1 AGRICULTURE, TOURISM AND PLANNING COMMITTEE June 18, 2009 Council Chambers, Walkerton, Ontario Mayor McIver moved into the Chair in Committee of the Whole and called the meeting to order. Bill Hollo, Deputy-Director of Planning joined Mayor McIver as the presenting Department Head in the absence of Chris LaForest, Director of Planning. Wayne Jamieson, CAO and all Committee Members except Warden Goetz, Mayors, Bagnato, Smith and Twolan were present. Doug Freiburger, Saugeen Shores Deputy-Mayor attended in Mayor Smith s absence. Recording Secretary: Darlene Batte, Administrative Assistant Pecuniary Interest: None Declared. ACTION ITEMS 1. MINUTES That the minutes of the May 21, 2009 meeting be adopted as circulated. 2. ACTION ITEMS PLANNING ACT APPROVALS 2.1 Revised A.N.S.I. Boundaries as Provided by Ministry of Natural Resources Mr. Hollo explained that the County Planning Department received a Memorandum from the Ministry of Natural Resources dated April 24, 2009 regarding re-evaluation of Provincially Significant Life Science ANSIs in the County. The Memorandum was received after the County adopted Bruce County Official Plan Amendment #116. In particular the Ministry of Natural Resources has re-evaluated the following ANSIs: 1. Cape Hurd-Baptiste Harbour Municipality of Northern Bruce Peninsula 2. Johnston s Harbour Pine Tree Point Municipality of Northern Bruce Peninsula 3. Corisande Bay Municipality of Northern Bruce Peninsula 4. Fishing Islands Town of South Bruce Peninsula The re-evaluation has resulted in changes to the boundaries of these ANSIs. Mapping was circulated illustrating proposed changes to the County of Bruce Official Plan Schedule C Constraints (Appendix A ).

2 Some of the revisions will result in two ANSIs becoming smaller in overall size however two are becoming larger: 1. Cape Hurd-Baptiste Harbour Smaller and No New Lands 2. Johnston s Harbour Pine Tree Point New Lands Added 3. Corisande Bay New Lands Added 4. Fishing Islands Smaller and No New Lands The lands being added to the Corisande ANSI and Johnston s Harbour-Pine Tree Point ANSI do not include any lands that are already developed. The Ministry of Natural Resources has for the most part removed developed/approved cottage lots from the ANSI wherever possible. The Ministry has notified all affected landowners of the change in boundaries. Planning Department staff recommended that the Ministry of Municipal Affairs and Housing be requested to incorporate the proposed revisions as a modification to its approval of Bruce County Official Plan Amendment No. 116 or Bruce County Official Plan Amendment No. 99. Staff noted that the revised ANSI boundaries may warrant a change in local zoning by-laws depending upon the current zoning on the affected lands. Freiburger That we recommend that the Ministry of Municipal Affairs and Housing be requested to modify either Bruce County Official Plan Amendment No. 99 or Bruce County Official Plan Amendment No. 116 to reflect the revised ANSI boundaries as re-evaluated by the Ministry of Natural Resources and illustrated on the Schedules as presented. 2.2 South Bruce Peninsula Official Plan Amendment No. 20 Di Poce c/o Ron Davidson, Part Lot 11, Concession 24 [29 Quarry Road], Geographic Township of Amabel, Town of South Bruce Peninsula Billl Hollo explained that the purpose of the application is to re-designate / rezone the parcel to permit a quarry operation. The application is proposing a Category 4 Class A quarry. The license will permit extraction to no closer than 2 metres above the established groundwater table and a total annual tonnage of 50,000 tonnes. The quarry will extract dolostone from the Eramosa Member of the Amabel formation; the aggregate will be in the form of decorative / dimension stone. The proposed quarry will have a licensed area of 20.6 ha (50.9 ac) and an extracted area of 16.3 ha (40.3 ac). Access to the quarry is proposed via Bruce Road 13. Extraction will begin at the southern end of the property and proceed northward in two phases. Three acoustic berms will be constructed along the south and east property lines. Bruce County has been delegated the authority, from the Minister of Municipal Affairs and Housing, to approve amendments to Local Official Plans. Mr. Hollo reported that the amendment is consistent with the Provincial Policy Statement, maintains the goals and objectives of the Bruce County Official Plan, and the amended Town of South Bruce Peninsula Official Plan.

