2 Investigator Job Purpose To provide Police Officers with support in relation to Investigation of offences and Prisoner Processing, File Preparation allowing the arresting officer to resume effective patrol. To deal with any enquiry allocated to the post holder in an accurate and timely manner to ensure it is properly completed for submission to the Case Manager or direct to CPS when appropriate Main Responsibilities 1 Undertake Enquiries - Undertake enquiries into detected crime, non crime and general process, and prepare case papers to the required standard 2 Preparation of Files - Prepare committal and offence files for presentation to the CPS to the required standard 3 Liaison with other agencies - Liaise with other forces and outside agencies in relation to the gathering and preparation of evidence, the interviewing of witnesses and offenders 4 Assist other Departments When required, work directly with police officers and specialist departments in both major incidents and other investigations as to early evidence gathering, preparation and standards of files 5 Support other agencies - Support other appropriate agencies in their presenting of cases at Court e.g. carrying out the necessary investigative work, general tidying up of information etc. 6 Judicial system - Respond to and deal with lawful requests and any other eventuality 7 Other Police Forces - Undertake enquiries on behalf of other police forces and ensure statements are taken 8 Bail applications - Thoroughly investigate the accuracy and suitability of bail applications 9 Attendance at Court - Attend the relevant Crown Court, Magistrate Court or other Court of Law in order to present evidence 10 Execute Warrants have the provision execute court warrants as required to detainees who have such warrants outstanding. 3 Number of meetings attended Number of crime related enquiries dealt with Number of traffic related enquiries dealt with Number of warrants executed Specification Investigator Attributes On Appointment Criteria Qualifications: Experience: Skills: Previous experience of the judicial systems essential (work within a police, solicitors or criminal courts environment Experience in investigating matters and carrying out interviews Competent in the use of Microsoft Word, Outlook and Excel Willingness to attend and complete Institute of Legal Executives Course if required Interviewing skills - ability to conduct an interview to the point of reporting a person for an offence Enquiring mind to be able to ask the right questions Methodical approach to your work Work under pressure and to very tight deadlines usually set by the Court Good communication skills, both written and spoken - contacts will include CPS, solicitors, doctors, judges, forensic scientists, local hospitals, witnesses, armed forces, DVLA etc. Ability to work unsupervised and as part of a team Flexible and creative approach to problem solving Attention to detail when reading a file is essential - ability to assess the accuracy of contentious information Confidence if required to give evidence at court either locally or elsewhere Calm and confident in potential conflict situations 3

4 Knowledge: Knowledge of police procedures and policy in relation to this particular area Knowledge of criminal law and how it affects the Police and of road traffic law and general police duties as well as technical knowledge in relation to DVLA Working knowledge of a number of Acts e.g. Public Order Act, Offences against the Person Act and Theft Act Knowledge of PACE in relation to the continuity of exhibits Knowledge of procedures in relation to court exhibits, videos and other systems in relation to CCTV Knowledge of the rules of evidence and the contamination and crosscontamination of evidence Understanding of the Criminal Justice System Knowledge of the relevant local area Understanding of procedures in relation to motor insurance policies General awareness of equality and diversity issues in the working environment Awareness of workplace health & safety issues Understanding of confidentiality and Data Protection/Freedom of Information issues 4

5 Attributes After Training Qualifications: Experience: Skills: Knowledge: Experience in investigating matters and conducting interviews to the required standards Proficient at gathering evidence Ability to train members of staff to the required competency level Ability to coach and develop others Ability to undertake unsupervised, the powers of the Police Reform Act 2002 as delegated by the Chief Constable Sound and proven interviewing skills - ability to conduct interviews within compliance with PACE, to include covering the points to prove the elements of the offence Ability to precisely record evidential statements Undertake and complete file preparation to appropriate standards and make considered decisions on own initiative within guidelines and procedures Confidence and knowledge of Court procedures in order to provide oral evidence when required Ability to seek intelligence through appropriate sources with regard to the Divisional Intelligence Unit (DIU) Ability to field test controlled drugs Ability to monitor for Joint Performance Management Ability to address all matters in relation to disclosure as legally required Ability to deal with conflict resolution Ability to carry out Police National Computer (PNC) checks and interrogate Niche RMS Ability to use relevant IT systems currently used by the Force Ability to use specialist equipment including Livescan, Shoe Print Image Capture and Retrieval (SICAR) system and tape recording machines The ability to identify evidential requirement and attention to detail and accuracy Ability to undertake disclosure issues as a Disclosure Officer under the Criminal Procedure Investigation Act Ability to develop and adapt to changing working practices in order to meet the demands of Wiltshire Police, new legislation or new policies introduced within the Force Working knowledge of investigative interview techniques Plan, Engage, Account, Check, Challenge, Explain and Police And Criminal Evidence Act (PEACE/PACE) procedures Working knowledge of Custody Procedures in relation to Prisoner Detention and Processing details Have a sound knowledge of Police Procedures relating to file preparation, to Manual of Guidance Standards Working knowledge of the Criminal Justice System to include Criminal and Traffic Law Working knowledge of the Force Prosecution policy in respect of Adults, Young Offenders and Persistent Prolific Offenders Working Knowledge of the Criminal Justice Unit in conjunction with the Crown Prosecution Service (CPS) Working Knowledge of the power to execute arrest warrants in accordance with section 125BA. 7 Role Profile Investigator Core Responsibilities Activities The role holder should effectively deliver these key requirements: Behaviour Area Behaviour Other Information Investigator Post holders will: be expected to deliver files, exhibits and equipment to other agencies where appropriate assist other departments in case preparation in order to meet Joint Performance Monitoring targets for quality and timeliness undertake new responsibilities introduced by the Criminal Justice System relevant to their role be expected to attend training courses relevant to the role and those stipulated by the Constabulary Some posts will involve working a shift pattern, which will include evenings, weekends and bank holidays for which an unsocial hours payment will be made. Postholders may be required to work in other locations beyond their usual place of work to meet demand. The postholder will be expected to demonstrate a flexible approach to this. Because of the varied duties of this generic role, post holders will not be in a position to perform all of these duties on a daily basis, but it is expected that each individual will have the skills and abilities to deal with files/prisoners at any stage of the process and be able to fulfil all the requirements of this generic role. Wiltshire Police provides a 24 hour 7 day a week service therefore applicants should be prepared to be flexible in their approach to working hours. The post holder should have access to a vehicle or be able to make alternative arrangements to meet the requirements of the post. Where applicable the post holder will be expected to wear a uniform at all times when on duty. MoPI (Management of Police Information); 7
