4 MOTION: COUNCILMEMBER HARRINGTON MOVED AND MAYOR PRO TEM MUNZING SECONDED TO: 1. APPROVED CONTRACT DOCUMENTS, SPECIFICATION, AND PLANS FOR THE FY SLURRY SEAL AND REHABILITATION; 2. AWARDED A CONTRACT IN THE AMOUNT OF $ 770, TO ROY ALLAN SLURRY SEAL, INC. AS THE LOWEST RESPONSIBLE BIDDER FOR THE FY SLURRY SEAL AND REHABILITATION; 3. AUTHORIZED THE CITY MANAGER TO EXECUTE A CONTRACT WITH ROY ALLAN SLURRY SEAL, INC.; 4. DECLARED THIS PROJECT CATEGORICALLY EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT ( CEQA) PROCESS PER TITLE 14 OF THE CALIFORNIA CODE OF REGULATIONS, CHAPTER 3, ARTICLE_ 19_, SECTION ( CLASS 1: EXISTING FACILITIES); 5. FOUND THAT THE REQUEST IS NOT A PROJECT AS DEFINED BY THE CALIFORNIA ENVIRONMENTAL QUALITY ACT PURSUANT TO STATE CEQA GUIDELINES SECTION 15378( B)( 5); 2. RECEIVED AND FILED THE 2018 GENERAL PLAN ANNUAL PROGRESS REPORT (APR); AND 3. DIRECTED STAFF TO SUBMIT THE APR TO THE GOVERNOR' S OFFICE OF PLANNING AND RESEARCH AND THE DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT. DECLARE THAT THE PROJECT IS EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT UNDER SECTION 15311( A) AS THE PROJECT RELATED TO SIGNS; AND 3. INTRODUCE AN ORDINANCE, AS AMENDED TO CLARIFY DECISION- MAKING AUTHORITY, ENTITLED: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ALISO VIEJO, CALIFORNIA, AMENDING AND RESTATING CHAPTER SIGNS. 10. DECLARE THAT THE PROJECT IS EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT UNDER SECTION 15378( 6)(4) AS THE PROJECT RELATES TO THE CREATION OF GOVERNMENT FUNDING MECHANISMS OR OTHER GOVERNMENT FISCAL ACTIVITIES WHICH DO NOT INVOLVE ANY COMMITMENT TO ANY SPECIFIC PROJECT WHICH MAY RESULT IN A POTENTIALLY SIGNIFICANT PHYSICAL IMPACT ON THE ENVIRONMENT; AND 3.
