The 2015 Schedule of Charges which includes the amount for over 100 items the agency will charge residents of OCHRA properties if/when necessary. The schedule is attached (see Attachment A). Rolling Heights Garbage Contract with Waste Management, 6670 SW 11 Ave, Rochester, MN, garbage and recycling services for the period 1/1/15 12/31/16, for Rolling Heights for $ per week instead of $ for weekly service because the number of containers increased from 5 to 8.

Department of Housing and Urban Development (HUD) by February 28, 2015 and acknowledge that the below ratings are determined by staff, HUD will review and respond to the ratings, staff is obtaining information pertaining to the de-concentration bonus but it s not likely it will be available for this report, and the effort continues for the agency to improve indicator 14 Family Self Sufficiency in cooperation with an understanding of HUD. LIPH Admission & Continued Occupancy Policies Justin Move to approve revisions to the Low Income Public Housing (LIPH) Admissions and Continued Occupancy Plan (ACOP) that were prompted by a revision service purchased through Nan McKay & Associates which includes the following chapters, affects 110 households, and for the changes to be effective June 1, Overview Fair Housing and Equal Opportunity Eligibility Applications, Waiting Lists and Tenant Selection Occupancy Standards and Unit Offers Income and Rent Determinations Verifications Leasing and Inspections Re-examinations Pets Community Service Transfer Policy Lease Termination Grievance and Appeals Program Integrity Program Administration

No comments were received. Following is the current timeline: February 6 through March 6, 2015: 30 day LIPH resident review comment period March 9, 2015: OCHRA approval. March 10 through May 10, 2015: 60 day notice period June 1, 2015: effective date. Mary Dobbins Attorney and other staff were involved in the review. The plan is to have staff review this document annually and request changes if/when needed. 4. LIPH Capital Fund 2014 Revision 3 Gary Move to acknowledge the changes to the 2014 Capital Fund program with the primary reason to cover the additional cost to replace new floors. S. Department of Housing & Urban Development (HUD) staff suggested the Commissioners be aware of the changes. The Capital Fund programs are funds provided by HUD to the OCHRA annually and can be used for the type of activities/uses shown above Dwelling Structures. 17 units were involved in these expenditures and 16 were for floor improvements 14 of which for complete replacement. Floor replacement cost for a townhome is about $5,000 per unit. Stephanie Reese Finance prepared the above spreadsheet.

