6 DIGITAL POST: DENMARK An online mailbox to communicate with public authorities From November 2014 all citizens over the age of 15 must be registered Once registered citizens can receive secure communication from public authorities The mailbox can also be used to receive mail from private companies 6

7 E-GOVERNMENT: ESTONIA Estonia was one of the first countries to develop online systems for citizens, starting in 1998 X-road system allows government databases to communicate with each other The egovernment portal was launched in 2003 Citizens can vote online, file income tax returns, register businesses, obtain prescriptions and many more government services 7

8 SOMERSET PAIN MANAGEMENT SERVICE: UK The aim of the service is to enable adults who live with persistent pain, to understand and come to terms with their pain and to adopt strategies for living It is an integrated service bringing together a wide variety of services into a single pathway The Service has partnered with Know Your Own Health, an on-line self-management support platform, in order to supplement and extend the self-management support they provide to patients, both in the clinic and after discharge. 8

9 HEALTH APPS LIBRARY: UK In 2013 NHS Choices launched the Health App Library. This is a website providing links to health mobile applications that are safe to use. The library is based on consultation with clinicians across the UK The project was tested initially in late 2012 before being released in early 2013 All apps on the site are clinically safe and suitable for use in the UK. The project team developed a review process that applies, for the first time, safety standards in health technology to health apps. 9

10 LIFETOOL: AUSTRIA LIFEtool located in Linz (Upper Austria) is a non profit organisation founded by Diakoniewerk and AIT Austrian Institut of Technology. The organisation creates tools, software and other devices for those with physical or mental disabilities They also combine realistic educational, psychological, social and integrative knowledge of members of social welfare organisations with the technical, electronic and programming knowhow of researchers and developers of Austrian Institute of Technology 10

11 FLASHGIOVANI.IT: ITALY Flashgiovani.it is an innovative youth-focused online magazine Through the Flashgiovani.it project Bologna aims to help by actively including young people as they move from education into work The main objectives of the project are to meet the needs for information, training and job placements, and to encourage active participation of young people in the life of the city. 11

12 OPEN PARLAMENTO: ITALY Opened in 2009 by Open Polis, this website creates a productivity index of everyone who sits in the Italian parliament The aim is to by publishing and sharing all relevant information on the activity of the Italian parliament And to provide all citizens with simplified and comprehensible information about what happens in the Parliament and offer some interpretation - based on data - of politicians behaviours and choices. 12

13 RESEARCH QUESTIONS Do social democratic systems tend to look more to state sponsored innovation in the use of ICT whereas the liberal model tends to look to the private sector? Are systems using ICT in the corporate model inherently less likely to be susceptible to change using social innovation approaches because of their interest in scale? Is the limited path dependency in less developed systems more or less likely to open the way to social innovation as a source of ICT-enabled change and systems development? Does the typology help generalise about different institutional responses in using ICT-enabled systems in the present crisis? Where do issues about the balance of interests between individual citizens and collectivities, such as co-operatives, communities, localities, voluntary organisations, families and faith groups come into current debate about the deployment of ICT-enabled systems? 13

14 NEXT STEPS The next phase should illustrate the role of ICT-enabled social innovation for social services provision in different welfare systems. This will enable us to consider whether variation is due to the characteristics of the inherited welfare state model, or whether there may be other factors involved. These may include: National variation in the deployment of ICT in the public and private sectors Presence or absence of critical information infrastructure Strength of relationships between the ICT industry and government agencies Strength of the third sector and its ability to innovate Strength of social innovation institutions, knowledge and experience Impact of austerity and debt on innovation. 14
