1 USA DIVING ADDITIONAL OFFICIALS SELECTION PROCEDURES 2016 Rio de Janeiro Olympic Games October 12, 2015 These procedures provide for selection of USA Diving Additional Official position(s) for the 2016 Rio de Janeiro Olympic Games. However, accreditation allocation is not guaranteed and the number of Additional Officials will be based on final USOC credential allocation and overall team size. 1. Describe the specific Additional Official position(s) that the NGB is requesting. Title Head Athletic Trainer Massage Therapist Chiropractor Chief Medical Officer Responsibility Primary Medical care for USA Diving Athletes Massage Therapy for USA Diving Athletes Chiropractic care for USA Diving Athletes Primary Physician for USA Diving Athletes 2. Describe the NGB s criteria for the above-mentioned Additional Official position(s) Additional Official(s) must: Successfully pass the National Center for Safety Initiatives (NCSI) background screen in accordance with the current USOC Games Background Check Policy prior to nomination Should a nominee experience any event between the time the background check is conducted and the relevant Games that may change his/her background check status, the nominee must inform the NGB and/or USOC Possess a valid passport that will not expire until at least six months after the conclusion of the Games Be in good health and able to withstand the physical rigors of traveling with and working with the Team Have previous working experience with USA Diving Athletes and have International Team experience with USA Diving In addition, medical personnel must: Possess the appropriate certifications Pass a medical credential review in addition to the approved USOC Games Background Check Be approved for nomination through USOC s Sports Medicine Division. 1
2 Have served in a similar capacity at international competition(s), USAD sanctioned camp(s), and/or domestic competition(s), providing medical services to Olympic Performance Squad divers during the past quadrennial. 3. Describe the process that candidates should follow to express interest in being considered for Additional Official position(s): USA Diving will post these procedures on their website at Individuals wishing to be considered for participation in providing Medical Services for USA Diving for the 2016 Summer Olympics in Rio must complete the following by March 31 st, 2016: 1/ Provide the High Performance Director of USA Diving a written request for consideration. 2/ Provide the High Performance Director of USA Diving a current Curriculum Vitae with their history of work with USA Diving covering a minimum of the previous 3 years. 3/ Provide the High Performance Director of USA Diving a copy of a current and valid license for their particular practice/employment. 4. Describe the intended method of identifying the pool and selecting the candidates to be considered for Additional Official position(s): For Medical Services positions, the High Performance Director of USA Diving will make a recommendation to the Medical Committee based on: 1/ Review of each applicant s submitted documentation. 2/ Review of any post-event reports submitted by Team Leaders and Managers to assess quality of care provided to USA Diving athletes. 3/ Assessment of specific needs of athletes possibly attending Summer Olympics, Rio / Assessment of specific skills each particular Medical provider possesses and determine need for these skills for athletes possibly attending event. 5. Describe the removal of an Additional Official: An individual who is to be nominated as an Additional Official by the NGB may be removed as a nominee for any of the following reasons, as determined by the NGB: 5.1. Voluntary withdrawal. Nominee must submit a written letter to the NGB Executive Director/CEO/President. 2
3 5.2. Injury or illness as certified by a physician (or medical staff) approved by the NGB. If the individual refuses verification of his/her illness or injury by a physician (or medical staff) approved by the NGB, his/her injury will be assumed to be disabling and he/she may be removed Inability to perform the duties required Violation of the NGB s Code of Conduct ( Failure to follow established Medical Procedure Guidelines (see Attachment A) of USA Diving at any event leading up to the Summer Olympics, Rio Disclosure of any information or display of any action which the High Performance Director of USA Diving deems to cause disarray or disruption to athlete participation or Team success or detriment to the best interest of USA Diving. Once an Additional Official nomination is accepted by the USOC, the USOC has jurisdiction over the Additional Official, at which time, in addition to any applicable NGB Code of Conduct, the USOC s Code of Conduct and Grievance Procedures apply. The USOC s Code of Conduct and Grievance Procedures can be found at: Ombudsman/Resources/Code-of-Conduct 6. Describe the replacement of an Additional Official: In the event that the Nominated Additional Official is unable to perform his/her duties due to injury, illness, Code of Conduct violation or any other unforeseen circumstances that would result in the need to replace him/her, the replacement candidate must meet all of the criteria listed in #2 above and, if applicable, come from the pool of candidates described in #4 above. 7. Which group/committee will make the final approval of the Additional Official(s)? 