Some mandatory accounts receive the same funding level each year, but others vary by year. Discretionary Programs. These programs are authorized by the 2008 Farm Bill, an earlier farm bill, or another agricultural authorization bill for which the actual funding level for the program in any given year is determined by the annual appropriations bill. Discretionary programs also include programs without specific authorizations that are started by USDA under more general authorities. Mandatory Programs. These programs were provided mandatory (direct) funding in the 2008 Farm Bill, 2002 Farm Bill, or some earlier authorization bill, not normally subject to change in the appropriations bill. However, over the years, the appropriations committee has sometimes made use of a technique to limit or eliminate mandatory spending by not providing appropriated funds to pay for the salaries and expenses of USDA staff to implement the program. This allows the appropriators to kill or limit the program in question and then spend the money saved on discretionary programs. No Limitation means that the mandatory funding provided by the farm bill (see the shaded columns) was left intact at the farm bill level for mandatory funding.

7 Amounts in this column do not reflect an additional 0.2% across the board cut to all programs in the FY 11 final bill. Amounts are inclusive of sequestration. Senate bill assumes that sequestration does not continue. The Administration does not include a request for OASDFR. Funding is pending farm bill reauthorization, not appropriations legislation. 5 Includes funding for coop development centers targeting socially disadvantaged producers; final FY13 bill included slightly more than $3 million for this purpose. 6 For FY 10, there was $4 million mandatory not used in FY 09 + $4 million mandatory from FY 10 + $5 million discretionary, for total of $13 million. 7 Request includes $1.4 million for loans plus a non-delineated sum for grants as part of for consolidated grant program 8 Five percent of the appropriated level is designated for the Agricultural Marketing Research Center at Iowa State University Discretionary request includes $7.4 million for grants and $12.3 million for loan guarantees. Non-delineated mandatory funding is also requested in larger package. Includes $22 million to be generated through user fees for Conservation Technical Assistance. At the time that the President s FY14 budget request was released, the Congressional Budget Office had determined that the 2008 Farm Bill funding baseline for FRPP in FY 2014 was $200 million. Therefore, the President s budget request for $150 million for FRPP equated to a $50 million cut. Since then, the CBO has lowered the FRPP baseline for FY 2014 from $200 million to $150 million. Thus, the President s budget request is now reflected as a request for level funding. WRP has funding leftover from the 2008 Farm Bill. We do not include an estimation of the FY14 sequestration cut to WRP. However, that cut would be added on top of the cut made by the FY14 House agriculture appropriations bill. GRP will have no funding leftover from the 2008 Farm Bill.
