1 Infrastructure Services Department Quarterly Report on State Agency Energy Savings Program As Required by Executive Order RP-49 Fourth Quarter Fiscal Year 2021
2 Introduction This report by the (TWC) fulfills a requirement for quarterly reporting on energy conservation as directed by Executive Order RP-49. Information included in this report is consistent with the goals and targets identified in the TWC 2021 Energy and Water Management Plan ( Plan ). This Plan carries out the following legislative directives: Government Code , which generally requires agencies to set percentage goals; Government Code , which sets the target reduction of fuel usage at five percent; and Health and Safety Code , which sets the target reduction of electricity usage at five percent. This is the Fourth quarter (Q4) report for FY21. The reporting period is June 2021 through August This report first shows the agency s progress on the long-term plan with the past two years of data, and then sets out the FY21 Q4 usage rates. In addition, this report includes an Appendix: Utility and Fuel Usage Comparison FY20 and FY21, which provides a month-to-month comparison of utility consumption. Long-Term Goals & Progress The following four bar graphs show projections based on goals established in the 2021 Plan. Since this is the last update to the FY21 Plan, TWC added the total usage for the year to compare to the projected usage. The usage for each utility type was lower than projected. 3 Q4 Usage Updates The next four bar graphs show electricity, natural gas, water, and fuel usage in Q4. FY21 projections are based on FY20 usage. Electricity Usage Update Electricity usage was lower than projected for all three months in Q4. Most staff continued to telework. Usage was similar to FY20 Q4. The total electrical usage for the three months of FY21 Q4 was 3.13 million kilowatt-hours (kwh) compared to 3.11 million kwh in FY20 Q4. This represents a.6 percent increase in usage from FY20 Q4. 4 Natural Gas Usage Update Natural gas usage was lower than projected for all three months in Q4. Most staff continued to telework. FY21 Q4 represents a slight decrease in usage from FY20 Q4. The total natural gas usage for the three months of FY21 Q4 was 184,000 cubic feet (184 MCF) compared to MCF in FY20 Q4. This represents a four percent decrease in usage from FY20 Q4. Water Usage Update Water usage was lower than projected for all three months in Q4. Most staff continued to telework. Usage was similar to FY20 Q4. The total water usage for the three months of FY21 Q4 was 3.04 million gallons compared to 3.03 million gallons in FY20 Q4. This represents a.3 percent increase in usage from FY20 Q4. Fuel Usage Update Gasoline usage was lower than projected for all three months in Q4. However, actual usage was higher in FY21 Q4 than FY20 Q4 due to the resumption of daily operational activities generated by the reduction of COVID-19 pandemic travel restrictions. Total fuel usage for the three months of FY21 Q4 was 889 gallons compared to 520 gallons in FY20. This represents a 71 percent increase in usage from FY20 Q4. 5 TWC maintains a fleet of 37 vehicles, of which 21 (57%) are alternative fuel capable. As fleet vehicles age, TWC will replace them with vehicles that are alternative fuel capable. Initiatives to Reduce Energy Consumption The projects listed below are expected to reduce energy consumption and utility costs. Replace the windows at the Austin Annex building. Status: In progress. Replace the cooling tower at the Austin Annex building. Status: Substantially complete. Upgrade the Building Management System for the Austin Main building. Status: In progress. Replace the roof at the McAllen South Texas Tele-Center. Status: Planning. Page 4 State Agency Energy Savings Program, Q4 2021
6 Appendix: Utility and Fuel Usage Comparison FY20 and FY21 In FY21, the total electrical usage was million kilowatt-hours (kwh) compared to million kwh in FY20. This represents a 11 percent decrease in usage from FY20. Usage in FY21 was 13 percent lower than projected. In FY21, the total natural gas usage was 6,788 thousand cubic feet (MCF) compared to 6,572 MCF in FY20. This represents a 3.3 percent increase in usage from FY20. In February 2021, Texas experienced Winter Storm Uri, which increased gas utilization. Usage in FY21 was 27 percent lower than projected. Page 5 State Agency Energy Savings Program, Q4 2021
7 In FY21, the total water usage was million gallons compared to million gallons in FY20. This represents a 13 percent decrease in usage from FY20. Usage in FY21 was 23 percent lower than projected. However, a significant reason for this decrease was that water usage was higher in September FY20 due to irrigation system issues at one facility, which increased usage from 5,000 gallons to 182,600 gallons. In FY21, the total gasoline usage was 2,803 gallons compared to 5,276 gallons in FY20. This represents a 47 percent decrease in usage from FY20. Usage in FY21 was 70 percent lower than projected.
