Hall Conference Room of the Batavia Public Library. 2. Pledge of Allegiance to the Flag 3. Call the Roll Trustees Present: Diane L. Blodgett, Andrew R. Deitchman, Maureen A. Jakubowski, Francine C. McGuire-Popeck, Cara M. Schuster, Douglas S. Sullivan, and J. Thomas Von Lunen Trustees Absent: None Staff Members Present: Director George H. Scheetz, Joy K. Ganster, Kathy A. Moecher, and Joanne C. Zillman Visitors Present: Barbara L. Mabbs, volunteer, Batavia Access Television (BATV), Inc. 4. Comments from the Audience There were no comments from the audience. 5. Approve the Consent Agenda Trustee Sullivan read the consent agenda. Trustee Sullivan asked whether there were any changes to the consent agenda. Expenditures: (1) Expenditures ( Cash Disbursement Detail Report ): October 2013 including General Fund checks ( ) in the amount of $143,712.86, and payroll and taxes in the amount of $120,545.37, for a grand total of $264, in expenditures. c. Other Action Items: (1) An Ordinance Levying the Annual Taxes for Library Purposes in the Batavia Public Library District, in the Counties of Kane and DuPage, Illinois, for the Fiscal Year (Standing Committee on Finance): ORDINANCE (2) An Ordinance Revising the Regular Meeting Schedule for (Standing Committee on Services): ORDINANCE (3) New Strategic Plan (Center for Governmental Studies at Northern Illinois University) (Standing Committee on Services) (4) Biannual Review of Closed Sessions as required by 5 ILCS 120/2.06(d) (Board Secretary) Seconded by Trustee Jakubowski. Roll Call: Blodgett, aye; Deitchman, aye; Jakubowski, aye; McGuire- Popeck, aye; Schuster, aye; Sullivan, aye; Von Lunen; aye. The motion carried, Approve the Agenda Motion by Trustee Von Lunen to approve the agenda, as presented. Seconded by Trustee Jakubowski. All: Aye. The motion carried. 7. Financial Reports: October Working Budget Statement of Revenue and Expenditures (Annual Budget and Appropriation) Investment Report Business Manager Ganster asked whether there were any questions regarding the financial reports, which were included in the Board packet. In response to a question from Trustee Sullivan, discussion followed on various topics related to the Special Funds, including but not limited to balances and tax rates. 8. President s Report Gettysburg Address: Trustee Sullivan noted that today is the 150th anniversary of the Gettysburg Address, which was delivered by President Abraham Lincoln during the Civil War, on the afternoon of Thursday, 19 November MINUTES (REGULAR MEETING) 19 NOVEMBER 2013 PAGE 2 OF 8
3 Batavia Public Library Foundation: Trustee Sullivan expressed his appreciation to the Batavia Public Library Foundation for its generous support of the Library. The Foundation Board recently approved three grants to the Library in the amount of $7, Good News / Comments from the Board Trustee Jakubowski presented highlights from Celebrate Success, a Batavia MainStreet event that she and Director Scheetz attended on Thursday, 14 November 2013, at the Dock (150 First Street, Batavia). In response to a question from Trustee Von Lunen, discussion followed on the transfer of The Barrie H. Thorpe / Batavia (Illinois) Public Library Collection of Phonograph Records to the Archive of Contemporary Music and the Internet Archive. 10. Correspondence and Communications The following items of correspondence and communication were included in the Board packet or distributed at the meeting: Letter to Stacey L. Peterson, the Library s Adult Services Manager, from Jane Ehrenhart, Supervisor, Reference & Technical Services, Abraham Lincoln Presidential Library & Museum, expressing her appreciation for the donation of a copy of Windmill City: A Guide to the Historic Windmills of Batavia, Illinois, Second Edition (28 October 2013) Letter to Christine C. W. Edison, the Library s Teen Services Librarian, from Julie Preziosio, Amy Fredrick, and Daniel Russo, members of the faculty at Batavia High School, expressing their appreciation for the Library tour hosted by Edison on 23 October 2013 (5 November 2013) 11. Director s and Librarians Reports: October 2013 Statistical Reports Total Circulation (Items Checked Out) The total circulation in October reflected a decrease of 10.1% from October 2012 (57,398 compared to 63,820) for an average of 1,851.5 items checked out per day over 31 days or an average of items per hour over 312 hours! Total year-to-date circulation (July October 2013) reflected a decrease of 9.4% from the same period in the previous fiscal year (241,244 compared to 266,168). Total Number of Visits The total number of visits in October reflected a decrease of 8.0% from October 2012 (25,831 compared to 28,086) for an average of visitors per day over 31 days or an average of 82.8 visitors per hour over 312 hours! Total year-to-date number of visitors (July October 2013) reflected a decrease of 6.9% from the same period in the previous fiscal year (107,263 compared to 115,248). 