LIPH Capital Fund 2015 Gary Page 9 of 14 Move to approve the capital fund program amendment which pertains to the Low Income Public Housing (LIPH) Capital Fund 2015, Amount: $130,492 Annual Contributions Contract: C /20/81 Grant Number: MN46P Funds - Effective: April 13, 2015 Funds Obligated: April 13, 2017 (24 months). Funds - Expended: April 13, 2019 (48 months) This is a standard practice. The 2015 amount is slightly less than the 2014 $131,968 which is consistent with the long term trend. Typically, the OCHRA has expended funds in the following categories: operations, fees and costs, site improvements, dwelling structures, and dwelling equipment. 6. LIPH Garbage Scattered Sites Justin Move to approve changing the present practice of allowing/requiring residents of the 20 single family Low Income Public Housing units to arrange their own garbage/recycling service to having the agency arrange and pay for garbage/recycling services so that there are less problems with residents stopping the service and accumulating garbage at the properties. This problem has been occurring more frequently and this seems like a reasonable option to address the problem while avoiding lease terminations and neighborhood complaints. Costs will be offset by a reduction in the utility allowance for each affected resident which will cause an increase in rent. 7. 11 Page 11 of 14 IV. NEW BUSINESS 1. Voucher-Project Based Voucher Assistance Cheryl Approve the award of 30 Section 8 Project Based Vouchers to Rochester Youth and Families LLLP for Gage East Apartments Authorize staff to execute the necessary documents with the U.S. Department of Housing and Urban Development The Section 8 Project Based Voucher (PBV) Program allows housing authorities that administer a tenant-based program to assign up to 20 percent of the housing authority s vouchers to specific units. The Administrative Plan for the Olmsted County HRA Housing Choice Voucher Program states that the HRA will allow for the conversion of 30 tenant based vouchers for project based assistance. Further, the Administrative Plan allows the HRA to accept proposals by directly contacting specific owners which have already been selected for Federal, state or local housing assistance based on previously held competition, and inform them of the available PBV assistance. Minnesota Housing in its 2014 Multi-Family Housing Funding Request for Proposals evaluated and awarded funding including Low Income Housing Tax Credits to Rochester Youth and Families LLLP for development of Gage East Apartments. The state s competition and award of funding qualified the development to submit a proposal to the HRA for PBV assistance. The Rochester Youth and Families LLLP proposal seeks 30 Project Based Vouchers for Gage East Apartments. Developed by Center City Housing Corp., Gage East Apartments is a 55 unit new construction development located in northwest Rochester. The development includes 25 efficiency apartments for homeless youth and 30 two bedroom apartments for homeless families with children along with a 24 hour front desk and supportive services. PBV assistance is being requested for the 30 units that will serve homeless families with children. RESOLUTION: Approve the Award of 30 Project Based Vouchers to Rochester Youth & Families LLLP for Gage East Apartments and Authorize the Execution of Necessary Documents WHEREAS, the Olmsted County Housing and Redevelopment Authority administers the Federal Housing Choice Voucher Program which includes Project Based Voucher assistance; and WHEREAS, the Project Based Voucher program allows a Public Housing Authority to take up to 20 percent of its voucher program budget authority and attach the funding to specific units rather than using it for tenant based assistance. The Olmsted County Housing and Redevelopment Authority s Housing Choice Voucher Administrative Plan allows for the conversion of 30 tenant based vouchers to project based assistance; and. WHEREAS, the HRA received a proposal request for 30 Project Based Vouchers for Gage East Apartments, in accordance with the Authority s Administrative Plan, section 17-II.B; and

12 Page 12 of 14 WHEREAS, through a previously held competitive process, Rochester Youth and Families LLLP was awarded funding from Minnesota Housing for the development of Gage East Apartments and therefore qualifies for non-competitive selection; and WHEREAS, Center City Housing, as developer of Gage East Apartments, intends to construct 55 units of permanent supportive housing for homeless youth and homeless families with children. NOW, THEREFORE BE IT RESOLVED by the Olmsted County Housing and Redevelopment Authority Board of Commissioners that: 1. The proposal submitted by Rochester Youth & Families LLLP for Gage East Apartments, requesting 30 units of Project Based Voucher assistance, is hereby approved, subject to U.S. Department of Housing and Urban Development regulations and subject to the availability of adequate federal funding for Housing Choice Vouchers; and 2. HRA staff is hereby authorized to execute all necessary agreements, contracts, budgets and other documents that may be necessary to comply with U.S. Department of Housing and Urban Development regulations and guidelines for the Project Based Voucher Assistance Program. HOUSING DIRECTOR S COMMENTS: Approve as requested. 2. OCHRA Presentation by Frank Alexander of Boulder County Housing and Human Services Cheryl Informational: no action needed Frank Alexander, Director of Boulder County Housing and Human Services will attend the Olmsted County Housing and Redevelopment Authority Board of Commissioners meeting to share his experience with integrating housing and human services in Boulder County, Colorado. Frank has been the director of the Boulder County Department of Housing and Human Services since January 2009, overseeing the merger of the former Housing and Social Services Departments into a fully integrated human services agency. He has led a comprehensive system redesign process for Boulder County s housing and human services system, which has included forging strong local and state partnerships, promoting cross-disciplinary systems integration, and developing award-winning and creative housing and human services programs. He is also director of the Boulder County Housing Authority and is a past president of the Colorado Human Services Directors Association. HOUSING DIRECTOR S COMMENTS: Informational item, no action required.

