Telephone Number: (045) About the Office: The Minister for Defence, in conjunction with the Defence Forces, wishes to recruit a number of civilian physiotherapists to provide physiotherapy services for military personnel. About the Job: The successful candidates will be employed on a fixed-term contract for a period of three years and will be based and work from one of the locations specified above as part of the Defence Forces Central Medical Unit. Physiotherapists will report to the Defence Forces Senior Physiotherapist. Physiotherapists employed at the various locations will also be required to provide services on a rostered basis at other locations within their area of remit. In general, the Physiotherapists at St Bricins Hospital will provide services at McKee Bks and Cathal Brugha Bks Dublin, Aiken Barracks Dundalk, Gormanston Army Camp Co. Meath and Casement Aerodrome Baldonnel, the Physiotherapist at the DFTC will provide services at the Curragh Camp and at Stephens Barracks Kilkenny, the Physiotherapist at Collins Barracks Cork will provide services at the Naval Base Haulbowline and Sarsfield Barracks Limerick and the Physiotherapist at Custume Barracks Athlone will provide services at Finner Camp Donegal and Renmore Barracks Galway. Case load and operational circumstances may require physiotherapists to work in other Defence Forces locations, such as the Defence Forces Training Camps in Kilworth and the Glen of Imaal, or away from the bases listed above, from time to time.

2 A full driving licence is required, in order to provide service delivery away from locations; travel and subsistence will be paid when required to work away from home location. A Senior Physiotherapist recently took up duty with the Defence Forces Central Medical Unit. Up to then no physiotherapists, civilian or military, were employed within the Defence organisation such services were provided by external physiotherapy clinics. The engagement of physiotherapists during the three-year fixed-term is required to allow the Department an opportunity to evaluate the potential efficacy and efficiency for such a service within the Defence Forces. An evaluation process will take place during this period taking into account, amongst other things, the cost and the quality of the service. A decision will then be made on the most appropriate means of delivering physiotherapy services to the Defence Forces on a long-term basis. Principal Duties & Responsibilities Professional/Clinical The Physiotherapists will: Carry a clinical caseload appropriate to the post; Be responsible for patient assessment, development and implementation of individualised treatment plans that are patient centred and in line with best practice; Communicate and work in co-operation with other team members in providing an integrated quality service; Develop effective communication with and provide instruction, guidance and support for clients; Document patient records in accordance with professional standards and Defence Forces policies; Provide a service in varied locations in line with local policy / guidelines and within appropriate time allocation; Demonstrate flexibility and work across the various units as the need arises; Be responsible for standards of practice of self and develop and promote professional standards of practice; Work within own scope of professional competence in line with principles of best practice, professional conduct and clinical governance; Seek advice of relevant personnel when appropriate / as required; Operate within the scope of practice of the Irish Society of Chartered Physiotherapists. Administrative The Physiotherapist will: Participate in the co-ordination and delivery of a quality service in line with best practice and in co-operation with the multi-disciplinary team; Collect and evaluate data about the service area as identified in service plans and demonstrate the achievement of the objectives of the service; Maintain accurate records in line with best practice; Promote a culture that values diversity and respect in the workplace; Participate in the control and ordering of physiotherapy stock and equipment; Engage in IT developments as they apply to patients and service administration;