4 Other Highlights A No Gun Zone: Pursuant to 430 ILCS 66 / 65, libraries are exempt from the Firearm Concealed Carry Act. In fact, the Batavia Public Library District, as a unit of local government, is exempt under two sub-paragraphs of the Act; to wit: (430 ILCS 66/65) Sec. 65. Prohibited areas. (a) A licensee under this Act shall not knowingly carry a firearm on or into: (5) Any building or portion of a building under the control of a unit of local government. (18) Any building, real property, or parking area under the control of a public library. The Library posted the authorized signs on its doors by Friday, 18 October Batavia Public Library Foundation: Director Scheetz reiterated Trustee Sullivan s expression of gratitude to the Batavia Public Library Foundation for its generous support of the Library. Holiday Decorations: Director Scheetz reported that, in celebration of the season, the Library would install wreaths on the southern and western pediments (as in the previous six years) and decorate the large artificial tree (donated by the Sullivan family) for the area near the Check Out Desk. In addition, the Library, under the leadership of Joanne C. Zillman, will host its annual holiday storytime as part of the Celebration of Lights Festival at the Batavia Riverwalk on Sunday, 1 December 2013, at the Gustafson Research Center, 6:15 7:00 p.m. Batavia ACCESS Toy Store: Director Scheetz reported that, for the eighth consecutive year, the Library was a drop-off site for the Batavia ACCESS Toy Store, now in its 26th year, which sponsors the Christmas Toy Store for Batavia Township. Improvements to the Meeting Rooms: Director Scheetz reported that construction would begin on Monday, 25 November New Lyceum Lecture Series (Season 7): Director Scheetz announced the twenty-fourth event in the New Lyceum Lecture Series: Write What You Know: Stories from a Batavia Screenwriter, presented by Kevin Jakubowski, on Thursday, 19 December Jakubowski, a film and television writer best known for the Bruce Willis comedy, Assassination of a High School President, and his work on the Comedy Central series, Brickleberry and incidentally the son of Trustee Jakubowski will discuss his new book, 8-Bit Christmas, and offer insights to his career as a film and television writer in Los Angeles. (Batavia Public Library Foundation is the Season Sponsor for ) Report from Youth Services Joanne C. Zillman presented highlights from her written report and, in particular, reported on the Barnes & Noble Holiday Book Drive. MINUTES (REGULAR MEETING) 19 NOVEMBER 2013 PAGE 4 OF 8
5 In addition, Zillman reported on the new Charging Stations, purchased with a grant from the Batavia Public Library Foundation, and Nook ereaders for children, teens, and adults, which are now available to check out from the Library. Report from Adult Services Stacey L. Peterson was not able to attend the Board meeting. Her report was included in the Board packet. 12. Committee and Official Representative Reports a. Standing Committee on Facilities There was no meeting in November. b. Standing Committee on Finance: There was no meeting in November. c. Standing Committee on Outreach: There was no meeting in November. d. Standing Committee on Services: Trustee Sullivan presented a brief report on the work of the Standing Committee on Services, the agenda for which was distributed to the Board. e. Batavia Public Library Foundation: Trustee Schuster presented a brief report on the work of the Batavia Public Library Foundation f. Friends of the Batavia Public Library: Director Scheetz presented a brief report on the work of the Friends of the Batavia Public Library. g. Library Integrated Network Consortium (LINC): Trustee Schuster presented a brief report on the work of LINC and the final meeting of the Governing Board, which approved new Bylaws for LINC at its final meeting on Tuesday, 5 November Future Agenda Items Director Scheetz noted that an updated list of future agenda items was included in the Board packet. 14. Café Lease (Chapters Coffeehouse & Café ) (Standing Committee on Services) Director Scheetz reported that the purpose of this agenda item was to recommend a new, three-year lease for with Steven E. Kilberg doing business as Chapters Coffeehouse & Café for approval by the Board of Library Trustees. Trustee Sullivan reported that Chapters Coffeehouse & Cafe opened for business in September 2013 under the terms of an Assignment of Lease / Consent to Assignment agreement with the Library and 10 South Coffee House. The lease between the Library and 10 South Coffee House will expire on 31 December 2013, and Kilberg requested a new lease. Director Scheetz reported that the current, assigned lease was reviewed with Kilberg. The lease was revised to reflect the change in lessee. At its meeting on Thursday, 7 November 2013, the Standing Committee on Services recommended that the Board of Library Trustees approve a new, three-year lease for with Steven E. 6 In response to a question from Trustee Blodgett, discussion followed on the term of the lease. In response to a question from Trustee McGuire-Popeck, discussion followed on Section 2 (rent) and Section 26 (utilities). In response to a question from Trustee Sullivan, discussion followed on Section 14 (hours of service). Motion by Trustee Blodgett to approve a new, three-year lease for with Steven E. Kilberg doing business as Chapters Coffeehouse & Cafe, as presented. Seconded by Trustee Schuster.
