3 What is the Budapest Water Summit? Originated from the Rio+20 conference Objectives: take stock of the various developments, in and outside the UN system in preparing water related goal for the post-2015 agenda The expected outcome of the Summit: Budapest Statement A Sustainable World is a Water-Secure World Intended audience: Member States of the United Nations, competent UN bodies, international organisations, international development banks, private philanthropic organisations, civil society organisations and businesses
4 Process The BWS aims to synthesise in the Budapest Statement the various discussions that take place in the run-up and the aftermath of Rio (Paris, Geneva, Hague, Dushanbe, Stockholm) The starting point is the UN-led post 2015 Water Thematic Consultation and the relevant international declarations The draft Budapest Statement has been prepared by an international team of renowned experts and academics It is already available at the BWS web page for comments:
5 Topics of the Budapest Water Summit Areas covered Striving for access to water and sanitation universal: access to water and sanitation, urban water infrastructure planning, waste water management Integrated water resources management for the 21 st century: challenges of adaptation and resilience in face of a growing population and a changing climate Good water governance: international cooperation, transboundary river basin and aquifer management, national planning, capacity building
6 Topics of the Budapest Water Summit Green economy for blue water: traditional and innovative water technologies in the context of sustainable development and poverty eradication Investment in and financing to address the global water and sanitation crisis and related SDG: the availability and best use of national and international financial resources and institutions
7 Structure of the Budapest Water Summit Structure The topics will be discussed in five thematic Summit sessions and summarised in a closing joint plenary Each thematic session will be introduced by three keynote speeches The keynote addresses will be followed by moderated Davos-type discussions The closing joint plenary will adopt the statement Next to the Summit sessions parallel stakeholder meetings will be held: Science Forum Youth Forum Civil Society Forum Business Leaders Forum and Expo Philanthropy Roundtable
8 Content The Budapest Statement agrees that: WASH must remain the key target of an SGD, the target should be universal access to safe drinking water and improved sanitation, coverage should be extended to schools, hospitals, major public institutions; Fundamental improvements in WASTE WATER TREATMENT is a fundamental requirement to safeguard the very source of drinking water provision and the ecological qualities of all water bodies INTEGRATED WATER RESOURCES MANAGEMENT as an approach and toolbox to reconcile competing human and natural water demands with existing resources should be a main component of water policy
9 The Budapest Statement goes further in emphasising the: the importance of GOVERNANCE (both national and transboundary), administrative capacity building, training and education ECONOMIC FUNDAMENTALS of sustainable and integrated water resources management, including mainstreaming of water policy considerations in economic planning and regulation (the NEXUS issue) the role of water-related investments in job creation and economic development economic incentives (including removal of harmful subsidies) recognition of the value of ecological services and natural infrastructure use of modern and traditional technology to improve water efficiency, reuse, recycling
