11 winnebago county housing authority In the late 1990 s, the Winnebago County Housing Authority (WCHA) decided to take a bold approach towards dealing with an aging and outdated public housing complex, Champion Park Apartments. Instead of continuing to expend precious funds on a project that was becoming harder and harder to maintain, WCHA had the foresight to determine that the best approach was to demolish the existing complex and replace it with single-family homes. As a result of its desire for better living conditions, and in turn better lives, for its tenants, WCHA had the vision and determination to undertake a neighborhood redevelopment project. WCHA selected Star Development, LLC to be the Master Developer for the Champion Park Revitalization Project. Through this partnership, Champion Park Apartments will be demolished and replaced with 104 new construction single-family homes located on scattered sites in the existing Washington Park neighborhood. The homes are a mixture of for-sale and rental homes for qualifying families. WCHA s leadership in this project is evidenced by its innovative concept to relocate its offices into a portion of the Washington Park Community Recreation Center. By locating itself at the heart of the redevelopment area, WCHA will be better able to implement its comprehensive and creative supportive services program. 13 four bedroom five bedroom a home style for every need Knowing that the styles of the homes to be built need to reflect the variety of the people who will live in them, Star Development and Winnebago County Housing Authority (WCHA) have chosen five different floor plans for the Champion Park Project. In order to accommodate a wide-range of family sizes, these home styles vary from ranches to 2-stories and from two-bedrooms to five-bedrooms. Each home is designed to be as adaptable, visitable and accessible as possible. Since the new homes are being located on scattered sites within a neighborhood, they were designed to blend with the prevalent styles already existing in the area.
