Welcome/Introductions/Apologies Action JK welcomed everyone, introductions were made, and apologies noted as above. 2. Minutes from the last meeting held on 8 th July 2010 LE - Item 4.5 should read NCRAB not NCRAG 3. Matters arising: Question Survey/National Survey of 5
2 A number of 4 question surveys received. JK requested any further survey results to be returned by the end of October National survey results due in November. The problems encountered across the Network have been raised with NCAT. Network report not yet completed as still awaiting a number of responses. 3.2 Macmillan/Local Survivorship Projects The Lincoln project has been slow to develop. Currently working with MDTs and have broadened the project to include other Cancer diagnoses. 3.3 Complementary Therapy Guidelines Network/Locality Network guidelines finalised the issue of governance has been raised with NCAT. Not all localities have uploaded evidence. No clear locality in Notts as Nottingham and Mansfield provide separate services. If no services in place localities need to identify this as not applicable on CQuINs 4. Supportive and Palliative Care IOG 4.1 Key Worker Policy Policy now finalised. Will be widely distributed and promoted through a number of events. SIFs 4.2 Holistic Assessment Guidelines Nearly finalised awaiting ratified distress thermometer and patient info leaflet Again will be widely distributed along with BBN guidelines 4.3 Patient Information MM gave update on IP roll out. 2 beacon sites identified across EMCN, Will commence in November. Wave 1 trusts will commence in March 2011, wave 2 in the summer and wave 3 in the autumn. Training package being piloted for potential roll out across the trusts. Implementation document to be circulated for information once published. In addition PIMs supporting patient information centre managers through a number of Master classes and are developing some E-learning modules. Also working with primary care colleagues to promote patient information and information centres. Network website will include links to local and national sources of information. Undertaking some pilots to help support carers. Beginning to establish links to LTC and working closely to support SPC work. MM Full update to be circulated with the minutes 2 of 5
3 4.4 User Involvement Following the consultation a revised paper was presented to the Strategic Board in August and option 4 was agreed as the way forward. The network partnership group is being reviewed to include broader membership from the local areas. This includes HCP representation and it is envisaged that the lead nurses or a designated deputy will attend. Concerns with supporting local groups raised. Potential funding opportunities outlined by RW. First meeting of the new network partnership group planned for 17 th November 1-4pm at the White House in Kegworth. 4.5 Rehabilitation Peer review documentation completed. Preparing for visit in AHP leads are continuing to present the rehab pathways at each NSSG. Network Rehab group now has peer review compliant membership. Attendance at local groups has been problematic. Educational Event planned for next year. NCRAB well established, RH attends from EMCN. Remaining pathways will be developed in phase 2 of the national pilot. Workforce planning model also being developed. 4.6 Psychological Support Clinical lead has now been appointed Jo Tedstone a psychologist from Notts. Scoping exercise underway poor response to date. Re sent to secondary care commissioning leads. Peer review measures have recently been published. Very challenging to achieve compliance in some areas particularly training and support for level 2 staff. EMCN psychological support group established to progress this work. 4.7 Bereavement & Spirituality Task and finish group established to take this work forward. Brief base lining exercise outlining current service provision has been undertaken and is currently being reviewed with a view to broadening the scope. A definition is also being developed to help provide a clear focus. A network policy will be produced which incorporates recommended pathways of care. Patient information in this area is also being reviewed. Training availability outlined on my learning space website incorporating relevant competencies. 4.8 ACST 2011 course dates to be set in November. Funding now received from NCAT to support 32 courses next year plus 2 paediatric courses. ACST policy document being developed and will be widely distributed once ratified. 3 of 5
4 4.9 Specialist Palliative Care JS will circulate an to seek clarity on current service provision across the network and identify any significant gaps EMCN SPC Group JS This group has recently been established and will replace the previous local network supportive and palliative care groups. The membership is to be reviewed to ensure it includes all key staff groups from across the network including all cancer lead nurses. The next meeting is on Thursday 25 th November from 2pm 5pm at the White House Hotel, Kegworth and includes a 2 hour educational event. 5. CNS Update Local/National National CNS survey results will be published shortly. Concerns raised regarding the benefits of the information. The NCAT document supporting the contribution of the clinical nurse specialist is likely to be launched at the next NDP. JK will endeavour to get hard copies to circulate to all lead nurses. JK CNS job plans being reviewed in most trusts across the region. Some changes in banding occurring. Clinical shifts being undertaken in some areas. Collecting data to quantify activity and education income beginning to be identified. Job planning has identified areas of work that shouldn t be undertaken by a CNS such as administrative duties. Annual report being included as part of CNS objectives JK to develop a template to help produce network wide report outlining CNS contributions to care. JK 6. East Midlands Children s and TYA Cancer Services An integrated Principle Treatment Centre has been developed between Nottingham and Leicester Children s hospitals and was launched on 1 st April There is a virtual Children s Cancer Network which has the same geographical footprint as the EMCN. A Children s Cancer Network Coordinating Group has been established and is responsible for overseeing the development of services across the region. The EM Specialised Commissioning Group has responsibility for commissioning and monitoring the overall service provision. All patients up to 18 years of age are referred to the PTC on diagnosis. There are also a number of shared care sites across the region (POSCUs) in Northampton and Lincoln providing differing levels of shared care services. Children s cancer services within the EM have self assessed against the peer review measures this year and will be visited in TYA facilities are to be developed at both UHL and NUH and are being supported by the Teenage Cancer Trust. A TYA MDT is being established and it is hoped that there will be a number of TYA nursing posts across the 4 of 5
5 region. A UHL post has recently been advertised and Macmillan is hoping to support a post in Nottingham. Clic Sargent is also interested in supporting a local post as part of its national campaign with Tesco s. Peer review measures for TYA cancer services will be out for consultation within the next few months. Action The network work lead for both these areas is JK supported by Sally Robbins, service improvement lead for Children s and TYA services and Hardip Chohan, TYA service improvement facilitator. 7. Macmillan Involvement Co-ordinator RW Outlined the inclusion agenda and the availability of grants to help involve the wider community in developing cancer services. Innovative approaches can be used to explore ways of identifying and meeting patients needs focus groups etc. Start up grants also available to set up different models of support for patients and carers plus development grants for existing groups Partnership with Boots currently underway within the East Midlands The Macmillan in every community project has also been established, which is volunteer led. Grant funding is supporting this work and it will provide basic levels of support in the community. Training programmes plus numerous resources available on be macmillan website. RW is happy to be contacted to provide advice in relation to any potential new initiatives - r2wilson@macmillan.org.uk 8. For Information and agreement 8.1 Nurses and AHP Education and Training Group Minutes 8.2 Nurses and AHP Education and Training Group TOR Poor attendance has been an issue at recent meetings. Need to encourage greater contribution from across the network to ensure the group is effective. Another meeting date will be set for the New Year. 11. Date and time of next meeting: Meeting dates/times and venues to be agreed for 2011 To continue with quarterly morning meetings ideally at a central location. WH to circulate potential dates.
