET) Encourages: Formal Education and FM Test-Based Certification (Levels 2 and 3) Foundation Built on DoD FM Competencies

9 9 Definitions Course: A course is a structured learning event that has at least one course objective and an agenda or an outline, to include a course syllabus. Workshop, Class, Seminar, Symposium (e.g., a Professional Society Event): These events can qualify for CETs but not for initial certification. The FM Certification is a course-based certification program; these events do not meet the definition of a course. Syllabus: A syllabus is documentation that should include name of education/training institution, course title, course description, summary learning objectives (terminal and enabling), course hours, date, and target audience. Mini-Course: A shortened version of a course which has been previously aligned to FM competencies. Mini-courses are provided in conjunction with training conferences, symposia or other training events. All Mini-Courses must be approved by the OFCM prior to course event and must adhere to strict attendance and accountability requirements.

10 10 Courses Department of Defense Any Non-Academic course that is given and owned by a DoD Agency Examples: OUSD(C), DFAS, DTMO, CFO Academy, & DRMI Non-DoD Federal Government Any Non-Academic course that is given and owned by a Federal Government Agency or Entity, other than the DoD Examples: OPM, OMB, & the Dept. of Treasury Academic Any course offered by an accredited institution as part of a program/curriculum to fulfill requirements needed to complete academic degrees Commercial Any Non-Academic course which is given and owned by a commercial entity Examples: SkillSoft, Management Concepts Incorporated, & Graduate School

14 DoD Financial Management Enterprise Wide Competencies There are 23 DoD FM Enterprise Wide Competencies 17 of the 23 are applicable to the DoD FM Certification Program 14 Accounting Analysis Accounting Concepts, Policies & Principles Advanced Financial Management Audit Concepts, Policies & Principles Fundamentals & Operations of Accounting Fundamentals & Operations of Budget Fundamentals & Operations of Finance Fundamentals & Operations of Military & Civilian Pay Budget Concepts, Policies & Principles Payroll Concepts, Policies & Principles Budget Execution Audit Planning & Management * Budget Formulation, Justification & Presentation Audit Reporting * Commercial Pay Concepts, Policies & Principles Decision Support - Audit Execution * Decision Support Financial Management & Reporting Analysis * Financial Concepts, Policies & Principles Financial Reporting * Financial Management Analysis Financial Stewardship * Financial Management Systems *not included as an FM Certification Program Requirement

15 15 FM Systems A systems course must teach FM Systems in one of the following categories, it falls under the "Narrowed" definition and DOES give credit towards FM Certification: Accounting Managerial cost accounting Funds management and budgetary resources management Funds balance with U.S. Treasury Travel Payroll (military and civilian) Enterprise resource planning Budget Formulation and Planning, Programming, Budgeting, and Execution (PPBE) NOTE: General IT, ADP, and other similar systems courses are not acceptable. Systems course must be FM focused to be considered for FMS.

16 16 Competency Proficiency Levels (PLs) Each of the DoD FM Enterprise Wide Competencies have five Proficiency Levels assigned The Proficiency Levels represent increasing standards of knowledge Only Proficiency Levels 1, 3, and 5 are applicable to the DoD FM Certification Program For course alignment purposes, Proficiency Levels 2 and 4 can be rolled up into the closest applicable proficiency level Proficiency Level descriptions Level 1 represents the most basic application/knowledge level of the competency Level 3 represents an intermediate application/knowledge level of the competency Level 5 represents the most advanced application/knowledge level of the competency

17 17 FM Competency: Decision Support * * EXAMPLE * * Perform value-added financial, accounting or economic analysis to make informed decisions that better utilize resources and improve mission effectiveness. Level 5 Formulates solutions based on the recommendations to improve mission effectiveness. Level 4 Develops and evaluates alternatives and interventions that are results of the analysis to provide valued recommendations. Level 3 Analyzes results of the financial, accounting and economic analysis to determine possible outcomes. Level 2 Interprets the data of financial, accounting and economic analysis to prepare for decision making. Level 1 Obtains knowledge of financial, accounting and economic analysis to assist with the decision making process.

