APPLICATION AND TESTING INFORMATION: Current vacancy will be filled at either the Air Quality Engineer/Senior Air Quality Engineer or Deputy Air Pollution Control Officer. 2 TRAINING AND EXPERIENCE: Training and Experience: Five (5) years of increasingly responsible professional work experience in performing complex air pollution and emission control monitoring, analysis, meteorological assessment and enforcement work, including at least two (2) years in a lead or supervisory capacity. Advanced educational training in meteorology, atmospheric science, physics, chemistry, engineering, or other fields closely related to air pollution and emission control monitoring, analysis, and enforcement work. Bachelor degree from an accredited college, in physical science, meteorology, or related field is required. Special Requirements: Possession of, or ability to obtain, an appropriate valid California Driver s License. Certify as Visible Emission Evaluator with the state Air Resources Board within one (1) year of employment. Certify as a NESHAPS inspector within one (1) year of employment. Complete Fundamentals of Enforcement and Multi-Media Enforcement training Certifications within one (1) year FULL JOB DESCRIPTION: DEPUTY AIR POLLUTION CONTROL OFFICER DEFINITION Under administrative direction, to assist with planning, organizing, directing, and managing the Air Quality Protection Program for the Lake County Air Basin; to enforce state, federal, and local laws, ordinances, and programs regarding regulated sources, emissions testing, and ambient air monitoring; to develop and implement Air Quality ordinances and policies; to plan, organize, and complete emission control and impact analysis projects; to perform special assignments as directed from the Air Pollution Control Officer; to serve as the Air Pollution Control Officer in the absence of the Air Pollution Control Officer; and to do related work as required. DISTINGUISHING CHARACTERISTICS This is a single-position management classification, which has responsibility for assisting with the management of the functions and operations of the Air Quality Protection Program, as well as performing a wide variety of the most complex air quality monitoring and emission control testing, monitoring, analysis, and enforcement work. Incumbent in this position may be the lead person for meteorological related assessments and forecasts, utilizes computer models provided in trend analysis and impact quantification. REPORTS TO Air Pollution Control Officer CLASSIFICATIONS SUPERVISED Air Quality Specialist; Air Quality Technician; Senior Air Quality Engineer; Specialized Extra Help Staff; and other department staff as assigned. EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES (The following is used as a partial description and is not restrictive as to duties required.) Assists with planning, organizing, and managing the functions of the Air Quality Protection Program for the Lake County Air Basin; assists with developing and implementing Air Quality Management District goals, objectives, and priorities; provides supervision and training for

3 assigned District staff; assists with developing and administering the District budget; assist with hiring, training, and evaluating District staff; assists with formulating procedures and policies; plans, organizes, and carries out enforcement and program implementation for regulated sources, emissions testing, and ambient air monitoring; assists with establishing and implementing fees; plans and allocates resources to complete a variety of complex projects; represents the Air Quality Management District at public hearings, providing expert testimony, as necessary; provides consultation in establishing new air quality laws and regulations; manages settlement processes for mutual settlement and enforcement, as delegated; oversees and performs technical and regulatory reviews and impact analyses for issue of source permits; plans and reviews source tests, process reviews, and instrument measurements; responds to public complaints and prepares reports, ensuring the proper compliance of permitted sources; assists with selection of computer and automation equipment and software to ensure proper performance of air quality functions; provides expert advice regarding air quality issues for other agencies and personnel; performs a variety of compliance reviews to ensure compliance with permits and regulations; performs a variety of first line field enforcement and measurement functions; assesses proposed burns and emission releases for impacts on air quality, approving or denying requested activities; may administer grants and subvention funding to maintain and enhance air quality programs and activities; prepares technical publications and presentations for public and professional organizations; hosts and participates in technical conferences and training sessions; assists with and participates in joint activities with other agencies; assists with selection and purchasing of air quality and laboratory measurement equipment; develops, assesses, and implements methodologies for instrument and chemical analyses; selects locations and methods for routine and special purpose monitoring; may perform complicated meteorological assessments to include source reconciliation and exceptional event identification; may prepare annual financial and activity reports; maintains current knowledge of legislation, practices, and case decisions regarding air quality; performs special assignments for the Air Pollution Control Officer; interprets policies and regulations for the public; serves as the Air Pollution Control Officer in the absence of the Air Pollution Control Officer. TYPICAL PHYSICAL REQUIREMENTS Sit for extended periods; frequently stand and walk; normal manual dexterity and eye-hand coordination; lift and move objects weighing up to 60 lbs.; climb towers and ladders; corrected hearing and vision to normal range; verbal communication; use of office equipment, including computer, telephone, calculator, copiers, and FAX. TYPICAL WORKING CONDITIONS Work is performed in an office and/or outside environment, as well as in a variety of facilities which emit air pollutants; exposure to dust and variations in temperature and weather conditions; potential exposure to gasses and air pollutants; continuous contact with other staff and the public. DESIRABLE QUALIFICATIONS Knowledge of: Principles, practices, and methods of emission measurement and analysis, including the design, construction, and maintenance of emission control systems. Pertinent state, federal and local laws, regulations, and ordinances related to the functions and operations of air quality and emission control programs. Principles of physics and chemistry as applied to air quality monitoring and air emissions control. Grant development and administration. Proper inspection methods and procedures. Research and statistical methods. Budget development and control. Principles of project planning, development, coordination, and direction. Computer systems, air dispersion models and software applicable to air quality monitoring, emission control, and district management and administration. Principles of public administration, management, staff supervision, employee training, expert testimony and work evaluation.

