1 GOVERNING PROCEDURES MANUAL Lassiter Early College High School is a concurrent enrollment program. Students are required to enroll in college classes in order to meet both the requirements for their high school diploma as well as their Associate s degree. LECHS does not use academic status nor behavior/attendance status as a prerequisite for admission. However, students must exhibit the desire and motivation to attend school, obtain a college degree, and be successful in their academics. The procedures outlined in this manual specify campus-based procedures as they apply to the Early College High School Blueprint provided by the Texas Education Agency. I. TARGET POPULATION a. STUDENT RECRUITMENT LECHS will follow the Early College model as specified on the Texas Education Agency website. Recruitment efforts will target students who meet one or more of the following criteria: first generation college-going, low socio-economic status, at-risk, underrepresented at a college or university. The high school will market the LECHS program via the school website, social media (Facebook), visits to district middle schools, participation in the district magnet school fair and/or school choice fair, and open houses. b. APPLICATION PROCESS LECHS will post the student application on the school website each year during the month of November. The deadline to submit a student application will be the first day students return from Winter Break. Late applications will not be accepted. Applications will also be distributed to middle school counselors and to parents who attend the open houses and district magnet fair. LECHS will screen submitted applications for completeness and notify parents of missing information. Parents will be notified of the TABE/TSI testing requirement prior to being scheduled for an interview with campus faculty/staff. c. STUDENT SELECTION CRITERIA AND ADMISSION LECHS uses a weighted lottery selection process awarding additional points to students who meet the target population as defined by TEA for early college high schools. A pool will be formed with students who meet the qualifying criteria. Due to the capped student enrollment specified in the Memorandum of Understanding (MOU), a blind lottery will be used to invite 65 incoming freshmen annually to attend LECHS. Parents will be mailed a letter along with a pre-registration form to indicate their intent. LECHS does not admit students after the start of the school year. Revised 4/21/2015 Page 1
2 II. CURRICULUM AND SUPPORT a. ACCELERATED PROGRAM LECHS is on an accelerated schedule where students complete one semester of course work every 9 weeks. This accelerated schedule allows students to complete their high school graduation requirements earlier so they may take additional college classes during their senior year to complete their Associate s Degree. b. ENROLLMENT IN COLLEGE CLASSES LECHS is a concurrent enrollment program. Students are required to enroll in one or more college classes each semester. Students are encouraged to enroll in at least one Summer session in an effort to stay on track to earn their Associate s degree. Student enrollment in college classes is coordinated through the school counselor. Students may not enroll in a college class without the consent of the school counselor. The school counselor must verify that the college class meets either the high school requirement for graduation or count towards their Associate s Degree. DCCCD waives tuition and fees for LECHS students for the first time a student is enrolled in the college class. If a student wishes to enroll in a non-dual credit class, he/she must pay all tuition and fees. c. FAILING COLLEGE CLASSES If a student fails a college class, he/she must retake the class and is required to pay the tuition and fees, along with purchasing the textbook at their expense. Failing a dual credit college class may endanger the student from earning their high school diploma as well as their Associate s Degree. If a student s GPA falls below 2.0, he/she will be placed on probation or suspension by El Centro College and not be allowed to take another college class for an entire semester. Additional details on El Centro College Academic Standing can be found on the ECC website. d. MONITORING OF STUDENT PROGRESS LECHS students are required to print an ecampus progress report or have their college professor s verify their grade using the ECC Student Progress Report. Students will turn in either document to their Advisory teacher every three weeks. LECHS will print student progress reports for the high school classes every three weeks and distribute to the students during their Advisory period. If a student is failing, or in danger of failing either a high school or college class, he/she will be called for a conference with either an administrator or the school counselor. If a student fails to bring up their grade, an administrator will make arrangements for a parent conference. Revised 4/21/2015 Page 2
3 e. ACADEMIC PROBATION LECHS students will be placed on academic probation if they fail one college class. The period of the probation will last one semester. If a student fails a college class two semesters in a row, he/she will be This decision will be made in conjunction with the parent/guardian. However, the principal reserves the right to remove any student due to lack of success in their college classes. f. DISMISSAL FOR ACADEMIC OR BEHAVIOR REASONS Students may be removed from the LECHS program for the following reasons: Repeated failure to pass high school or college classes Refusal to enroll in or ineligible to enroll in college classes Behavior issues on the El Centro College campus (refer to section IV.b) Failure to meet the TSI Reading and Writing requirement Academic dishonesty LECHS administration will consult with the student and his/her parent/guardian prior to dismissing any student from the LECHS program. The principal reserves the right to remove any student from the LECHS program for academic or behavior reasons. g. ACADEMIC REINSTATEMENT Students may be reinstated after being placed on academic probation. Students must demonstrate the ability to maintain passing grades in both their high school and college classes. If a student fails to maintain passing grades after being reinstated, he/she will be h. SOCIAL AND EMOTIONAL SUPPORT LECHS is committed to providing the necessary social and emotional supports that students in the early college program need. LECHS strives to maintain a positive school culture centered on inclusiveness where students feel respected, wanted, valued, and safe. Administration in conjunction with the school counselor will consult with the student and parent/guardian to determine appropriate Dallas ISD services or community services. III. ACADEMIC RIGOR AND READINESS a. TSI Students are required to take and pass the TSI Reading and TSI Writing assessment by the end of their Sophomore year. Students are required to take and pass the TSI Math assessment prior to taking college Algebra (MATH 1301). There are only a limited number of college classes that students may take without having met the TSI Reading and Writing requirement. Revised 4/21/2015 Page 3
4 Failure to meet the TSI Reading and Writing requirement will prevent students from continuing to enroll in college classes and therefore be removed from the LECHS program. b. TSI RETESTING Students may take the TSI assessment twice without paying the $10 fee. If a student must take the TSI assessment three or more times, they are accountable for the fee payment. Students may take the TSI assessment as often as they wish. TSI readiness materials are available on the El Centro College website, through the College Advisory Office, and available in the El Centro College Library. IV. STUDENT DISCIPLINE a. EXPECTATIONS FOR STUDENTS ON COLLEGE PREMISES LECHS students are held to high standards of conduct. LECHS students are representatives of Dallas ISD while on the El Centro College campus. The reputation of the LECHS program is contingent on the behavior of LECHS students. Students must behave as college students while on the campus of El Centro College. b. DISCIPLINARY CONSEQUENCES Students must comply with all campus policies and procedures as well as the student code of conduct as specified by Dallas ISD, El Centro College / DCCCD. If a student is removed to the Dallas ISD Alternative Education Program, he/she may be If a student is found to be in violation of El Centro College policy, he/she may be suspended from the college and not allowed to continue enrolling in college classes. If a student is not eligible to enroll in college classes due to behavior consequences imposed by El Centro College, he/she will be subject to removal from the LECHS program. For student safety reasons, the students are expected to remain within a specified campus boundary identified as one city block around the perimeter of the El Centro College facilities. 5 V. MISCELANEOUS a. STUDENT FEES Students are required to pay a fee of $100 annually. This fee covers multiple student expenses incurred throughout the year.
