3 Document Control Issue Version Description Approved By Date 1.0 Issued Maureen Jamieson 20 th June 2012 Purpose The purpose of this document is to state and communicate Glasgow Airport Limited s Sustainable Procurement Policy to employees, suppliers, stakeholders and all other interested parties. Aim The aim of this policy is to ensure the application, management and administration of a consistent set of sustainable procurement requirements for Glasgow Airport Limited. Implementation of this policy will support the business in achieving its sustainability commitments and contribute to the UK Government s goal of sustainable development. This policy will also support Glasgow Airport Limited in its vision to be Scotland s leading business and leisure airport by promoting sustainable procurement activities, including appropriate support for businesses local to Glasgow and appropriate management of human rights, health & safety and environmental issues. Scope This policy applies to Glasgow Airport Limited only and outlines Glasgow Airport Limited s approach to working with suppliers and subcontractors (referred to as suppliers) to meet sustainability commitments relating to the; products and services that Glasgow Airport Limited buys, organisations that Glasgow Airport Limited does business with contracts that Glasgow Airport Limited manages. Implementation and Governance Glasgow Airport Limited will communicate this policy internally to employees and make available externally to suppliers, stakeholders and other interested parties. Glasgow Airport Limited s Head of Procurement is responsible for the maintenance, revision and communication of this policy and for ensuring that effective procedures and/ or tools for meeting the policies commitments are developed and implemented. Responsibility for meeting the policies commitments is devolved to all departments where procurement, contract negotiations and contract management take place. Glasgow Airport Limited will apply the policy in future supplier selection and on-going supplier management by evaluating supplier risk, exposure and management across the sustainability issues identified in this policy.
4 For existing suppliers and contracts awarded before the implementation of this policy, Glasgow Airport Limited will endeavour to work with suppliers to enable them to meet our sustainability requirements where they do not meet them. Introduction Glasgow Airport Limited Sustainability Policy promotes sustainability as a long term success factor. Glasgow Airport Limited believe sustainability involves managing the airport in a way that enhances the positive impacts and minimises the negative ones. Achieving the right balance between those impacts and contributing to the United Kingdom Government s goal of sustainable development will help Glasgow Airport Limited earn the trust of its stakeholders and achieve its vision to be Scotland s leading business and leisure airport. Sustainable Procurement Policy Glasgow Airport Limited endeavours that all procurement activities undertaken are to be conducted in a manner that promotes the concept of sustainability. As a minimum, Glasgow Airport Limited expects suppliers to comply with national laws, in the countries in which they operate, and with the standards of performance described in this document across the following areas; 1. Business Ethics, Good Governance and the Promotion of Anti- Corruption Business Ethics Glasgow Airport Limited expects high standards of integrity in all business interactions and any corruption, bribery, extortion and embezzlement are prohibited. Suppliers must endeavour to work within international laws and standards in relation to business ethics, good governance and anti-corruption. Local Procurement Suppliers should seek to raise awareness of procurement opportunities at Glasgow Airport Limited within the local economy, and to ensure that local suppliers can compete for these opportunities fairly. 2. Labour standards Child Labour Child labour must not be utilised in any operations. Suppliers are expected to follow the recommendation of a minimum age for admission to employment or work not being less than the age for completing compulsory schooling, and in any case not being less than 15 years. Wages, Benefits and Working Hours Suppliers should ensure compensation and benefits comply with fundamental principles relating to minimum wages, overtime hours, and legally mandated benefits. Working hours will comply
5 with applicable national laws or industry standards whichever are more stringent. Employees should have on average one day off in every seven day period. Overtime should be voluntary and not exceed 12 hours per week unless freely chosen. Employees are to be compensated at least in line with local legal or industry minimum standards. Suppliers should ensure employees have redress to an independent grievance mechanism in respect to the terms and conditions of work. Freely Chosen Employment Any form of forced or compulsory labour must not be used in any operations. This includes slavery, prison labour, labour as a punishment for expressing political views peacefully, or labour demanded of employees because of their debt. Employees have to be free to leave employment after reasonable notice. It must not be required for employees to hand over government-issued identification, passports or work permits as a condition of employment. Freedom of Association Workers have to be able to communicate openly with company management regarding working conditions without fear of reprisal, intimidation or harassment. Workers need to have the right to associate freely, join labour unions, seek representation and join workers councils. Non-discrimination Harassment or discrimination against employees in any form is not acceptable. This includes but is not limited to gender, race, colour, caste, disability, union membership, political beliefs, origin, religion, age, pregnancy, sexual orientation or working or employment status. 3. Health and Safety Health, Safety and Hygiene Suppliers must provide workers a safe and hygienic working environment that at a minimum meets applicable local legal standards for occupational safety and health. Adequate steps shall be taken (e.g. training and management systems) to prevent accidents and injury to health arising or occurring in the course of work, by minimising the causes of hazards inherent in the working environment. Product Safety and Quality All products and services will be delivered to meet the quality and safety criteria specified in relevant contract elements, and will be safe for their intended use. Security Suppliers should ensure suitable arrangements are put in place to ensure the security of all employees, buildings and property, particularly in countries where military or security forces have abused human rights.
6 4. Environmental Performance Environmental Responsibility Suppliers should identify the significant environmental aspects of their principal products and services, and assess the possible impacts and put in place appropriate measures to manage those impacts. At a minimum they shall ensure that all operations (including those carried out through contractors) comply with local environmental legislation and regulatory requirements. Environmental Performance of Products All products which are manufactured within the supply chain are requested to meet the environmental standards in the respective market segment. This includes all applied materials and substances and relates to all relevant environmental issues. Chemicals and other materials posing a hazard if released to the environment are to be identified and managed to ensure their safe handling, movement, storage, recycling or reuse and disposal. Policy References This policy was developed by Glasgow Airport Limited drawing on the following international standards; United Nations Global Compact Principles International Labour Organisation Labour Standards