3 Education and Training The Physiotherapist will: Participate in mandatory training programmes; Take responsibility for, and keep up to date with Physiotherapy practice by participating in continuing professional development such as reflective practice, in-service, selfdirected learning, research, clinical audit etc; Participate in educational presentations for patients, Central Medical Unit staff and Defence Forces groups as required; Engage in personal development planning and performance review for self as required; Quality Safety & Risk The Physiotherapist will: Ensure the safety of self and others, and the maintenance of safe environments and equipment used in Physiotherapy in accordance with legislation; Assess and manage risk in their assigned area(s) of responsibility; Take the appropriate timely action to manage any incidents or near misses within their assigned area(s); Be responsible for the safe and competent use of all equipment, aids and appliances by clients; Comply with the Safety, Health and Welfare at Work Act, 2005 and with relevant Health and Safety responsibilities as outlined in Defence Forces Policies, Protocols and Procedures relevant to their area; Take reasonable care to protect her/his own safety, health and welfare and that of any other person who may be affected by her/his acts or omissions at work. General The Physiotherapist will: Adhere to Departmental and Defence Forces policies at all times; Perform such other duties appropriate to the post as may be assigned from time to time by the Defence Forces Senior Physiotherapist. Ensure confidentiality in all matters of information obtained during the course of employment; Have a working knowledge of relevant Defence Forces policies; The post holder may be required to perform other duties as appropriate to the post, which may be assigned to him/her from time to time. This job description will be subject to review in the light of changing circumstances. 4 Entry Requirements Factors Essential Desirable Qualifications 1. Be a member of, or eligible for membership of, the Irish Society of Chartered Physiotherapists. Note: Under EU Regulations, qualifications obtained outside the Republic of Ireland must be validated by the Irish Society of Chartered Physiotherapists. Further post graduate qualifications in relevant clinical areas, specifically Sports and Exercise Physiotherapy. Experience 1. A minimum of three years satisfactory post qualification clinical experience; 2. Demonstrate sufficient clinical knowledge and evidence based practice in the management of conditions common in Sports and Exercise Physiotherapy; 3. Demonstrate sufficient experience working in a multi-disciplinary team. Other 4. Demonstrate competent and confident IT skills - Word, Excel, Power Point and e- mail. 5. Full driving licence.

8 Health: A candidate for the post must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of rendering regular and efficient service. Age: A candidate who is classified as a new entrant (within the meaning of the Public Service Superannuation Act, 2004) must be under 70 years on appointment. A candidate who is not classified as a new entrant must be under 65 years on appointment. Selection Criteria: Selection for appointment will be by means of a competitive interview conducted by a board established by the Department of Defence. The Department may, having examined the applications of all candidates, decide that a limited number of candidates will be invited to attend for interview. The criteria for selecting candidates to be called for interview will be the requirements of the position as set out in this document. In the event that a short-listing process occurs, applicants will be short-listed for interview on the basis of the information supplied in their CVs demonstrating that they fulfil the eligibility criteria and possess the essential requirements and relevant qualifications as set out in this document. Failure to include information regarding these requirements may result in applicants not being called forward to the next stage of the selection process. The Department does not commit itself to making any appointments. Candidates invited for interview must be prepared to make themselves available at their own expense. It is expected that interviews will take place in December Canvassing will disqualify. 9 Principal Terms and Conditions of Employment Civilian Physiotherapist, Irish Defence Forces Tenure The appointment is temporary. The successful candidate will be offered a 3 year fixed term contract. Remuneration The following salary scale will apply for any appointee covered by the Public Service Pensions (Single Scheme & Other Provisions) Act 2012: 33,969-36,040-37,743-38,982-40,031-41,118-42,191-43,293-44,389-45,484-46,638-47,851-49,062-50,033. Class A rate of PRSI will apply to any person appointed under this competition. The rate of remuneration may be adjusted from time to time in line with Government policy. Note: Candidates should note that different pay and conditions may apply if, immediately prior to appointment, the appointee is a serving civil or public servant. Working Week The standard working week applicable to this post is hours gross (inclusive of lunch breaks) and 37 hours net (exclusive of lunch breaks). The hours of attendance will be as agreed with the Central Medical Unit, St. Bricin s Hospital. The nature of the work may require attendance for duties outside of office hours. Time off in lieu may be granted subject to the exigencies of the Service. Payment will not be paid for hours worked in excess of the normal hours of attendance. Annual Leave The annual allocation applicable to a full-time position is 27 days exclusive of Good Friday and public holidays. Superannuation The superannuation arrangements for new entrants will be in line with the provisions of the Public Service Pensions (Single Scheme & Other Provisions) Act The minimum age at which a pension is payable is set, initially at 66 years (rising in step with State Pension age increases to 67 in 2021 and 68 in 2028). Retirement is compulsory on reaching 70 years of age.

10 For employees who are deemed not to be new entrants as defined in the Public Service Superannuation (Miscellaneous Provisions) Act, 2004, the retirement age is 65 but there is an option to apply for an extension to remain in employment until age 66. Please note that the abatement provisions of the Public Service Pensions (Single Scheme & Other Provisions) Act 2012 will apply to appointees who are in receipt of public service pensions.
