2 Introduction The purpose of the State Rental Assistance Program (SRAP) is to assist low-income individuals who require affordable housing and supportive services to live safely and independently in the community.
3 Program Goals Provide rental subsidies to program participants who require, and have access to continuing home- and community-based services Develop a system to connect people with community-based housing needs to housing resources Move individuals out of state-run long-term care facilities and into home- and community-based care programs Transition program participants to financial self-sufficiency or to other affordable housing resources Cost savings/cost avoidance for the state in the long run
4 Need Assessment 600 vouchers for SPMI population alone according to the USDOJ/DHSS settlement 450 individuals in five state-run long-term care facilities 190 children will age out of foster care within the next two years Need for 1,000 vouchers Ten-Year Plan to End Chronic Homelessness and Reduce Long-Term Homelessness (2007) Housing Delaware s Extremely Low-Income Households (2009) 4
5 Populations Served Clients exiting state-supported and privately run long-term care facilities Youth aging out of foster care Families for whom the lack of affordable housing is a barrier to reunification Step-Up program participants least likely to transition to independent living without SRAP assistance Individuals at-risk of requiring services from or being admitted to a state-supported institution
6 Agency Roles DSHA Funding: $1.5 million in FY2012; expected to fund approximately rental subsidies. Requesting $3 million for FY2013 Administration: Distribution of subsidies, waiting list administration, housing inspection and management (based on experience with Housing Choice Voucher program) PARTNERS Funding: Leverage existing resources (Medicaid, Medicare, etc.) to support home- and community-based services Administration: Refer eligible applicants to DSHA, oversee supportive services provision during tenancy, notify DSHA of non-compliance with program regulations
7 Eligibility Criteria Household income of 40% State Median Income or less Supportive services history Access to necessary supportive services through approved provider Waiting list for other form of housing assistance (Federal Section 8, LIHTC sites, self-help housing programs) Income (to sustain cost of living in community) No history of violent criminal activity
8 Subsidy Details Payment standards for SRAP-assisted units will be equal to HUD s Fair Market Rent (FMR) SRAP participants will contribute 28% of their gross monthly income minus a standard utility allowance OR $50 (whichever is greater) to the rent Utility allowances based on size of rental unit DSHA will subsidize the remaining portion of the rent up to FMR Rental subsidies will be paid directly to the owner of the rental unit
9 Exiting the Program Step-down year after natural end of supportive services Transition to financial self-sufficiency or to other affordable housing resources Termination for voluntary cessation of supportive services Termination for non-compliance
