4 ICAO ANNEX 1: Flight dispatcher requirements 21 years old minimum Knowledge of Experience Skills Air Law Aircraft general knowledge Meteorology Navigation Flight performance calculation, planning procedures and loading Human performance Operational procedures Principles of flight Radio communication OR OR 2 years as flight crew or meteorologist or ATCO 1 years as a dispatch assistant Completed an approved training course 90 days under supervision Weather analysis, weather briefing, forecast weather trends Determine optimum flight path / create computerised OFP Supervision/ assistance to flight in adverse weather conditions Recognition and management of threats/errors

5 ICAO Annex A flight dispatcher shall not be assigned to duty unless that person has: operator-specific training course One-way qualifying flight in FC compartment Knowledge of Content of OM Nav and radio equipment Seasonal MET conditions and sources of MET info knowledge related to operations for which he is responsible Effect of MET conditions on radio reception Peculiarities and limitations of each NAV systems Aeroplane loading instructions Knowledge and skills of human performance relevant to his duties Ability to perform flight dispatchers duties

(EU) No 965/2012 ORO.GEN.110 Operator responsibilities (e) The operator shall ensure that all personnel assigned to, or directly involved in, ground and flight operations are properly instructed, have demonstrated their abilities in their particular duties and are aware of their responsibilities and the relationship of such duties to the operation as a whole. GM1 ORO.GEN.110(c) Operator responsibilities OPERATIONAL CONTROL (a) ORO.GEN.110(c) does not imply a requirement for licensed flight dispatchers or a full flight watch system. (b) If the operator employs flight operations officers in conjunction with a method of operational control, training for these personnel should be based on relevant parts of ICAO Doc 7192 Training Manual, Part D-3. This training should be described in the operations manual.

7 Dispatch in other parts of the world China: Formalized training and recurrent training, legislation and Dispatch License. October 2014, the first civil aviation flight dispatcher skills competition held in China, 36 airlines participated in the competition with a total of 1972 dispatchers. The competition was divided into individual and team competitions. US & Canada: Formalized training and recurrent training, legislation and FAA License. Middle East: Several countries now have training academies and requirement for Dispatch License. South America: Most South American countries have training academies and requirements for Dispatch License.

9 Flight Planning assumptions Traffic demand will increase dramatically over the next few years Free Route Airspaces require airspace management instead of segment restrictions Airspaces & routes will be activated or deactivated more often and on short notice Flow restrictions like the RAD will be used more tactically (dynamic updates) Complexity and number of restrictions will be constantly growing (e.g. RAD) Severe weather scenarios will occur more often due to climate change on a global scale Technology as a driver (aircaft avionics, broadband communication, mobile devices)
