5 Agency Mission The mission of the Texas Veterans Commission is to advocate for and provide superior service to veterans in the areas of Claims Representation and Counseling, Veteran Employment Services, Veteran Education Services, and Fund for Veteran Assistance grand funding that will significantly 5

11 The Benefits of Representation Texas Veterans Receive More Than $2.2 billion in Compensation and Pension due to Representation by TVC A Veteran Receives About $6,200 More Each Year when Represented by TVC 179,981 benefit cases handled by TVC counselors and staff on behalf of veterans and dependants, 125,179 monetary claims, and 11

13 Women Veterans Coordinator, Mission Execute a Women Veterans Program that informs Women Veterans of their benefits, provides comprehensive services via TVC and TVC Partners, and fulfills the needs of Women Veterans throughout Texas. 13

14 Why Does Texas Need a Women Veterans Program? Women currently comprise approximately 15% of the U.S. Military (Active Duty, Reserves, & National Guard) Approximately 8.5% of the total 14 * The National Center for Veterans Analysis and Statistics (NCVAS) VtPop Model 2007 (forecasts from Min YOY Growth Rate 0.22% and Max YOY 1.09%)

17 Employment Challenges What are some employment challenges? Translating military skills and experience into the civilian job market. Military daily life compared to civilian daily life. Educating employers on reasons why hiring veterans is good for business. Identifying employer wants and needs (skills, experience, education) Follow-up with Veteran clients

19 Veteran Employment Representatives Region 1 = 39 Region 2 = 28 Region 3 = 43 Region 4 = 36 Region 5 = 22 *All Veteran Employment Representatives are veterans, 168 Veterans helping Veterans 19

20 Employment Success Last fiscal year an average of 221 Veterans entered employment for every Veteran Employment Representative. Texas accounts for 18% of the nation s Veterans entering employment. Texas receives 7% of the nation s federal funding for Veteran Employment Services. During the last fiscal year, 38,714 veterans found work with assistance provided by VES staff. 20

21 DVOP Disabled Veterans' Outreach Program Specialists Provide intensive employment assistance to eligible veterans who have special employment and training needs, in order to assist them overcome barriers that prevent them from obtaining meaningful employment. Use a case management approach and access a broad network of providers and resources to assist eligible veterans to achieve their employment goals. 21

22 LVER Local Veterans' Employment Representatives Develop hiring opportunities within the local workforce by promoting the benefits of hiring eligible Veterans. They directly contact businesses, Federal agencies and contractors and employer associations to encourage the hiring and advancement of qualified eligible veterans. Provide direct employment related services to eligible veterans with an emphasis on recently separated veterans. 22

23 VES Programs Veteran Business Representatives (VBR) The VBR program was developed in July 2011 by enhancing the individual job duties of four VER staff to focus on business outreach activities. After two months of training and strategic planning, the VBRs began to outreach business and promote the hiring of veterans in September Locations; San Antonio, Round Rock, Dallas/Ft Worth and Houston VBRs work with local development boards, the TWC, DOL- VETS and all partners to ensure businesses are educated on the benefits of hiring veterans. 23

24 VES Programs The Recovery and Employment Assistance Lifelines (REALifelines) REALifelines is a comprehensive program to provide individualized job training, counseling and re-employment services to seriously injured or wounded veteran. Locations include: Ft. Bliss, Ft. Hood and Brook Army Medical Center (BAMC) in San Antonio. Vocational Rehabilitation and Employment (VR&E) VERs receive referrals from the U.S. Department of Veterans Affairs Vocational Rehabilitation and Employment counselors to deliver vocational rehabilitation, counseling services and employment guidance to veterans. 24

25 VES Programs Family Employment Assistance Counselors (FEAC) This is the only state funded program in VES. FEACs support and assist caretakers and family members of Wounded Warriors and veterans as well as spouses of active duty military personnel. FEAC personnel provide the same employment services to spouses and family members provided to veterans. FEAC personnel are located in San Antonio (BAMC) and Killeen (Fort Hood). 25

33 Fund For Veterans Assistance Texas Veterans Commission Fund for Veterans Assistance Created in 2005 to Provide Aid to Veterans and Their Families in Need 81st Legislature Passed Legislation to create a Lottery Scratch-off Game to Provide Revenue for the Fund Additional Support Provided Through Donations from Individuals and Organizations 33

34 Fund For Veterans Assistance Purpose The Fund for Veterans Assistance (FVA) program awards reimbursement grants in two categories: FVA General Assistance Grants and Housing4TexasHeroes. Both categories offer funding to non-profit and local government organizations to provide direct services to Texas Veterans and their families. Performance The FVA program has $15.1 million in active grants to more than 50 organizations around the state. In FY2011, grantees served 67,500 Veterans, dependents and surviving spouses. 34