1/ High Performance Director, USA Diving will make recommendations to the Medical Committee of USA Diving. 2/ Medical Committee of USA Diving consisting of the following members will make final approval: John Locke ATC: Athletic Trainer Linda Paul: CEO USA Diving TBD: Athlete Representative 8. 5 Attachment A United States Diving Medical Staff Protocols A. Licensure and Professional Liability Insurance: 1. Must have appropriate and current State/National licenses on file at USAD office or with Medical Director. 2. Must have professional liability insurance with self named as insured. USAD provides liability coverage on an event by event basis. B. Time required for trips: 1. National trip (Jr. Nationals, Sr. Nationals, Olympic Trials, etc) requires 7-9 days. 2. International trip requires days. C. Coordination of trip with Medical Director and USAD: 1. Medical director will contact potential staff early enough to allow for scheduling purposes. Scheduling of events usually takes place in late fall for the following year. 2. Staff will contact USAD office and coordinate scheduling. 3. USAD will provide transportation, hotel and stipend (as available) for Staff. 4. Staff must travel to and from International Trips with the team and follow their guidelines and travel plans. 5. Staff must be available for pre-event telephone conferences to discuss medical issues with other team members. D. Medical team unity: 1. Each Medical Staff member of USAD will assist each other in the coordinated care of the athlete. 2. Each staff member must realize their scope of practice and understand their limitations based on prior training. 3. Medical Staff will refer care to other staff present at an event when the athlete has an issue outside the scope of practice of said staff member. 4. Medical Staff will report to others in an appropriate manner regarding care of the athletes. E. Medical Staff reporting structure: 1. Team/Event Physician--Athletic Trainer--Physical Therapist--Chiropractor-- Massage Therapist. 2. Ultimate decision making is based on highest level of authority available at an event. F. Drug testing/drug administration: 1. Medical staff will familiarize themselves with guidelines set forth by USADA/WADA. 2. No medications of any type will be given out without the permission of a physician or qualified USAD medical staff member. Drug testing of an athlete could take place at any time. If you have any questions regarding if an athlete can 5
6 take a particular medication, call the USADA drug hotline # at: or web at: 3. Medications will be dispensed by qualified staff member in accordance to guidelines. 4. Medical Staff will accompany athletes in drug testing situations as appropriate/needed. G. Medical Kit: 1. Medical kit will be provided to Staff approximately 2 weeks prior to trip. 2. Kit may be sent directly to event site if two covered trips are back to back. 3. Staff will familiarize themselves with the kit and its contents. 4. Staff will assume responsibility of securing kit on trip, at pool and hotel. 5. Staff may take smaller kit or backpack to transport items from large kit to and from pool. 6. Staff will conduct inventory of kit and repack kit as necessary prior to being shipped back to St. Vincent or to another trainer needing kit. 7. Any supplies that Staff purchases on their own may be reimbursed by USAD. 8. Staff may bring their own personal training kit to event as necessary and be reimbursed by USAD for items used. H. Pre and Post meet reports: 1. Pre-meet reports: This report (see guidelines) will be prepared prior to any covered event and mailed/ ed/faxed to Medical Director and Team Leader/USAD office. 2. A pre-meet Letter to the Athletes will be sent to all Team Members traveling to the event prior to the event. This report (see guidelines) will address issues such as medical coverage and pre-trip items prior to departure. It will also outline the Medical Staff roles for the trip. 3. Post-Meet reports: This report (see guidelines) will be prepared and mailed within 2 weeks of the end of an event and mailed/ ed to the Medical Director. 4. Copies of past pre/post meet reports may be obtained on events that have been covered before to assist Staff in planning for trip/event. 5. USA Diving will send a Trip Evaluation form following completion of the event. This must be completed prior to any per diem payment dispersal. I. Medical Records: 1. Staff will keep adequate medical records of any and all injuries requiring medical attention during event. These will be kept on standard USAD Medical Forms located in the Medical Kit. 2. Staff will keep daily treatment logs of training room visits on all athletes who receive any type of care. 3. Staff will secure medical records to provide confidentiality of records and follow necessary HIPPA guidelines. J. Coordination and communication with Athletes, Coaches, Families: 1. Staff will receive list of athletes and coaches attending event from USAD and make necessary efforts to contact athletes and coaches prior to event (see sample Athlete Letter). 2. Staff will maintain open communication with USAD office and Medical Director in regards to trip/event plans. 3. Staff will coordinate with Event Director in regards to medical area set up and protocols in place at pool. 6
