1 Class Code: M/CC Date Adopted: City of San Bernardino Signature: Director, Human Resources Bargaining Unit: CLASS SPECIFICATION GIS Administrator EEOC Job Category: Professionals JOB SUMMARY Under direction, plans, oversees and manages the City's geographic information system applications and the development and delivery of GIS products and services to support City-wide information needs; serves as systems administrator with responsibility for installation, configuration, maintenance and administration for City , domain management and other services; and performs related duties as assigned. DISTINGUISHING CHARACTERISTICS GIS Administrator is accountable for management and administration of the City's GIS systems and applications as well as administration of systems and software which support the City's technology environment. The incumbent oversees and participates in the development of GIS databases and applications and the production of a variety of maps and other products that support operational activities and decision-making for City departments. The incumbent also administers Windows domain, server management, management and other services which provide the technology infrastructure to support City employees in carrying out their business, operational and public service responsibilities. The incumbent supervises a small professional staff engaged in performing similar responsibilities. The incumbent is expected to exercise sound, expert independent judgment in ensuring a stable, reliable technology environment to support City operations. ESSENTIAL DUTIES AND RESPONSIBILITIES The duties listed below are intended only as illustrations of the various types of work that may be performed. Plans and evaluates the performance of assigned staff; establishes performance requirements and personal development targets; monitors performance and provides coaching for performance improvement and development; provides or recommends compensation and other rewards to recognize performance; takes disciplinary action, up to and including termination, to address performance deficiencies, subject to management concurrence, in accordance with the City s human resources policies and procedures, Civil Service Rules and labor contract provisions. 2 2. Provides leadership and works with staff to develop and maintain a high performance, customer service-oriented work environment that supports achieving the City s mission, strategic goals and core values. 3. Plans, manages and participates in the development of GIS systems and applications to serve City department needs; designs, develops, installs and maintains GIS applications, scripts, tools and utilities to deliver GIS products and services; designs and implements enhancements to GIS databases and layers to incorporate data sets to support information requirements. 4. Confers with department managers and employees regarding current and anticipated GIS systems and data needs to meet requirements; develops and recommends plans to meet GIS product and service requirements in a manner consistent with the City's technology strategic plan; participates with other department managers to prioritize GIS application development and enhancement requests. 5. Develops GIS data standards and program policies, including cooperative acquisition and management of data; develops and maintains data dictionaries, metadata and data repositories; ensures conformance with enterprise-wide GIS database development and administration procedures. 6. Supervises and performs highly complex systems management functions at an enterprise level; installs, configures, tests, maintains, troubleshoots and administers hardware and software comprising the City's server infrastructure including: Windows domain controllers; , web access, antivirus/anti-spam, Blackberry and WSUS servers; serves as the City's administrator; creates and maintains user accounts, security groups, distribution groups and other account types. 7. Installs and monitors system level security structures and protocols; ensures disaster response and recovery processes and procedures are followed; monitors and evaluates server performance and capacity utilization; evaluates alternatives and develops recommendations to expand capacity to meet growth requirements. 8. Collaborates with other Information Technology staff to evaluate and resolve complex problems and to develop and implement technology standards, policies and procedures. 9. Stays abreast of changes in technology in areas of assigned responsibility; evaluates new technology solutions for their applicability in meeting City needs within its technology environment. QUALIFICATIONS Knowledge of: 1. Geographic information system concepts, design methods, development tools and analytical techniques, including computerized mapping and attribute-data conversion, manipulation and analysis. 2. Cartographic methods, practices and procedures. 3. City functions and programs and associated geo-spatial data and geographic information system capability issues, needs and business/customer service opportunities. 4. Principles and practices of database design and administration. GIS Administrator Page 2

3 5. Systems analysis methods and techniques applicable to GIS applications development. 6. Operating system architectures, characteristics, components and commands applicable enterprise information system hardware and software. 7. Principles and practices of systems administration and maintenance, including installation, configuration, troubleshooting, performance tuning and diagnostic tools. 8. Principles and practices of administration. 9. Federal, state and local laws, regulations and court decisions applicable to assigned areas of responsibility. 10. Principles and practices of sound business communication. 11. Principles, practices and methods of project leadership and management as they apply to information technology projects. 12. Principles and practices of effective supervision. 13. City human resources policies and procedures, Civil Service Rules and labor contract provisions. Ability to: 1. Plan, organize, coordinate and participate in the work of a technology services team and perform project leadership/management responsibilities to ensure project accountability. 2. Identify GIS and office automation technology management issues and opportunities, analyze problems and alternatives and develop sound conclusions and recommendations. 3. Develop and maintain effective client relationships with City managers and end users. 4. Balance responsibilities for multiple projects to ensure timely, high-quality results. 5. Perform systems administration functions in a highly efficient manner. 6. Monitor, troubleshoot, tune and resolve complex systems management problems, including GIS system problems, to achieve optimal operations to meet City computing requirements. 7. Utilize GIS tools and functionalities to design, develop and produce highly complex maps and reports. 8. Read, interpret, explain and apply technical information on business processes, software and hardware for technical and non-technical users. 9. Prepare clear, concise and comprehensive reports, documentation, studies and other written materials. 10. Exercise sound, expert independent judgment within general policy guidelines. 4 11. Exercise tact and diplomacy in dealing with sensitive and complex issues and situations. 12. Establish and maintain effective working relationships with City managers, other IT staff, representatives of other agencies, consultants and others encountered in the course of work. Education, Training and Experience: A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from fouryear college or university with a major in geographic information systems, computer science, management information systems, or a closely related field; and at least six years of progressively responsible experience in designing, implementing and administering complex GIS databases, systems and applications; or an equivalent combination of training and experience. Licenses; Certificates; Special Requirements: A valid California driver s license and the ability to maintain insurability under the City s vehicle insurance policy. Must successfully complete a police background investigation.
