4 GCOS objectives Support all components of the World Climate Programme. Support the assessment role of the Intergovernmental Panel on Climate Change (IPCC). Support the international policy development role of the United Nations Framework Convention on Climate Change (UNFCCC). Provide the comprehensive, continuous climate and climate-related observations needed for: Climate system monitoring; Climate change detection and attribution; Operational climate prediction on seasonal-to-interannual timescales; Research to improve understanding, modeling and prediction of the climate system; Applications and services for sustainable economic development; Assessment of the impacts of, and vulnerability and adaptation to, natural climate variability and human-induced climate change; Meeting the requirements of the UNFCCC and other international conventions and agreements. 7 What is the GCOS Cooperation Mechanism? UNFCCC Article 5 Parties shall: (b) support international and intergovernmental efforts to strengthen systematic observation particularly in developing countries, and to promote access to, and the exchange of, data and analyses thereof obtained from areas beyond national jurisdiction;... Decision 11/CP.9: Urges Parties to support, including by contributing to relevant funding mechanisms such as the Global Climate Observing System Cooperation Mechanism, the priority needs, identified in the second adequacy report and regional action plans, in developing countries, noting that filling the gaps in baseline atmospheric networks is an urgent need that should be met during the next two years; S. 8 What is the GCOS Cooperation Mechanism? Brings together donors and recipients; Mainly small scale activities from a few kus$ for one-time actions up to several hundred US$ over a couple of years; Strongly depending on willingness of donors; No sustained or longer-time (i.e years) funding to address structural deficits and/ or gaps; Complementary to existing national, multi-national and international funding mechanisms; Makes use of established GCOS trust fund managed according to accepted UN regulations through WMO; Managed by and relying on a US-funded GCOS Implementation Officer.