7 4. Final medical decisions are made by the onsite medical director for that event. Decisions about an athlete s ability to compete, or continue to compete in the event is up to this onsite medical director. 5. The medical staff will communicate with Athletes, Coaches and Staff what their roles are and explain guidelines in regards to athlete treatment. K. United States National Team Diving Apparel: 1. Staff member will receive from USAD office the National Team uniform, as available, for event. 2. Staff will follow National Team Guidelines on wearing of uniform during event as well as during travel. 3. Staff will be issued Medical Staff Shirt as appropriate/available before event and must wear during event to distinguish themselves as Medical Team member. L. Team Meetings: 1. Staff will be present at all team meetings. 2. Staff will present information to athletes and staff regarding event medical procedures, availability of medical staff and location of medical areas, local concerns, health risks, etc. M. Medical Staff Availability: National Meet (Jr/Sr. National/Olympic Trials) 1. Staff will be at pool for medical needs during any practice session and competition. This typically involves arriving at 7:00 am and leaving at 8:00 pm. 2. Staff will coordinate medical procedures with life guards and facility protocols. 3. Staff will be available to all athletes during events but divers that are in an event take precedence over athletes that are not. 4. Staff will communicate to athlete s coach in regards to medical treatment and issues pertaining to athlete s availability to compete. 5. Staff must be aware of diver s time constraints before and during an event in regards to their treatments. 6. Staff may provide medical care to coaches and officials but only as time allows for treatment of athletes. Staff must not disregard the treatment and care of an athlete over the care of a non-athlete. 7. Staff will coordinate care of spectators with local medical personnel. 8. Staff will treat athletes based on their assessment. 9. Only those athletes that it has been determined that need actual medical care, for whatever reason, will be treated. Only those athletes that need services should be in the medical area. Too many non-treated athletes in the medical area creates confusion, unnecessary noise and privacy issues. 10. Athletes may be asked to come back at another time if it is deemed necessary by staff member to allow sufficient treatment time. 11. Medical Staff will set forth Hours of Medical Care away from the pool. This is typically after dinner/team meeting. Athletes will be asked to respect the duties of the staff and not abuse their services. 12. Athletes are to be treated for injuries sustained from normal training and competition. If it is determined by the medical staff that an athlete is requesting treatment for any other reason, this policy will be explained to the athlete and they may or may not be treated. International Meet: 1. Staff will coordinate USAD Medical care with host country medical care and follow guidelines of facility. 7
8 2. Staff will make themselves available to US athletes during all practices and competitions. 3. Staff will assist as necessary the care of non-us athletes that are in need of medical care realizing that local medical coverage has control. 4. Staff will be available at hotel before and after practices/competitions for treatment of athletes. 5. Staff must be at pool for athlete care regardless of how many athletes are practicing/competing. 6. If treatments take place in Staff or Athlete room, one other person of the same sex must be present during any treatments. 7. Staff must follow curfew guidelines of athletes and other staff members in regards to medical treatments. 8. Staff must follow curfew guidelines of other staff members, i.e., coaches. 9. Staff must participate in Team outings, Team dinners and Team sightseeing events. 10. Staff may be asked to act as chaperone for team as necessary. 11. Staff will utilize language translators to assist in the delivery of adequate health care to foreign athletes. 13. Only those athletes that it has been determined that need actual medical care, for whatever reason, will be treated. Only those athletes that need services should be in the medical area. Too many non-treated athletes in the medical area creates confusion, unnecessary noise and privacy issues. 14. Athletes may be asked to come back at another time if it is deemed necessary by staff member to allow sufficient treatment time. 15. Athletes will be asked to respect the duties of the staff and not abuse their services. 12. Athletes are to be treated for injuries sustained from normal training and competition. US Based International Meet (Fina Grand Prix): 1. Staff must follow all the above National and International Meet Guidelines. 2. Staff must make themselves available to Non-US athletes at the pool and host hotel. 3. Staff will communicate medical issues to Non-US athletes, to athlete s coach or team liaison. 16. Staff member must provide equal opportunity for US and Non-US athletes to receive appropriate care. N. Program and Staff Development: 1. Staff will coordinate with Medical Director and other staff members in regards to program development and planning of future event coverage. 2. Medical Staff will familiarize themselves with the sport of Diving, its injuries and treatment of divers as athletes. 3. A qualified PT/ATC will be brought in under the recommendations of a current staff member. 4. New PT/ATC s must assist a current PT/ATC at a National event prior to being placed on the list for International travel. 8