3 Moved by Mrs. Oswald That we recommend approval of the Town of South Bruce Peninsula Official Plan Amendment No. 20 and further that the Director of Planning be authorized to sign the appropriate approval/decision sheet on behalf of the Committee. 2.3 Arran-Elderslie Official Plan Amendment No. 1 Beitz Development Corp c/o Robert Beitz, Part Park Lot O, Plan 149, 1 st Ave W/S, [20 Second Ave SW], Geographic Town of Chesley, Municipality of Arran-Elderslie Mr. Hollo explained that the purpose of the application is to re-designate / rezone the parcel from Institutional to Residential. The parcel was the site of the former Chesley Public School; the school has been moved, however the parcel has retained the former designation. The application is proposing three multi-residential developments on the severed parcel and a single detached dwelling on the retained parcel. Bruce County has been delegated the authority, from the Minister of Municipal Affairs and Housing, to approve amendments to Local Official Plans. The amendment is consistent with the Provincial Policy Statement, maintains the goals and objectives of the Bruce County Official Plan, and the amended Municipality of Arran-Elderslie Urban Areas Official Plan. That we recommend approval of the Municipality of Arran-Elderslie urban Areas Official Plan Amendment No. 1 and further that the Director of Planning be authorized to sign the appropriate approval / decision sheet on behalf of the Committee. 2.4 Green Energy Act Draft Regulations The Draft Regulations related to the Green Energy Act have been posted for public comment. The Environmental Registry commenting period concludes on July 24, Mr. Hollo explained that the Planning Department has begun a review of the documents but are not in a position prior to the closing of the commenting period on July 24 th. The Ministry of the Environment has been provided with a copy of the recently adopted County wind Energy Conversion policies from the Official Plan. Staff believe that these policies will still provide a suitable basis for regulatory regime of wind turbines (small, medium and large) in Ontario. The Ministry of the Environment has scheduled a number of Information Meetings on the proposed regulations. A meeting is scheduled at the Rotary Hall, Port Elgin on June 22 nd, 2009 beginning at 7:00 p.m.

4 Freiburger That we recommend that the County of Bruce Official Plan policies on Wind Energy Conversion Systems as approved in the Official Plan Amendment #116 be forwarded to the Province as minimum acceptable standards and further that the Planning Department be authorized to provide to the Province other comments on the Draft Regulations as deemed necessary. 3. ACTION ITEMS - ADMINISTRATIVE, POLICY OR OTHER MATTERS Forestry Technician Job Description The Forestry Technician Job Description has been reviewed. Committee Members were requested to review and approve the Job Description as presented. Freiburger That we approve the Forestry Technician Job Description as presented Planning Applications Technician Job Description The Planning Applications Technician Job Description has also been reviewed. Committee Members were requested to review and approve the Job Description as presented. That we approve the Planning Applications Technician Job Description as presented. 3.3 Bruce Peninsula Biosphere Association Trillium Funding Application Mayor Oswald declared pecuniary interest and left the Council Chambers during discussions. The Bruce Peninsula Biosphere Association (BPBA) is exploring the potential of a communitybased research and learning institute on the Northern Bruce Peninsula, and has requested the County provide a letter of support for their funding application to the Ontario Trillium Foundation. They have requested that letters of support be submitted by June 19, The BPBA is a non-profit, charitable organization dedicated to the concepts of UNESCO World Biosphere Reserves. This international network is intended to create on the ground models for sustainability to understand how we can meet the needs of today without compromising the ability for future generations to meet theirs. We strive to build local capacity and cooperation that will enable our community to create a vibrant, sustainable economy while conserving the diverse natural environment on which we depend.

5 In line with the biosphere reserve concept, the idea of a research and learning institute has emerged in the community as a potential tool for using local knowledge to guide community development and address local issues affecting the natural, social, and economic well being. This institute would provide a platform for community cooperation, with which conservation, social and economic development groups can work together towards a shared vision of a sustainable community. With the integrated mission and international connections, the Bruce Peninsula Biosphere Association would like to support this initiative by : (1) Helping to form a broad, community-based steering committee to develop a community vision of an institute and oversee the project; (2) Conducting a feasibility study that will provide concrete recommendations for the community to move forward, if desired, and; (3) Hiring a staff person for a 3-year term to assist the feasibility study and to coordinate local projects that build partner capacity and tools for cooperation in support of the institute initiative. That we support the request to provide a letter of support in principal for the Bruce Peninsula Biosphere Association Trillium funding application and further that the CAO be authorized to sign the letter in the absence of the Warden. 4. ACTION ITEMS RESOLUTIONS/CORRESPONDENCE REFERRED BY COUNTY 4.1 Homegrown Ontario. Homegrown Ontario is a brand that allows Ontario consumers to support Ontario farms by purchasing Ontario produced meat and poultry. At the same time, the Homegrown Ontario Program can truly provide the integrity and assurance Ontarians are looking for through strict processor and supplier agreements. Freiburger That we recommend this resolution be noted and filed. That we recommend support of this resolution. Motion lost. 5. INFORMATION ITEMS 5.1 Southern Ontario Development Agency The Southern Ontario Development Agency is a new agency created by the Federal government

6 to address the drastic results of the economic crisis. Mayor Bagnato recently attended a briefing on the Southern Ontario Development Agency and provided members with an overview of that briefing. This information was received for information purposes. That this correspondence be noted and filed. 5.2 Funding to Tourism Associations During budget discussions, Committee discussed the many Associations receiving annual funding. A letter was sent to all Associations receiving funding advising that the Bruce County Agriculture, Tourism and Planning Committee will be undertaking a review all programs receiving funding for the County to ensure that the group legally existing as an incorporated body and that the money is being spent on legitimate tourism products. Each organization has been requested to provide: (i) (ii) (iii) (iv) A Copy of the Letter of Incorporation or similar legal document that outlines how the organization works; The name of the current chair of the organization, the Treasurer and Board Members; A business plan or similar document that outlines the goals and objectives of the organization and long-term objectives; and A copy of the 2009 Operational Plan which shows how the group plans on spending the County contribution. Staff will present a report summarizing the information submitted by each organization with recommendations for funding in future years at an upcoming meeting. 6.
