1 Item no Report no Student Housing in Edinburgh Health and Social Care and Housing Committee 6 March Purpose of report 1.1 To set out the key issues relating to supply of student accommodation and likely future demand. The report also sets out current Council policy in relation to student housing. This report is in response to a request from Councillor Buchan at Health, Social Care and Housing Committee on 13 December Summary 2.1 There are approximately 58,000 students enrolled at the four Edinburgh universities, of which 54,000 are based in and around Edinburgh. Most students in Edinburgh live in shared accommodation in the private rented sector, although the provision of purpose built student accommodation is growing. 2.2 Consultation for the recently approved City Housing Strategy found that views were mixed about the role that purpose built student accommodation should play. The Strategy states that the Council will assess the benefits of developing more purpose built student accommodation and the effects that this would have on availability in the private rented market. This is not one of the immediate priorities for implementation and will be completed during Main report Student Numbers 3.1 There are currently approximately 58,000 students enrolled in the four Edinburgh universities. Approximately 54,000 of these are based in and around Edinburgh with the remainder at campuses outside the city. The table below gives a breakdown of current enrolled students at the four universities. 1

Heriot-Watt University has campuses in Galashiels and Dubai and Edinburgh University has a campus at Roslin. Queen Margaret University is based at Musselburgh in East Lothian, although a significant number of their students will choose accommodation in Edinburgh. 3.3 It is estimated that around 4,000 of the enrolled students are actually based abroad or in other parts of Scotland, meaning that the actual student population is closer to 54,000 students. Although student numbers have increased significantly in the past, feedback from the universities suggests that this increase is not expected to continue. Student Accommodation 3.4 Using the analysis in the 2001 census, we estimate that around 14,000 (25%) of students in Edinburgh live at home. Approximately, 29,000 (54%) stay in the private rented sector and the remainder, around 11,000 (21%) in purpose built accommodation. 3.5 Of the 11,000 bed spaces available in purpose built student accommodation, approximately 7,200 of these are provided by the universities with the remainder being provided by private companies. There are a further 800 bed spaces provided by Queen Margaret University at their campus at Musselburgh, East Lothian. 3.6 Very few complaints are received by the Council in relation to noise or anti social behaviour from purpose built units. This is largely because there are direct routes of complaint to the providers of accommodation. It is not possible to quantify the level of complaints made in relation to other private rented sector student accommodation as these are not differentiated by type of occupant. Planning Guidance 3.7 On 5 August 2010 the Planning Committee approved new supplementary planning guidance on student housing. This guidance was introduced in 2
3 recognition of the contribution that higher education makes to Edinburgh s economy and following a significant increase in student numbers in recent years. 3.8 The guidance states that there is a need for more purpose built housing and it is preferable that student needs are met as far as possible in purpose built and managed schemes. Developing purpose built student accommodation 3.9 Planning applications show proposals to significantly increase student housing in the city. More than 5,082 bed spaces have received planning consent or where Planning is minded to grant planning consent, but these have yet to be built. There are a further 1,715 bed spaces included in pending planning applications There are several advantages to this type of housing. It can allow students to live together in a group environment and it can often provide more modern amenities than traditional shared properties in the private rented sector However, even with a significant increase in purpose built student accommodation, large numbers of students will still choose to live in the private rented sector as it often offers greater flexibility in terms of location, cost and amenities. City Housing Strategy Consultation 3.12 As part of the City Housing Strategy consultation, people were asked their views on purpose built student accommodation. 44.4% agreed or strongly agreed that more purpose built student accommodation should be built to free up private rented properties for other households. 34% disagreed or strongly disagreed with the statement The consultation found that views regarding student housing were mixed, with student bodies expressing concern that purpose built accommodation was often more expensive and smaller than that available in the mainstream private rented sector There was significant support for the view that providing more purpose built student accommodation would allow larger properties to be freed up for family housing Consultation responses acknowledged the positive role students play in contributing to the local economy and supporting local business As part of the City Housing Strategy implementation, further research will be carried out to assess the benefits of encouraging the development of more specialist student accommodation and the effects that this would have on availability in the private rented market. This is not one of the immediate priorities for implementation and will be completed during
4 4 Financial Implications 4.1 There are no financial implications associated with this report. 5 Equalities Impact 5.1 A full equalities impact assessment was carried out for the City Housing Strategy. There are no equalities issues associated with this report. 6 Environmental Impact 6.1 There is no environmental impact associated with this report. 7 Conclusions 7.1 Most students live in shared accommodation in the private rented sector. Purpose built accommodation has been playing an increasing role in meeting student housing needs, although the consultation revealed some concerns that this accommodation could be too small and too expensive to meet students needs. This is likely to mean that some students would continue to live in the mainstream private rented sector. 7.2 Council planning policy supports the delivery of more purpose built accommodation, however, research is required to assess the benefits of this type of accommodation, what role it should play in meeting housing needs and the effect of increasing the provision of purpose-built student accommodation on the rest of the housing market. Further research is also required into future student numbers and the housing requirements. 8 Recommendations 8.1 That Health, Social Care and Housing Committee notes the content of this report.
