1 Appendix 1_Technical Requirements Cooling Overview Crnogorski Telekom has decided to implement solution for managing and monitoring the cooling requirements of the telecommunications equipment. The solutions shall be based on overpressure freecooling including control unit which can control Heater and Air conditioner as well. The electronic equipment is designed to work within international specified industry temperature ranges as detailed below. If these ranges are exceeded the equipment may start to behave erroneously and the equipment will cease to fulfill the desired functions. If the equipment overheats, it will fail. In the case of microwave transmissions being used to link sites together this means the links to several downstream sites may also be affected. The telecommunications equipment generates varying amounts of heat as a direct relationship to the amount and type of equipment housed within the equipment enclosure. This heat load may increase as the equipment is upgraded to suit demand. In addition to the equipment heat load the room / enclosure will also provide heat gains through the building structure and environment. For the mobile telecom and microwave radio equipment enclosure temperatures should be maintained between 10 C and 35 C for 90 % of the time and not outside of the range 5 C and 40 C for the remainder. Internal temperatures should however consider optimal temperature for the installed equipment e.g. for prolonging battery lifetime, or optimize/minimize the power consumption. Whilst the enclosure temperature is important for the equipment we also have to consider the special needs of the standby batteries. The standby batteries are normally temperature sensitive in terms of the effect on their longevity. ost T-obile batteries are designed for +25 C with a 10 or 12 year working life span. For every 10 C above this datum the life of the battery is halved. Extremely high temperatures above +45 C can damage the batteries. The sites are generally located in existing cabins/containers and some within internal room within an existing building. The free-cooling solution is considered mainly for cabins and in minority for internal rooms where free-cooling installation and operation is suitable and economical. Containers / Cabins Usually a free standing steel structure with insulated walls or possibly a concrete building. The cabin is usually installed externally close to the site tower or on the roof of a building. Cabin sizes vary according to purpose and number of installed technology racks. Cooling for a cabin is often provided with an A/C unit or with a split A/C unit with the indoor unit placed on the wall or ceiling and the outdoor condenser unit located on the outside wall. Heating is usually provided with an independent heater. The free-cooling is considered as: - an autonomous cooling system - or additional system to a A/C or split A/C unit 1

2 GENERAL REQUIREENTS Standard Products The supplier shall base their tender pricing on their standard build product. Crnogorski Telekom do not require, bespoke purpose built products. The supplier should offer their standard product and highlight where this product fails to meet the Telekom s minimum requirements. inimizing Energy Usage Crnogorski Telekom is committed to minimizing energy usage to: a.) Obtain a competitive market place advantage by minimizing operating costs. and b.) policy. inimize CO2 emissions / minimize the use of fossil fuels / operate an environmentally green That is why Crnogorski Telekom puts special focus on high efficiency solution. The supplier shall provide a detailed projection of each of their products (of the whole unit incl. filter, standard controller, etc.): - Airflow [m3/h] - Pressure [Pa] defined by the complete unit incl. air filter etc. - Power consumption (W) - Noise m inimizing Ownership Costs Crnogorski Telekom requires the new high efficiency free-cooling products to be class leading in terms of minimizing ongoing ownership costs. Crnogorski Telekom requires a low maintenance unit which doesn t require any regular specialist visit except filter changing. All routine maintenance, such as filter changing, would be carried out by Crnogorski Telekom. Surveillance of the complete Free-cooling/A/C cooling alarms will be transmitted to the Crnogorski Telekom Network Operation Centre (NOC) from where repairs and service visits will be arranged on the receipt of alarms, through a separate surveillance system. Reliability and life time The unit shall be designed for high reliability with a mean time between failure of not less than five years and for an operational life time of at least 10 years with specified maintenance. All units shall be continuously rated. 2

3 The unit shall be deemed to have failed if it does not give full airflow in normal operation when required, or it has to be taken out of service due to any other reason than subject of specified regular maintenance (dirty air filter, dirty insect grid etc.). It shall be possible to remove and replace the majority of consumable components and re-commission the unit within 1 hour. The overall reliability of the system depends on a mean time to repair of 1 hour. Preventive maintenance to support the operational life time of the unit shall be limited to once per year and defined in customer documentation. Warranty Warranty shall be provided as detailed within the commercial documents accompanying this tender and minimum of 2 years. Extended warranty up to 5 years will be evaluated Product Support All parts (or their technical and commercial equivalents) shall be in stock and available for at least 7 years from the end of the last production run. The Supplier shall provide and secure all necessary support (incl. training) to Crnogorski Telekom subcontractor in case that installation and maintenance will not be done by the Supplier directly. TECHNICAL Design Requirements The unit shall be self-contained comprising of the following main component parts: Air supply fan (s) Air filter (s) echanical construction Air inlet and outlet, including hoods and dampers Operating controls and sensors Installation accessories Full size mounting template incorporating all apertures and fixing screw holes shall be available Good accessibility to components and filters shall be a feature of the design. All routine maintenance activities will be performed from the base access level without the need for ladders, steps or scaffolding. Each unit shall comply with the following conditions: 3

