2 Modifications to SASE came into effect on 6th April The changes ONLY relate to the Transferable Skills requirements of a framework and they ONLY apply to new Apprenticeship starts on, or after, 6th April Apprenticeships started before this date must continue to meet the 2013 SASE requirements for Transferable Skills. The modifications removed the 5 year rule, meaning that acceptable qualifications, achieved before September 2012, are now in scope. This includes igcses, A and AS Levels, O Levels and Key Skills. However, there are still minimum grade/level requirements that need to be achieved, depending on the level of Apprenticeship being undertaken. There have also been some changes to the minimum grade/level requirements which, in summary are: Intermediate Apprenticeship: GCSE/iGCSE/A and AS Levels - minimum acceptable grade is now E, irrespective of achievement date (for ALL acceptable GCSEs/iGCSEs/A/AS Levels) Key Skills - minimum acceptable is Level 1, irrespective of achievement date O Levels minimum acceptable grade is C, irrespective of achievement date Advanced Apprenticeship: GCSE/iGCSE - minimum acceptable grade is now C, irrespective of achievement date (for ALL acceptable GCSEs/iGCSEs) A/AS Level - minimum acceptable is grade E, irrespective of achievement date Key Skills - minimum acceptable is Level 2, irrespective of achievement date O Levels - minimum acceptable grade is C, irrespective of achievement date Higher Apprenticeship: There remains no mandatory requirement for Transferable Skills qualifications to be achieved. Please note that some frameworks may have grade/level requirements that are above the SASE minimum requirements. Please check the framework to ascertain where this is the case and/or check directly with the specific Issuing Authority responsible for the framework. The updated version of SASE, and guidance documents, can be accessed here: PLEASE NOTE THAT THAT THE NEW REQUIREMENTS FOR TRANSFERABLE SKILLS, AS DETAILED ABOVE, OVERRIDE THE NOTES AND GRADES/LEVELS ASSOCIATED WITH THE TRANSFERABLE SKILLS TABLES, WITHIN THIS DOCUMENT. Until the Transferable Skills tables can be updated, any references to achieved before Sept 2012 and within 5 years of starting Apprenticeship or achieved before September 2012, otherwise at any time prior to starting Apprenticeship can now be ignored. Over the next few months, the Transferable Skills section within AFO will be amended to reflect the SASE modifications and all current frameworks will be updated and reissued to incorporate these changes. 8 Purpose of this framework Summary of the purpose of the framework National Apprenticeship Service (NAS) - Statement on Apprenticeships Quality Definition An Apprenticeship is a job with an accompanying skills development programme designed by employers in the sector. It allows the apprentice to gain technical knowledge and real practical experience, along with the functional and personal skills, required for their immediate job and future career. These are acquired through a mix of learning in the workplace, formal off the job training and the opportunity to practice and embed new skills in a real work context. This broader mix differentiates the Apprenticeship experience from training delivered to meet narrowly focussed job needs. All apprentices commencing their Apprenticeship on or after the 6th April 2012, must have an Apprenticeship Agreement between the employer and the apprentice. This can be used to reinforce the understanding of the requirements of the. On completion of the Apprenticeship, the apprentice must be able to undertake the full range of duties, in the range of circumstances appropriate to the job, confidently and competently to the standard set by the industry. The UK's Creative Industries are a genuinely world class sector, generating significant employment and export earning and with admired, market leading businesses in industries that range from visual effects to designer fashion. Industry ambitions to build upon this success and strengthen its global position are firmly shared with national Government. In order to maximise the potential of the sector, existing barriers need to be addressed - particularly those associated with skills and talent development, which are vital to maintaining competitive advantage. Creative Industries have customarily relied on graduates to meet their higher skill needs. However, a new approach to recruitment and skills training is being used across the industry, through the introduction of the first Higher Apprenticeships into the sector in Recognising the opportunities a Higher Apprenticeship can offer the learner and the employer, the BBC and Channel 4 led the Open Channels bid as part of the Employer Ownership of Skills Pilot, to address the needs for new recruits in critical roles across the broadcast industry. Since January 2013, when the Open Channels initiative went live, the BBC on behalf of the wider Broadcasting Industry, has been working with Creative Skillset and cross industry experts, to develop and deliver the first Level 4 Higher Apprenticeship in Broadcast Production. The Higher Apprenticeship in Broadcast Production has been developed to address the urgent skills shortage in TV production management. The apprentices will be employed as Production Co-ordinators and will gain experience in public and independent sector broadcasting. It is expected that the Higher Apprenticeship will last for 15 months; however, a flexible

