3 Development Plan For Downtown Batavia I. Mission: To economically revitalize downtown Batavia and surrounding neighborhoods through incentives and partnership programs that encourage private investment and development. Goal: To increase retail and entertainment businesses in the downtown district. This constitutes attracting new businesses, assisting in the growth of existing businesses, expanding trade areas, rehabilitating existing properties and the development of shovel-ready sites. The Business Development Committee is focused on niche retail, restaurants and entertainment venues. They are interested in attracting retail stores that have women s & children s apparel, footwear, house wares, electronics, gift and specialty items, etc. There is also a definite need to increase the variety of eateries and restaurants for the downtown district. There is a major need for a small to mid-sized food store to accommodate the surrounding neighborhoods, residents living in downtown, business people and government workers. This would also assist the two senior citizen complexes, Washington Towers and 400 Towers, within a two block area of the district. Another part of the plan would be a smaller sized hotel, approximately seventy-five to one-hundred rooms, with a conference center in the heart of the community. Batavia is mid-point between Buffalo and Rochester and central to most communities in western New York. It could provide accommodations for visitors, business people, visiting baseball and ice hockey teams as well as conferences, trade shows, etc. This facility could be located between two major thoroughfares, routes 5 and 63, which have over forty-thousand vehicles per day and within blocks of an ice arena and in the shopping district. There is a definite need for this type of facility in the city. II. Indicators for Investment & Recruitment: A. Key Demographics: 1) Primary Trade Area (Within 5 miles of downtown) a) Estimated population: 23,350* b) Estimated households: 9,300 c) Median household income: $49, 600. d) Median age is: 38.8 years** e) Retail Sales: $429,000,000 f) Number of Employees: 26,441 g) Hotel rooms: 1,000 *Over half the population lives within 1 mile of downtown. ** This is due to the number of college students in the area. 1
