5 Welcome by the Academy s Director Fair decision can only be written by professionally prepared and well educated judge or a prosecutor. Quality of a fair decision goes hand in hand with the quality of knowledge, as well as character traits of the person responsible for the decision. After ten years of its existence, the Judicial Academy of the Slovak Republic has gained sufficient experience that is used to enhance the quality of methods and forms of life-long training of judges, prosecutors and other target groups, on the one hand, and to improve conceptual solutions for a preparatory training for future candidate judges and prosecutors, on the other hand. I am convinced that the existence of the institute of judiciary candidates will be restored in the near future, thus we will be fully able to prepare candidates in a systematic and conceptual manner. Based on that, training provided by the Academy would take the lead as enriching and promising tool in preparing of progressive, highly motivated and both professionally and linguistically skilled judges and prosecutors. These objectives go beyond borders with the national institutional cooperation of states, as they expand to supra-national cooperation stemming from the founding treaties of the EU and the EU legislation itself. This means a mutual exchange of experience with the aim of more efficient and visible progress in creating the area of freedom, security and justice. As it was already mentioned by the European Commission, the cardial shift towards a more efficient judicial cooperation leads through judicial training. Slovak Republic lacked the tradition of a life-long learning system in legal professions. Since 2004 the concept of a long-term strategy and sustainable educational goals of the Judicial Academy are being implemented for all target groups. Crucial factor that every judge must respect among other things is a duty to educate himself, particularly with the help of the Judicial Academy. Set number of training activities must be followed by the judges, in order to get promoted. This means an opportunity for the Academy directly influence promotion of judges. In relation to the Hague Program, the judicial training might be of a challenge for the Academy in the near future. I believe that a key role lies in the framework program called Fundamental rights and justice, which is laying down the long-term strategy for stronger position of specialized institutions focusing on life-long and initial training of judges, prosecutors and other legal professions in the EU. Therefore, supporting this idea all important stakeholders participating on the educational process, including the support from national governments should get mobilized. I am pleased to say that 2013 was one of the most beneficial years in the development and strengthening of international and European cooperation, namely the cooperation with respective V4 countries and with European Academy of Law in Trier. In this place needs to be mentioned another activity of the Academy with the cooperation of the Ministry of Foreign Affairs of the Slovak Republic, where training activities took place for the representatives from countries of western Balkan and People s Republic of China. Special attention should go to the implementation of two common training activities with V4 countries named Development and Cooperation of the respective Judicial Academies of Visegrad area and a project financed by the European Commission Judiciary and Protection of Victims. Our institution focused, inter alia, on widening its publication activities. In 2013 two textbooks were published in a print and electronic version. First named Courts ingerence in private law agreements: Ingerence of courts in the contracting process and the second Reform of private law in Slovak Republic and Czech Republic. Bearing in mind, that quality and equitable decision making of courts and prosecutions still remains the main element in the rule of law system. Therefore the Academy must focus all its efforts to make these decisions come true by professionally prepared and well educated judges or prosecutors. To conclude, after ten years of its existence, the Judicial Academy of the Slovak Republic has gained a stable position within the judiciary, as well as in the eyes of the general public, therefore gained natural authority in the field of education and scientific activities in Slovakia. 6 Training of target groups In 2013 the Academy conducted training in accordance with the approved study plan based on training content for judges approved by the Judicial Council of the Slovak Republic and on training content for prosecutors defined by the Prosecutor General of the Slovak Republic. Just like in previous years, in drawing up of the 2013 study plan, the Academy addressed relevant entities, all judicial authorities and evaluated anonymous questionnaires of training participants. A total of 85 events were held in 2013 with the participation of 3,303 people from the target groups. A total of 36 regional events with participation of 1,310 participants were held in Also in 2013, Departments of law were under the management of: Department of public law: Mgr. Training activities in Košice were extended to events held in the premises of Faculty of Law at Pavol Jozef Šafárik University in Košice. 4