Aims and objectives of this framework (England) The aim for this framework is to attract and develop creative and digitally competent work-ready apprentices, who are multi-skilled and can work across the broadcast production sector, for both public and independent broadcasters. Objectives for this Apprenticeship framework: to provide a non-traditional route into the industries, which have historically been dominated by graduates; to provide a direct entry route for underrepresented groups; to allow employers to add value to their organisations by bringing in new expertise, techniques and technologies; to provide the Creative Industries with a stream of motivated employees equipped with the creative, production and business skills required for the future; to equip new entrants with the transferable soft and technical skills to undertake more varied and converging job roles; to provide flexible routes into a wide variety of job roles in the industries and into higher level training and education; to provide a progression route from the production related roles in the Advanced Apprenticeship in Creative and Digital Media. Creative Skillset will carry out ongoing monitoring and evaluation to assess the extent to which the Higher Apprenticeship meets the above objectives.

10 Entry conditions for this framework New entrants into the Creative Industries must have an understanding and appreciation of different and emerging technologies, alongside general knowledge and soft skills, including the capacity to work efficiently and in teams. Employers are looking for work ready individuals who are hard working, have the right attitude, strong communication and IT skills and a good understanding of what it takes to work their way up in the Creative Industries. The Higher Apprenticeship is open to all people who can demonstrate they have the necessary aptitude to become a production co-ordinator and the potential to progress within production management. In accordance with the requirements for Apprenticeships, all applicants must be employed on an Apprenticeship contract for a minimum of 30 hours per week. By exception, where the individual s circumstances or the particular nature of employment in a given sector makes this impossible, then an absolute minimum of 16 hours must be met. In such cases the duration of the Apprenticeship should be extended. The minimum qualification entry requirements for entry into the Higher Apprenticeship in Broadcast Production are the achievement of: GCSE qualification in English (with enhanced functional content) at grade C or above; or Functional Skills qualification in English at level 2; and either GCSE qualification in Mathematics (with enhanced functional content) at grade C or above; or Functional Skills qualifications in Mathematics at level 2. Apart from the above, there are no specific entry requirements onto the Higher Apprenticeship. Examples of achievements that may provide a useful introduction include: completion of an Advanced Apprenticeship in Creative and Digital Media; QCF Awards, Certificates or Diplomas at Level 3 in Media or ICT related subjects; achievement of GCSE or A Levels in Media or ICT related subjects; achievement of a (14-19) Foundation or Higher Diploma, especially those which incorporate creative and digital skills development; a portfolio of evidence from work experience, non-accredited courses, volunteering or previous/current work in the sector. Processes exist to ensure that candidates with prior knowledge, qualifications and experience are not disadvantaged by having to repeat their learning. Training providers and awarding organisations will be able to advise on the current rules for accrediting prior learning and recognising prior experience.

11 There are some direct progression and credit transfer opportunities from particular vocational qualifications, such as the Level 3 Certificate in Preparing to work in Creative Media and the Advanced Apprenticeship in Creative and Digital Media.

The split between competence and knowledge credits will vary from learner to learner, depending on the optional units chosen. A minimum of 24 knowledge credits and 30 competence credits will be achieved from undertaking the mandatory units; the remaining knowledge and competence credits will be achieved through completion of the optional units. Knowledge and competence will be assessed separately within the qualification. Examples of knowledge assessment could include classroom technical activity, specific technical workshop sessions and on-line platform study. Competence assessment could be through observation using expert witnesses in the workplace, in the form of a portfolio of products under development, 1-1 on site delivery or assessment visits in the workplace. This can be downloaded directly from ACE: The units within the diploma that are production orientated, are based on the Film and TV Production NOS Where contextualised, optional qualification units for the Creative Industries have been based on a combination of relevant National Occupational Standards. Creative Skillset has contacted the relevant Sector Skills Council/Body to inform them of the use of the NOS within the framework. Although ERR and PLTS are no longer mandatory elements within Higher Apprenticeships and are not completion conditions of this framework, they have informed the content of the induction programme, and have been mapped to the initial employer training and the mandatory units.

