1 Original: English October 2000 REPORT ON THE MEETING OF THE OIE AD HOC GROUP FOR THE PREPARATION OF AN IMPORT RISK ANALYSIS HANDBOOK Teramo, Italy, September 2000 The OIE Ad Hoc Group for the Preparation of an Import Risk Analysis Manual met at the OIE Collaborating Centre for Epidemiology and Organisation of Veterinary Services in Developing Countries, Istituto Zooprofilattico Sperimentale dell'abruzzo e del Molise, Teramo, Italy from 25 to 28 September The agenda and list of participants are attached as Appendices I and II, respectively. The meeting was chaired by Dr. S.C. MacDiarmid who also took on the role of editor of the Handbook. 1. Introduction Dr Giovannini welcomed the Ad Hoc Group members on behalf of the Director of the Istituto Zooprofilattico Sperimentale dell'abruzzo e del Molise. Dr MacDiarmid outlined to the Group the OIE s urgent need for an authoritative handbook to assist Veterinary Services of Member Countries to carry out import risk analyses according to the guidelines presented in Section 1.3 of the International Animal Health Code. Dr MacDiarmid explained that the Ad Hoc Group had been convened following recommendations made by the OIE Working Group on Informatics and Epidemiology at its 1998 and 1999 meetings. In line with the recommendations of that Working Group, the members of the Ad Hoc Group for the Preparation of an Import Risk Analysis Manual had been selected for their particular experience in conducting animal health risk analyses, for their experience in teaching the subject, or because of their role at an OIE Collaborating Centre. 2. Objectives of the Ad Hoc Group The objective of the Group is to write for publication by the OIE a genuinely authoritative handbook which will guide Veterinary Services through all the steps outlined in Section 1.3 of the International Animal Health Code.

Clarification of the purpose of the Handbook The Group discussed whether the proposed Handbook was itself intended to provide veterinarians with a guide for conducting import risk analyses or whether it was intended for use as a training course manual. The consensus was that the Handbook should provide immediately accessible guidance to veterinarians confronted with the need to analyse the risks posed by importation of animals and animal products in accordance with the International Animal Health Code. While the Handbook will certainly be useful in training courses, the specific needs of training course resource material are best met by qualified trainers taking the material provided by the Handbook and adapting to the particular needs of the participants in a training course. 4. Use of existing documents Dr Murray offered the Group the use of a well-developed comprehensive Handbook on import risk analysis which he has been writing for the New Zealand Ministry of Agriculture. The Group agreed that Dr Murray s text provided a very useful basis for the OIE Handbook. The Group undertook to remove the specific national focus of Dr Murray s text and draft additional text to broaden the document s usefulness to all OIE Member Countries. Dr Wooldridge and Dr Gummow both offered the Group the use of teaching texts they had prepared on risk analysis. The Group saw the value in incorporating sections of these texts also. Copyright issues were discussed. Dr MacDiarmid explained that the New Zealand Ministry of Agriculture and Forestry was prepared to permit the OIE to use Dr Murray s text. Drs Wooldridge and Gummow undertook to clarify copyright issues with respect to their texts. The Group agreed that the OIE Handbook on Import Risk Analysis would contain genuine examples of risk analyses. Such examples should have been peer-reviewed. It was agreed that there is little value in offering hypothetical examples. The Handbook on Import Risk Analysis will also contain appropriate exercises throughout the text, with model answers provided as an appendix. The Handbook will provide instruction in qualitative and quantitative risk analysis. 5. Development of work plan The Ad Hoc Group agreed that their approach to drafting the Handbook on Import Risk Analysis should be to first work through Dr Murray s handbook discussing which text should be removed, where new text should be inserted, and which text required re-drafting to broaden its applicability. The Group also decided that the order of the various sections of Dr Murray s text should be changed to make the text more useful to the broader audience. Dr MacDiarmid told the Group that even with the basis of Dr Murray s text to work from, the Group would have to agree to work out-of-session to make adequate progress on the Handbook. The Group agreed to do this. By working out-of-session the Group agreed that it should be possible to complete the Handbook with only two further meetings. 6. Allocation of responsibilities The Ad Hoc Group worked its way through the draft text provided by Dr Murray. The text was divided into two major sections, one of which is much more developed than the other. Throughout both sections individual Group members undertook to be responsible for drafting specific sections. Dr Weber recorded what each member has agreed to do. All members of the Group will also review and revise as necessary the text of Section 1, which is well developed. Section 2, which deals in detail with methodologies, will require intense effort, and Dr

3 Murray and Dr Giovannini undertook to do most of the drafting of this section. Dr Wooldridge will, however, be providing some specific sections. 7. Drafting All Group members gave a commitment to provide their revised text to Dr MacDiarmid no later than 30 March Dr MacDiarmid will then produce a second draft of Section 1, incorporating the suggestions made by the Group. Blocks of text drafted by the various members of the Group, as recorded by Dr Weber, will be forwarded to Dr MacDiarmid for incorporation into the Handbook after approval by each member of the Ad Hoc Group. Although members were encouraged to solicit input from experts outside the Ad Hoc Group, it was agreed that Dr MacDiarmid would receive text only from Group members and that the Group membership should not be expanded now that the work plan and content had been agreed to. Dr Murray and Dr Giovannini will strive to have the expanded draft of Section 2 ready at the same time. 8. Next meeting of the Ad Hoc Group Once the revision of Section 1 is complete and the expanded Section 2 has been drafted, another meeting of the Ad Hoc Group will be scheduled at a time convenient for the majority of the Group.