7 The Department of private law, preparatory training and social sciences covers the broadest scope of law fields. In selecting training events for the draft study plan and in structuring the seminars, emphasis was laid on providing information about the current case law in a given field of law and on practical analysis of case studies. In 2013, several training events of the Department aimed at judges and prosecutors had to be repeated throughout the year due to high interest of the target group and facility limitations. With the aim to enhance the quality of lifelong education and preparatory training, new external lecturers of the Academy were contracted by all three Departments. As of December 2013, a total of 106 external pedagogues worked for the Academy, of which 39 experts were at the Department of Private Law, 43 at the Department of Public Law and 24 at the Department of European Law. The Department of private law, preparatory training and social sciences held preparatory training for candidate prosecutors and higher court officials also in 2013, in order to prepare them for the expert judicial exam. According to the approved study plan, six 4-day training events were held at the Academy s detached branch in Omšemie with focus on successful completion of written and oral part of the expert judicial exam. Since the currently applicable legislation does not favor the position of candidates, the Academy does not plan to include preparatory training in its 2014 study plan. However, the Academy will continue to organize the highly popular pre-exam study events that provide tangible practical preparation for those who intend to take the expert judicial exam. The Academy s management is considering use of e-learning for this purpose. 8 In 2013, the Department kept training continuity with the study plan, as well as in terms of all target groups. The Academy successfully launched in 2013 a training sessions for court secretaries, unlike in previous year. Each of three regional seminars welcomed approximately 100 participants, while these seminars, due to high interest of the participants became a very protracted debates. Some seminar topics, due to high demand were reinserted in the study, concerning the fact, that the participants were provided an extended version of already presented topics by the lecturers. Topics involving adversarial process, European arrest warrant, sentences, detention, seizure and confiscation,..). Unlike in previous years, the Academy fulfilled it s commitment to organize all planned seminars without any obstacles. Overall, the Department held 23 seminars in 2013, of which 13 were twoday seminars (held in the detached branch in Omšenie) and 10 were one-day seminars ( in Pezinok, Banská Bystrica and Košice). As far as the target groups are concerned, 14 seminars were aimed at the primary and secondary target groups (judges, prosecutors, junior judges and prosecutors, higher court officials, candidate judges and prosecutors). Two seminars were targeted at probation and mediation officers. More attention needs to be paid to the training of court officials in the near future, which is a commitment for the next year. We are pleased that the number of lecturers at the Department became stable more recently and even more happy that their numbers are growing. Next to permanent external pedagogues we managed to find new qualified lecturers from among judges, prosecutors and other professionals. We also deepened our cooperation with lecturers from the Czech Republic and with the Czech Judicial Academy. The seminars were held as a combination of classical lectures followed by case studies and/or application practice, after previous agreement with the lecturer. This trend had proved to be very popular among participants and became an indicator for next possible participation. Since the lack of case studies presented during the seminars results in a proportional decrease in participation. Workshops focused on problem solving are higher level of this type of training. These workshops were targeted especially at junior judges and prosecutors. Socio-psychological training was applied in the target group of probation and mediation officers. The study plan comprised also a mediation in criminal matters, it should be noted that this lecture was given for the very first time in this discipline and we are pleased to introduce it. 9 In 2013, the Department of international and European law and of foreign languages continued to organize expert events aimed at application practice and case studies especially in the field of European Union law. Content of seminars was mainly oriented on practical analysis of the case law and current judicial decisions with the aim of exchange of experiance between particular participants and courts. Highly topical and popular is the issue of information technologies. Systematic training in this area was initiated by the Department in cooperation with the publishing house of C.H.BECK. These events took form of six 1-day regional training seminars. Overall, the Department held a total of 21 seminars in 2013, of which 7 were 2-day seminars, 7 were 3- day seminars and 7 were one-day regional seminars. Systematic training in foreign languages continued in 2013 due to a high demand of the target audience. The tradition of 3-day language courses for permanent closed groups continued in English, German and French. 