4 In Room Conditions Summer It is required, to keep indoor temperature under 25 C during normal conditions and will be driven by FC unit according to control unit setting. Temperature can rise higher during summer days by delta T or in case of fault. And existing A/C will take over and initiate cooling when ambient air is too warm. Temperature Set point To secure the best ratio between battery life time and low power consumption. Parameters shall be configurable to support different settings. Pressure Unit shall work as over-pressure at min 150Pa, unit shall be designed as overpressure i.e. sucks the air from outside and push it in. The unit and its installation shall be designed to secure good thermal insulation of the cabin/room to avoid unwanted spending energy by increased heater operation during winter months and windy weather. Sealing and dimensions of the unit shall correspond to the cooling capacity. Construction The unit shall be quite small, light (max 25 kg), fully packaged and weatherproofed (corrosion resistant). The unit shall be capable of operation in all extremes of temperature and weather conditions and shall withstand all normal and extreme weather conditions including snow, driven rain, freezing etc. The unit shall be designed to support an IP55 for internal electronic equipment and shelter envelope protection, IP23 rating for outdoor parts, and IP 21 for indoor parts. The unit shall be able to easy installation. The unit shall allow either wall or door mounted installation (max 25 kg). In some cases indoor installation is required. That is why both indoor and outdoor versions of the unit shall be offered. The unit shall be designed to allow flexible placement of the unit in/on to the cabin/room to achieve the most efficient way of cooling and good cooling conditions in the most sensitive battery area (usually placed in the corner of the cabin/room). Supplier is requested to provide following parameters for each offered type: - Weight - Dimensions (w, h, d) - Technical drawing 4

5 The unit and its parts shall not be easily de-mountable from outside to secure certain level of the shelter burglar resistance. Burglar resistant cowls (Option 1) The burglar resistant cowls shall be as an option. These cowls shall secure the shelter burglar resistance. Sealing The unit shall allow installation in each surface and material: - concrete with steel reinforcement materials - fiberglass sandwich construction - corrugated sheet. CONTROLS Electronic Controller The unit shall be provided with a microprocessor controller as standard. The controller unit shall communicate via LEDs or display and setting buttons or via PC and TCP/IP or serial interface which allows a technician to change operating parameters/scenarios, check settings/operation/alarm status and test controlled equipment. The controller unit shall be designed and adjusted to maintain the climatic conditions in the room. The controller unit is supplied by 40-60V DC and/or 230V AC (depends on the unit version). The Control Unit shall be protected against fast voltage transient surges and reverse polarity. The free-cooling system shall be used as an autonomous cooling system or as a main system whereas the Airconditioning unit and independent heater will be activated only as a backup when temperature or hygrometry gets out of an adjustable range defined by the operator. The controller unit shall be able to control all common types of Air-conditioning. Controller must be adjustable for fan speed und accompanying temperature (No single speed fan). Control relays and/or switches for Air-conditioning and Heater control shall be part of the controller unit functionality or delivery. The supplier shall specify the electrical consumption of the controller unit. The controller shall be designed to operate in at least: -30 C to +50 C. The accuracy of the sensors shall be in tolerance +-0,5 K. FUNCTIONS & FEATURES ( mandatory, O optional) 5

Autonomy of data memory shall be higher than one year for daily measurements. 6 The controller unit shall be able to automatically restart with original set of parameters after power outage. 7 The controller unit shall be able to control: -Free Free-cooling Free-cooling fan speed shall be O 6

7 controlled either with or without T regulation (by indoor/outdoor temperature). Set point or T shall be configurable. The controller unit shall drive fan speed linearly from a configurable minimum of 15% to a configurable maximum e.g.90%. and the principle shall be described by the supplier in detail and highlight the main benefits of the system -Air Air-Conditioning The Air-Condition is driven by indoor temperature. The Air-Condition shall be activated 180 seconds (configurable) after 230V AC failure recovery. To prevent rapid compressor cycling, maximum 10 starts per hour shall be allowed. This feature shall be secured by proper petting. -Heater (The heater is driven by indoor temperature) 8 The controller shall allow to configure independent set points for all control devices and modes: -Free-cooling -Air-conditioning -Heater -Emergency cooling (free-cooling with active Air-Conditioning unit together Air-condition fault) No parallel operation of Free-cooling / AC / heater is allowed except emergency cooling. 9 If the controller unit fails, there shall be a built-in feature that ensures the free-cooling or Air-conditioning to run to avoid dangerous high 7

8 temperatures. If the controller unit is switched off the Air-conditioning shall be running. 10 If a 230V AC failure alarm is active the fan shall run at a maximum speed of 50 % (adjustable) for cooling to avoid dangerous high temperatures and to save battery life. (Applicable just for 48V DC version.) 11 Test ode there shall be a button for test sequence. After test sequence finish the system will return to normal operation. The test sequence shall proof normal operation of Air-Condition, FAN/Free cooling, heater, alarms and failure scenarios of operation. 12 All settings shall be accessible under a password level, minimum three levels of access: -direct level (reading of information - settings, status, alarms etc.) -password level (changing of parameters) - password level (accepting alarms) 13 If a Fire alarm is active than Fan, heater and Air-Condition shall be turned off 14 Output alarms shall be configurable as a summary fault. E.g. FAN failure, Sensor failure, Filter failure etc. could be configured as one summary unit failure 15 Changeable parameters of Remote monitoring system: - Set point cooling - P-band - ax Fas speed - Alarm set points - Alarm reset 8

9 - Low voltage stop 16 Read only parameters of Remote monitoring system: - Temperature measurement - Fan signal - Installed hardware - easured supply voltage - Number of installed fan units - Number of installed A/C units. 17 Remote monitoring system shall provide: - Live data viewing - Data logging - ultiple units surveillance - User specified access - Alarm and Status handler defined per user (SS/ alerts). 9
