1 Board of Education Presentation Appoquinimink s 2016 Proposal for State-issued Certificates of Necessity Presented by Superintendent Matt Burrows March 8, 2016

2 What is a Certificate of Necessity? A document issued by the Department of Education which certifies that a construction project is necessary and sets the scope and cost limits for that project. The Certificate of Necessity (CN) authorizes the school district to hold a referendum for the Major Capital Improvement Program identified and authorizes the school district to sell bonds to pay the local portion in the event of a successful referendum. Source:

3 Components of our requests for CNs:* CN #1 New 1,600 Student High School on the Fairview Campus. New 1,000 Student Middle School on the Fairview Campus. CN #2 New 840 Student Elementary School at Whitehall (donated land). CN #3 Replacement of MMS. CN #4 Renovations to MHS & RMS. Renovations & Additions to SLE. Safety & Security Package all schools. Completion of Technology Upgrade all schools. Smaller renovations at select locations.

4 CN #1: New Construction $147,812,827 New High School Located on the Fairview Campus (by Old State Elementary). 2.5 years to construct. Fall 2020 Opening with 9th Grade Academy and RMS students.* Each year an additional grade will be added. Fall 2021 = Gr 9-10; Fall 2022 = Gr 9-11; Fall 2023 = Gr 9-12 New Middle School Located on the Fairview Campus (alongside the new HS). 2.5 years to construct. Opening Fall 2020 with MMS students.* Opening Fall 2022 as new school. *Temporary relocation

6 CN #2: New Construction $32,003,737 New Elementary School Located in Whitehall - high density growth on donated land. 1.5 years to complete. Opening Fall 2019.

8 CN #3: New Construction/Replacement - $56,085,438 Everett Meredith Middle Replacement Includes: Complete interior reconfiguration (new inside footprint), new roof, new mechanical systems. Existing façade to be preserved. The building will be demolished and be closed for 2 years. Students will be relocated to the Fairview Campus MS for 2 years. Re-opening Fall 2022.

9 CN #3: New Construction/Replacement - $56,085,438 Everett Meredith Middle Conceptual Elevation

10 CN #4: Renovation Work - $106,214,429 The CN Proposal includes a case for major renovations at three existing schools: MHS, RMS and SLE. Middletown High Renovation Request includes: Roof & HVAC replacement and gym expansion. Phased in over 3 years. The school will remain open during this time. Completed Fall 2021.

11 Louis L. Redding Middle Renovation Includes: Interior reconfiguration of most areas, new roof, new mechanical systems. Students will be relocated to the new Fairview Campus HS for 2 years. Year 1: Building closed for renovations. Year 2: Building will house SLE students while their school is renovated. Re-opening Fall Silver Lake Elementary Renovation Request includes: Addition with new classrooms; expansion of existing classrooms, library and cafeteria service area; new mechanical systems and playground. The building will close for 1 year. Students will be relocated to RMS for one year. Only elementary students would be housed in the building during this time. Re-opening in Fall 2022.

12 District-wide Request: Safety and Security Package Security cameras, standardized intercoms + telephones, keyless outside entry, upgraded fire alarms, clocks. Newer schools may already have some of these features, but no school is fully equipped. We need to make sure every school is well protected. Phased in by 2020 at schools where no major renovation is planned. Technology Upgrades Complete SmartBoard installation in every classroom, upgrade hardwire/infrastructure to support 1:1 technology and wireless environments in every school. Phased in by 2020 at schools where no major renovation is planned.

13 In addition to new construction, major renovations, a district-wide security package and technology upgrades, the proposal includes: AGW: Bus lot a safety concern APC: New roof BME: Stage lighting in the multipurpose Cafeteria/Auditorium CLECC: Mechanical system modifications (HVAC) District Office: ADA bathroom updates (required), new roof, replacement of rooftop air handler OBL: New roof, stage lighting and acoustics in the multipurpose Cafeteria/Auditorium TES: Partial new roof Roofs included in the CN have reached or exceeded the recommended, 20-year lifespan.