Pathway 1 Transferable skills (England) Functional Skills / GCSE (with enhanced functional content) and Key Skills (England) Apprentices must complete or have completed one of the English transferable skills qualifications and one of the Mathematical transferable skills qualifications listed below in order to successfully complete their Apprenticeship and this will carry the QCF five credit values. If they do not have these qualifications as part of their evidence an Apprenticeship certificate cannot be awarded. English Functional Skills qualification in English Minimum level or grade Credit value GCSE qualification in English (with enhanced functional content) * achieved before September 2012 and within the 5 years immediately prior to starting an Apprenticeship. ** achieved before September 2012, otherwise at any time prior to starting the Apprenticeship. Mathematics Functional Skills qualification in Mathematics Minimum level or grade Credit value GCSE qualification (with enhanced functional content) in Mathematics * achieved before September 2012 and within the 5 years immediately prior to starting an Apprenticeship. ** achieved before September 2012, otherwise at any time prior to starting the Apprenticeship. Inclusion of Information and Communications Technology (ICT) ICT skills to an appropriate level for this Higher Apprenticeship are implicit in the achievement of any of the entry requirements specified for this pathway, and their further development is integrated into the programme as necessary for the successful achievement of the Higher Apprenticeship and performance of the job role.

Pathway 1 Progression routes from the Higher Level Apprenticeship in Broadcast Production The apprentice will be able to progress to further employment, self-employment or further study. With further experience, apprentices could move into roles such as production manager. Further work based learning BBC Production Management Trainee Scheme which is open to candidates with a minimum of 2 years Production Management or Production Secretarial experience, or 1 year of Production Co-ordination experience; Continuous Professional Development within the job role attained. Higher Education Progression Progression from the Higher Apprenticeship in Broadcast Production should be articulated to the relevant Higher level programmes of learning. Apprentices can progress to higher or professional levels such as Foundation Degrees, Higher National Diplomas/Certificates, BA Honours Degrees and related professional courses. Examples of progression could be in the following subject areas: Media and communication studies Progression arrangements into Higher Education, both formal and informal, should be explored as this will help to strengthen local partnership and support progression opportunities through the range of vocational and academic provision. 22 The remaining sections apply to all levels and pathways within this framework. How equality and diversity will be met Representation of women varies greatly across the Creative Industries, from 54% in film production to just 14% in Computer Games. In TV Production roles, the figure is around 44%. Black, Asian and Minority Ethnic (BAME) representation also varies greatly across the sectors, but equates to 7.6% in TV Production. However, labour market intelligence shows representation of both groups is increasing in most Creative Industries, and one of the key objectives of this framework is to continue this trend. Through opening up the next level of production roles to non-graduate apprentices, it is also hoped that this will break the cycle of graduate recruitment into the industry and break down barriers to employment. The Higher Apprenticeship framework aims to: Increase the diversity of the workforce to greater reflect society; Provide an alternative non-graduate entry route into the Creative Industries; Increase the Apprenticeship opportunities at Higher Levels in the Creative Industries footprint. Employers/providers must be able to demonstrate their selection, recruitment and employment practices are in line with the Equality Act 2010 and there are no overt or covert discriminatory practices in relation to any of the following protected characteristics: age; disability; gender; gender reassignment; marriage and civil partnerships; pregnancy and maternity; race; religion or belief; sexual orientation. Creative Skillset is passionate about promoting diversity and is seeking and sharing good practice across the delivery partners in order to highlight positive examples of marketing and communications materials, and other strategies and activities used to break down the barriers to entry and ensure a more diverse talent base. Creative Skillset is involved with a number of activities such as:

23 Targeted training initiatives, used as a key tool in getting new talent from under represented groups into the industry; Use of National Occupational Standards and Labour Market Intelligence to inform accurate careers information, advice and guidance; Providing links to training providers working with under represented groups; Providing links to organisations who provide media training, support and information to people with disabilities; Raising awareness of the under-representation of people with disabilities in the workforce by monitoring employment trends, identifying barriers to training and development and sharing information with partners.
