2 Mission The Orange County Human Trafficking Task Force (OCHTTF) is a collective body of agencies modeling a collaborative effort between law enforcement, victim service providers, faith-based organizations and the community to combat human trafficking and related crimes in Orange County, California. The task force is designed around a victim-centered approach to address protection, prosecution, prevention, and comprehensive victim services through partnership building with key stakeholders. The multidisciplinary collaboration aims to leverage different agency functions and expertise; emphasizing the effectiveness of teamwork when streamlined in a coordinated manner as no one organization can address the problem alone. History The task force concept officially came together in 2004 with the Westminster Police Department and Community Service Programs, Inc. In 2008, the Westminster Police Department and the Salvation Army received funding from the Bureau of Justice Assistance and the Office for Victims of Crime, as lead law enforcement and lead victim service provider respectively. The Department of Justice anti-human trafficking grant programs helped foreign victims of human trafficking in Orange County. In 2010, the Anaheim Police Department and Community Service Programs received one of only three grants awarded across the nation for the Enhanced Collaborative Model to Combat Human Trafficking. This grant award from the Department of Justice was designed to support the partnering agency s ability to identify, rescue, and assist victims of all forms of human trafficking. In 2012, the Anaheim Police Department and Community Service Programs were awarded the highly competitive grant again, making Orange County one out of 13 federally-funded anti-human trafficking task forces remaining in the nation. That same year, the role of lead law enforcement agency was transitioned to the Anaheim Police Department, with the Huntington Beach Police Department as the main partner. Since 2004, the OCHTTF has assisted over 300 victims of human trafficking labor and sex trafficking, female and male, adult and minor, foreign and US national. Additional key stakeholders on the task force include the US Attorney s Office, the Federal Bureau of Investigations, the Department of Homeland Security, the Department of Labor, the Orange County District Attorney s Office, the Salvation Army, and the Public Law Center. Data Collection The is a compilation of different data collected over various time periods ranging from 2008 to There is no universal, all-inclusive tracking system or form of data collection for the task force. The information is compiled from different agencies within the task force and from different reporting systems. Victim numbers will vary throughout the report. Some victim numbers may be counted twice in cases where victim services were provided to the same victim from more than one organization, although that number will be small enough to not affect the overall percentage change. The report attempts to project the best estimated figures for Orange County, in so far as those who were identified and assisted by the task force. 1
