2 Dallas County R-1 School District is seeking bids to standardize our security camera and access control systems. This will require replacement of the camera systems at Buffalo High School and Buffalo Prairie Middle School. Configuration changes will also be necessary at Mallory Elementary. Bids Should be Labeled: District Security Upgrade All bids should be delivered in a sealed envelope clearly marked. District Security Upgrade Proposal to the address listed below: Dallas County R-1 Schools Tech Director Tyler Boggs 309 W Commercial Buffalo, MO (417) Technical questions regarding this proposal should be addressed by to tyler.boggs@bisonpride.org. Each proposal must include: 1) Listing of subcontractors (if any) 2) 3 School District References 3) Verification of Liability Insurance with a minimum amount of $1,000,000 per occurrence 4) Descriptions and/or statements regarding labor, installation, warranties, shipping/deliver and experience regarding prior design and/or installations of similar systems. 5) Statements regarding manufacturer authorization of proposed products. 6) Availability of training, orientation and maintenance regarding the proposed system including experience and qualifications of service technicians. 7) A timeline regarding provision and completion of services. 8) Literature and model numbers of equipment being proposed. 9) Clearly identifiable recurring costs All the above information will be evaluated by the district. A mandatory walk- through will be held June 27, 2016 at 9:00am. We will meet at the front doors of Buffalo High School. A representative must be present at this walk through or your bid will be considered ineligible. All bids must be received by 3:00 p.m. July 11, 2016

3 In submitting a bid, the bidder agrees to the following terms: 1) Any and all bids must be valid through completion of work. 2) The Bidder has examined the specification document and has inspected in detail the site of the proposed work, and has familiarized himself/herself with all detailed requirements of installation, and understands in making this proposal he/she waives any and all rights to plead any misunderstanding regarding same. 3) The Bidder understands the district reserves the right to reject any or all bids, to accept or reject portions of the bid, and to waive any informality in the bidding. 4) The Bidder agrees this bid shall be good and may not be withdrawn for a period of thirty (30) calendar days after the scheduled closing time for receiving bids. Evaluation of Proposals: An evaluation committee will review submitted, complete proposals and make a recommendation for contract awards. Qualified proposals will be evaluated using the following criteria: Price of Equipment and Services (one-time as well as recurring) 30% Products and Services match or exceed Bid Specifications 25% Technical Capabilities and Background / Personnel Qualifications 15% Prior Experience / Vendor Track Record and References 20% Local Presence (+2% Missouri, +3% Southwest Missouri, +5% Dallas County) 10%

4 Bid Scope District Security Upgrade 1) Include the quote for labor and installation charges that may or may not be accepted for the engineering and design, installation, start-up, operational performance testing, and operation requested in the RFP. 2) The cost of labor should be line item, separate from the cost of equipment and materials. 3) In addition, the vendor shall provide materials and a schedule for all training, for the tech staff, needed for the optimal utilization of these technologies across schools. 4) A final walk through will be required to finalize installation performed. At the time of the walk through, network documentation should be provided to the district. 5) Pricing should be clearly delineated as recurring or nonrecurring, and inclusive of any and all fees necessary to turn-up service, including but not limited to sub-contractor s fees, installation and special construction fees. Bid Specifications 1) Wiring: It is our preference all access control and camera network traffic be on a self contained network. All existing network closets are connected back to the core closet with fiber. There are open fiber pairs to each closet. All cabling deemed necessary should match existing district wiring standards. (See Attachment A) 2) Switching: It is our preference that switching for access control and camera traffic be on separate switches from our data/voice network. Switching should be included in the bid. 3) Standardization: Currently the district has one Genetec Security Server located in the office at Mallory. This server hosts IP cameras for Mallory and access control for Mallory and Buffalo High School. Bids should include relocating the Genetec server to our data center in the High School. Both Buffalo High School and Buffalo Prairie Middle School need IP cameras installed and added to the Genetec system. Management of Access Control for Buffalo Prairie Middle School will also need to be added to the Genetec system.

5 4) Configuration: The system should be configured in a way that allows each building to only have access to devices, cameras, and schedules that pertain to their location. Each secretary and each Administrator should have access to Genetec Security Center. 5) School Resource Officer: The bid should also include setting up a command center for our School Resource Officer. The command center should include configuration of a way to lock down multiple sites in case of an emergency. It should also include a large screen for viewing multi-site security camera feeds. 6) Video Storage: Each campus should locally archive video for a minimum of 14 days. We do not want video traffic archived over our wide area network. 7) Genetec Security Center License: We will have a total of 15 users needing access to Genetec Security Center. Equipment Counts: Equipment counts may vary depending on vendor selected design. These numbers are based on a walk through completed earlier this year to determine estimates. Exact placement, camera, resolution, and lense type will be discussed during the mandatory walk through. 6 Attachment A DCR1 Network Wiring Standards The purpose of this standard is to maintain an organized network. The ability to efficiently troubleshoot our network is an essential priority. This goal will be achieved by using consistent installation and documentation practices. Any proposals involving changes or additions to our infrastructure should fully comply with this standard. Bids that fail to comply with this standard will be considered incomplete. Cabling (Cooper) All data cables should be bundled together Any cable running below the ceiling should be in raceway A minimum distance of 4 inches should be maintained when running data cables parallel to power lines. If data cables must intersect power cables they should do so in a perpendicular manner. Data cables should maintain a minimum distance of 4in from all fluorescent lighting fixtures, and air conditioning units. Outdoor cable should be used for locations directly exposed to the elements Cabling (Fiber) All fiber should be properly secured in designated pathways. It should not be hanging loosely. All fiber should be properly attached in a way that maintains compliance with the bend radius specified by the manufacturer Extra care should be taken to insure fiber pathways are in areas that minimize the risk of damaged Any fiber running below the ceiling should be in raceway Any fiber running outdoors should be encased in conduit Termination (classrooms & offices) All cable drops should be concealed inside the wall or surface mounted raceway All cables should be terminated to RJ45 jacks using the T 568B standard All RJ45 jacks should be mounted in keystone wall boxes or surface mount boxes All RJ45 jacks should be labeled on the box or faceplate according to the labeling scheme outlined in this document Termination (wiring closet & server rooms) All cable drops should be terminated in patch panels using the T 568B standard All infrastructure equipment and patch panels should be rack mounted Ladder rack should be installed if there is distance between the wall and racks Patch panels and ports should be labeled according to the labeling scheme outlined in this document Rackmount cable management should be installed to organize patch cables Fiber cables should be properly attached to cable management in a way that maintains compliance with the bend radius specified by the manufacturer Data cabling and power cabling should be ran on opposite sides of the rack

7 Labeling & Documentation Each closet should be assigned a number that follows the hallway numbering. Each patch panel should be assigned a letter Each port should already be numbered on the panel Example: Port 15 of the second panel in the 300 hallway would be labeled 3B 15 (hallway# panel letter port number) Each closet should be numbered and marked on the master floor plan Each network drop should be marked and labeled on the master floor plan Each fiber run should be marked and labeled on the master floor plan and/or network topology