Ability to: Assist with planning, organizing, managing, and coordinating the functions and regulatory responsibilities of the local Air Quality Management District. Provide supervision, training, and timely work evaluations for assigned staff. Assist with developing and administering an Air Quality Management District budget. Assist in managing and overseeing a wide scope of complex air pollution control and emission monitoring programs. Develop and administer grants. Oversee and perform the gathering and maintenance of information regarding air quality and emission monitoring operations and enforcement activities. Perform special assignments for the Air Pollution Control Officer. Direct the preparation of and prepare clear, concise reports and testimony before legal proceedings. Operate a computer and use appropriate software in the performance of air quality monitoring, District administration, and modeling with a specialty in dispersion analysis. Make effective oral and written presentations. Effectively represent the Air Quality Management District with the public, community organizations, boards, commissions, and other government agencies. Regularly work well under pressure, meeting multiple and sometimes conflicting deadlines. Constantly demonstrate cooperative behavior with colleagues, supervisors, and customers/clients. 7 EMPLOYEE BENEFITS Vacation 80 hours per year during the first five years of service, 120 hours per year after five years, and additional accruals based on years of service beyond fifteen years.. Pro-rated for part-time employees. Holidays - An average of twelve paid 8-hour holidays per year. Pro-rated for part-time employees. Sick Leave - Accrues at a rate of 96 hours per year. Pro-rated for part-time employees. Health and Insurance Benefits - Medical, dental, hospital, vision, life and disability coverage is available to employees and their dependents. The County contributes $800 of the monthly premiums for the insurance plan options. Retirement - County employees are members of the California Public Employee Retirement system (CalPERS). CalPERS provides a defined benefit pension at retirement for County employees. The pension formulas and employee contribution amounts may vary by bargaining unit, date of hire, prior qualifying service, and classification. Please contact Human Resources for more information. Salary - Lake County has an adopted salary schedule. The salary range for most classifications is in five increments with a provision for longevity increases. Appointments are normally made at the first step of the salary range. Social Security - County employees participate in Social Security. California State Disability Insurance SDI is available to some County employees. Deferred Compensation Plan and Credit Union Memberships are available to County employees. Management Employees- Management Employees accrue vacation at a different rate and also receive 40 hours per fiscal year of Administrative Leave with an option for cash in lieu. DISASTER SERVICE WORKERS As members of the County of Lake Emergency Services Organization, all Lake County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to perform certain emergency services at the direction of their supervisor. HIRING PROCEDURE General Information - All candidates must establish that they are a United States citizen or an alien authorized to work in the United States prior to permanent appointment. Eligibility Lists - The names of candidates who are successful in the examination process will be placed on an eligibility list in rank order based on examination scores. As vacancies occur, the top four eligible candidates will be referred to a department for selection. A candidate who is not selected will remain on the eligible list and will be referred to other departments as vacancies occur. A copy of a valid DD214 must be submitted on or before the final filing date in order to be eligible for Veterans Preference points. Physical Examination - All candidates will be required to pass a County physical examination or medical questionnaire screening prior to permanent appointment. Background Investigations -Employment in certain departments is contingent upon successfully passing a background investigation. Applicants for these positions will be required to complete and sign an authorization/release form/packet enabling such an investigation. Failure to complete, sign, and return the form/packet will exclude the applicant from further consideration for the vacancy. A polygraph test may be required as part of the background investigation. DOT - The Federal Department of Transportation (DOT) designates certain County of Lake positions as Safety Sensitive Drivers.
