Budget related to National Health and Welfare Festival (Nenrinpikku) 87,000,000 JPY ( 1.2 billion KRW) Training for supporters of better life of the citizens Support services for life (long-term care) support providers (One of the items of extra/special funds for the urgent improvement of longterm care infrastructure etc. (creation of mutual community support system)) 2
4 Senior Citizens Club Senior citizens clubs are community-based autonomous organizations for the elderly. Senior citizens clubs were founded in many areas of Japan by some pioneers in 1946 with the cooperation of social welfare council. To achieve liaison and coordination among clubs and joint projects in wider areas, a joint association has been founded at each level of local governments, prefectures, designated cities, and the country. 3
5 Purpose of Senior Citizens Club in the Legal System and Public Subsidies The Article 13, Paragraph 2 of the Act on Social Welfare Service for Elderly enacted in August 1963, stipulates that local governments and authorities shall make efforts to promote the services and activities to improve the welfare for the aged persons and to provide appropriate supports to people who are involved in services in senior citizens clubs and other relevant services. Public subsidies are provided to support senior citizens club activities. 2,760,000,000 JPY in FY 2010 State Budget 4

9 Examples of Health Promotion and Senior Sports Club members are engaging in daily healthcare and health promotion, study programs, and surveys to prevent them from becoming bedridden, exercises and walking programs for the elderly, various senior sports, and healthcare activities to prevent accidents etc. to achieve vigorous and purposeful life. 8
10 Examples of volunteer activities Friendship activities Friendship activities are activities to support the elderly living alone, infirm or disabled elderly, and their families as a person close to them or a friend. Social service activities Under social service activities, volunteers are involved in various activities: environment beautification activities and greenery activities including cleaning, flower planting, and tree planting; recycling activities such as recovery of used paper or defective goods; red feather campaign or fund raising activities to help disaster victims; donation of handmade wiping cloths and diapers; checks of dangerous places in the community, fire and disaster prevention, etc. 9
11 Examples of Hobby Activities and Learning activity Senior citizens club members are actively involved in learning activities. They work on a wide range of themes including familiar topics associated with daily life such as healthcare, pension, long-term care insurance, medical care system, how to use medicine, etc., local history, and environmental issues. They attend lectures by specialists or watch videos in various workshops/study sessions. Group Activities Group activities There are various group activities such as chorus, photography, pottery, painting, skiing, swimming, folk dancing, table tennis, haiku, go/shogi, and handicraft. Recently, club members have been actively involved in word processing, cooking, video shooting, computer operation, etc. They are actively engaging in these activities using the opportunity to make friends in the community or as a purpose of life of each member. 10

13 Purpose of Services to Improve the Welfare of Aged Persons in the Legal System Article 13, Paragraph 1 of the Act on Social Welfare Service for Elderly Local governments/authorities shall make efforts to provide educational programs and recreation programs that contribute to the maintenance of the mental and physical health of aged persons as well as other services in which a lot of aged persons can voluntarily and actively participate. 12

18 The 23rd National Health and Welfare Festival Ishikawa (Nenrinpikku Ishikawa 2010) October 9 12, 2010 Under the theme Good sweat! Circle of big smile in Ishikawa, the 23rd National Health and Welfare Festival Ishikawa (Nenrinpikku Ishikawa 2010) was held for four days from October 9 to 12 of 2010 in 10 cities and 3 towns in Ishikawa prefecture, and the participants enjoyed interacting with people of all ages from all areas of Japan in the sports or cultural events such as marathon, park golf, igo, and music festival. At the opening ceremony, Mr. Okamoto, the Parliamentary Secretary for Health, Labour and Welfare, read the words of encouragement for Minister of Health, Labour and Welfare Mr. Akira Nagatsuma. At the closing ceremony, Mr. Ohta, Vice- Minister for Policy Coordination, MHLW, made a speech to praise the participants performances and the successful events through the efforts of staff members and volunteers. Nenrinpikku is a nationwide festival to promote health promotion and provide a purpose of life mainly to elderly persons aged 60 and over and to give an opportunity to interact with and deepen exchanges with people of all ages. 17