13 Page 13 of 14 V. UNFINISHED BUSINESS None. VI. COMMUNICATIONS 1. Director s Update. See Attachment A. 2. Flood Homes th St NW Floor. Homes of Harmony continues to cooperate with addressing matters pertaining to the floors. The plan is to install a new floor product that is similar to the one currently being installed in other HRA properties and has history of performing well in structures like 504. The agency will likely share a pro-rated portion of the cost. 3. Flood Homes POTH Rental Rehab. Since 2013, the agency has been pursuing funding through the MN Housing Finance Agency program. The SE MN Multi-County HRA (SEMMCHRA) administers the program for this region. Two properties have been approved by SEMMCHRA and are being considered by MN Housing. It is expected that funds will be available in 2015 with the existing arrangement and the OCHRA may be requested to consider applying directly to MN Housing for funding available in Low Income Public Housing PHAS. The U. S. Department of Housing & Urban Development (HUD) annually assesses an agency s performance in the Low Income Public Housing (LIPH) program by the Public Housing Assessment System (PHAS). Time permitting, information about the assessments will be shared via a PowerPoint presentation. 5. OCHRA Billing Abstracts. Reports, such as the billing abstracts, will be provided to Secretary/Treasurer for review for the March meeting as Commissioner Youmans was unable to attend the February meeting. The report format has changed because of the new software/accounting system. 6. OCHRA HUD Financial Review. HUD has scheduled a Financial Management Review from March 17 to March 19, 2015 with an entrance conference beginning at 9:00 a.m. Tuesday, March 17, The primary purpose of the review is to validate the Restricted Net Position (RNP), Unrestricted Net Position (UNP), cash and investments to back the RNP and UNP and current administrative expenses. 7. Voucher SEMAP. The U. S. Department of Housing & Urban Development (HUD) annually assesses an agency s performance in the Housing Choice Voucher (FKA Section 8) program by the Section Eight Management Assessment Program (SEMAP). If time permits, information about the assessments will be shared via a PowerPoint presentation.

15 Attachment A DIRECTOR S UPDATE Olmsted County Housing and Redevelopment Authority (HRA) TO: FROM: HRA Board of Commissioners Cheryl Jacobson, Director DATE: March 5, 2015 SUBJECT: Monthly Update Olmsted County Board of Commissioners Committee of the Whole Meeting Recap Greater Minnesota Housing Fund and I presented at the February 17 Committee of Whole meeting on general housing needs and to begin the conversation around requesting approval for an HRA levy. The conversation generally went well with the Board of Commissioners acknowledging the need for additional affordable housing. Staff from County Administration, Finance, Property Records, the County Attorney s office and HRA are researching various ideas and questions raised by the Board including funding sources outside of an HRA levy. In addition to the Committee of the Whole meeting, Paul Fleissner, JoAnn Stormer, Commissioner Podulke and I were panelists at the Post Bulletin Dialogue on an HRA Levy held on February 23. Many in attendance were supportive of additional affordable housing and shared their challenges with finding housing within the county. For your calendars it is anticipated that the HRA Levy request will be considered by the Olmsted County Board of Commissioners at the April 28 County Board meeting. Minnesota Housing Awards Public Housing Improvement Funding Minnesota Housing approved funding awards as part of the record level of support for affordable housing approved by the Legislature and Governor Dayton in the 2014 bonding bill. Nearly $18 million was awarded to support safety and energy efficiency improvements in more than 2,400 public housing units throughout the State. The funding allows 35 public housing developments 9 in the metro area and 26 in Greater Minnesota to replace original windows, boilers, elevators and other critical infrastructure items that have fallen into disrepair. Minnesota Housing received requests totaling more than $54 million, three times the available funding, for 79 developments. These awards will fund 35 developments with a total of 2,438 units. A summary is attached. MN NAHRO Day at the Capitol and MN NAHRO Spring Conference MN NAHRO s Day at the Capitol will be held on Thursday, March 26 at the League of MN Cities offices. The agenda for the day allows for attendees to meet with local legislators. Please let me know if you are interested in attending, so that meet and greet meetings can be arranged and materials can be pulled together.