19 Leadership Competency: Human Capital Mgt HUMAN CAPITAL MANAGEMENT DoD Definition: Builds and manages workforce based on organizational goals, budget considerations, and staffing needs. Ensures that employees are appropriately recruited, selected, appraised, and rewarded; takes action to address performance-based deficiencies. Manages a multi-sector workforce and a variety of work situations. Proficiency Level Definitions * * EXAMPLE * * Proficiency Level: 5 Assesses current and future talent capacity and takes systematic approach to strengthening the talent pipeline to meet future needs. Proficiency Level Illustrations Establishes the parameters to provide awards to employees throughout the year. 19 Institutes performance policies, including improvement strategies, to accomplish mission. Ensures adherence to the spirit and intent of merit system principles. Ensures a diverse multi-sector (civilian, military, contractors, etc.) staff is properly recruited, developed, and retained by subordinate supervisors and managers. Proficiency Level: 3 Fosters organizational planning to align individual capabilities to meet mission critical needs. Determines performance goals that hold self and others accountable for achieving results to accomplish mission. Monitors adherence to merit system principles. Recruits, develops, and retains a high-performing, diverse workforce. Identifies current and future staffing needs to enhance performance. Manages staff performance to accomplish mission. Adheres to merit system principles. Recruits, develops, and retains a well-qualified staff. Proficiency Level: 1 Identifies the organization s mission critical occupations and balances forecasted staffing requirements against budget constraints to support the mission. Realigns the organization's workforce based on current and future strategic priorities to ensure workforce is effectively utilized. Establishes career field development program in support of succession management planning. Evaluates quality of life initiatives to determine effectiveness of programs offered. Provides guidance on the organization's targeted recruitment strategy to fill mission critical positions. Evaluates employees performance and provides constructive feedback on an ongoing basis. Makes recommendations for changes in career development programs to the Command's senior leadership. Participates in job fairs to recruit new employees to the organization.

24 24 Course Alignment Basics The minimum information needed to make a judgment on a course s alignment to the FM and Leadership competencies are: Course Title Learning Objectives Course Owner/Provider Delivery Method Date Course Completed Course Length in Hours DoD Components can only align the courses they own Example 1: DoD Component A cannot align DoD Component B s courses Example 2: DoD Component A cannot align Non-DoD courses Processes are in place to align courses not owned by DoD Components Course Alignment Team

25 25 How Courses are Aligned Course alignment is an ART not a SCIENCE When you submit a course alignment request, your Course Manager submits the course to OUSD(C) OUSD(C) reviews the request for completeness and sends the courses to the course owner for alignment Course owners identify and align the specific courses based on the information provided Course owners align courses by associating Learning Objectives and course material with Competency and Proficiency Level definitions They review the course material, if available, and associate the material and learning objectives to a number of hours The course becomes aligned to the identified Competencies and Proficiency Levels for a specific number of hours Course owners submit the information into FM mylearn OSD reviews prior to final release to FM mylearn

26 26 Alignment Responsibility The DoD FM Certification Program s Governing Body established course ownership to assign alignment responsibility for different types of courses Department of Defense courses are aligned by the owning DoD Components Other Federal Government courses (Non-DoD) are aligned by the Governing Body Secretary Academic courses are aligned by Members using the Academic Alignment Matrices Commercial courses are aligned by the Governing Body Tiger Team The Governing Body established a Tiger Team to align Commercial Courses Led by the Governing Body Secretary Membership appointed by CFCM Includes personnel from 7 different components

27 27 How To Align A Course Step Prepare Assess Align (FM) Align (LDR) Review Action Review competencies, proficiency levels (PL), and parameters Obtain course syllabus, other related info (course length, target audience) Identify course Learning Objectives Compare Learning Objectives with competencies, PLs, and parameters Determine if course is FM, Leadership, or both Use judgment to determine if a learning objective aligns closely with a parameter combination of FM Competency/PL Estimate the number of FM competency course hours for that FM competency/pl. (Note: sum of course hours must not exceed course length) Enter the course length, FM competency, FM course hours, and PL in your alignment template Repeat until all FM alignments have been recorded for the course Use judgment to determine if a learning objective aligns closely with a leadership competency Estimate the number of leadership competency course hours for that leadership Competency (Note: sum of course hours must not exceed course length) Enter the course length, LDR competency and LDR course hours in your alignment template Repeat until all LDR alignments have been recorded for the course Review your alignment; check for alignment justification, errors, etc.

31 31 Substitutions Substitutes may be used for the following web-based courses DoD FM 101 Course Modules o o o o Introduction to DoD Accounting Finance Budget o o o o Audit Readiness (FIAR 101) Fiscal Law Ethics PPBE Level 2 Audit Readiness, Fiscal Law, & Ethics courses Level 3 Audit Readiness, Fiscal Law, & Ethics courses Instead of taking these courses, Members can take/use OUSD(C) approved substitutes to meet certification requirements These Courses are listed in FM mylearn Only CFCMs can submit their courses to be reviewed as possible substitutions Only CFCMs can submit courses to serve as substitutions All Substitutions are approved by the OFCM o o o o Auditing Decision Support Cost Analysis Acquisition & Contracting

32 32 Legacy Courses A legacy course is a course which has not yet been aligned AND is a traceable predecessor to a successor course which has been aligned Example: Rule Defense Financial Management Course (DFMC) dated Feb 2013, 112 course hours, has been aligned and is considered a successor course Professional Military Comptroller Course (PMCC) dated February 1995, 232 course hours, has not been aligned because information is not available. This course is considered a legacy course A legacy course can be aligned to same competency/proficiency level combinations as its successor course, as long as the number of course hours of the legacy course is equal to or more than the number of course hours of the successor course A legacy course can be aligned to proportional competency/proficiency level combinations as its successor course, if the number of course hours of the legacy course is less than the number of course hours of the successor course