10 Expert judicial exam Just like in previous years, also in 2013 the Judicial Academy of the Slovak Republic planned and held two sessions of the expert judicial exam. The first spring session was held on 12 March 2013 for the written exam and on March 2013 for the oral exam. The second fall session was held on 15 October 2013 for the written exam and on October 2013 for the oral exam. Currently the Judicial Academy of the Slovak Republic operates with a total of 5 examination committees and 14 substitutes. In accordance with the approved 2013 study plan as well as the Academy s Education Concept, the Department of private law organized preparatory sessions before the expert judicial exam. A total of six 4-day preparatory sessions for the exam were held at the Academy s detached branch in Omšenie that focused on successful passing of the written and oral exam. 11 International cooperation and projects In 2013 the Judicial Academy of the Slovak Republic continued an active cross-borded cooperation with its partner organizations and extended its activities on an international field. The abovementioned was reflected in new possibilities of further partnership with long-term strategic partners at regional level among V4 countries, as well as with the european partners as EJTN and/or ERA. Cooperation development among V4 countries Newly elected Director of the Hungarian Judicial Academy called for a meeting of directors and deputy directors of V4 Academies. This meeting took place on April 2013 in the premises of Hungarian Judicial Academy, Budapest. An important conclusion was made on a mutual agreement on the coordination of project activities during The Judicial Academy of the Slovak Republic was appointed as a delegated leader in the project area. As a result, Judicial Academy of the Slovak Republic prepared in 2013 few projects with an objective of gaining financial resources aimed at realization of training activities in the V4 area. By the decision of the European Commission from 12 November 2013 financial grants were awarded for chosen 47 institutions within EU out of total 147 requests. Successful project of the Judicial Academy of the Slovak Republic placed on 12 th position in the ranking. Based on this project named, Justice and protection of victims Judicial Academy of the Slovak Republic together with Academies from Czech Republic, Hungary and Poland will organize 8 educational training events in English language, with international participation of judges, prosecutors and complementary target groups from aforementioned countries. Another successful project was submitted by the Judicial Academy of the Slovak Republic to the Visegrad Fund. As a result, in 2014 an international conference will take place within V4 on Development and Cooperation of the respective Judicial Academies of Visegrad area, this will be funded from the allocated resources of a Visegrad Fund. Development of cooperation with the European Judicial Training Network (EJTN) Important stepping-stone in functioning of the EJTN were the elections for a next Secretary General held on the second day of the Assembly. The 2013 EJTN General Assembly, held in Dublin 6-7 June elected Wojciech Postulski, Head of the International Cooperation Department, National School of Judiciary and Public Prosecution in Lublin, Poland. First time in the history of functioning EJTN a representative from the ten new countries acceded to the European Union was being elected. During the meeting of Criminal sub-group in Brussels on 4 April 2013, the Judicial Academy of the Slovak Republic presented strong interest to participate on common activities organized by the EJTN. As a result, Judicial Academy of the Slovak Republic joined an invitation to organize training events in the program area - Criminal Justice I., by organizing a training seminar in Omšenie for participants from the Netherlands, Spain and Slovakia on November The seminar will be held as a practical workshop with the topic of European arrest warrant and Mutual Cooperation in Criminal Matters. EJTN is currently opening 10 different programmes for it s participants. Based on this projects and programmes an international training activities can be promoted, as well as an opportunity will be opened for slovak participants to travel abroad, thus gain new experiences. The Judicial Academy of the Slovak Republic participated recently in two of them, particularly in the THEMIS Competition and The Exchange Programme for Judicial Authorities. In 2013 the Judicial Academy of the Slovak Republic sent its participants together with nominated members of the evaluation committee for the section of human rights at the Office of the Representative of the Slovak Republic before European Court of Human Rights. 9
12 In 2013 a regional ERASMUS-type pilot project of EJTN continued in a form of 4 common seminars in English language for V4 countries and Germany. First took place in Prague on March 2013, following in Berlin on June 2013, in Omšenie on September 2013, and finally in Budapest on 4-8 November Approximately 10 slovak participants joined respective seminars. As part of the Exchange programe in 2013 the Judicial Academy of the Slovak republic welcomed all together 6 participants for two-weeks exchange, namely - Mrs.Patricia Gras Saquet, prosecutor, Spain; - Mrs. Marie-Isabelle Clerton, judge, France; - Mrs. Mihailu Bunaiasu, judge, Romania; - Mr. Indreka Nummert, judge, Estonia; - Mrs. Siyku Zlatanova and Mrs. Mariyu Gyorgova, judges, Bulgaria. Meanwhile, the Judicial Academy of the Slovak Republic sent out 6 judges and prosecutors from Slovakia for a two-weeks exchange. First time in the history 2013 was a year when the Academy took part in EJTN programe Training the trainers. Mrs. JUDr. Marica Pirošíková, external member of the pedagogical staff represented Slovakia at seminar on human rights in Strassbourg. Seminar on language training in Krakow was attended by Mrs. Denisa Pertiláková, M.A., Lic Dip.,TEFLA, one of our favourite lecturers. Mrs. Petriláková was nominated as a lector for the programe Linguistics and registered at the EJTN database. The Judicial Academy of the Slovak Republic actively participated in the EJTN Linguistics programe for the very first time. Based on the negotiations of the EJTN s Linguistics Sub- Working Group in Riga, the Judicial Academy of the Slovak Republic will be given possibility to send 6 participants to Zagreb, Madrid, Barcelona and Florence for an expert language seminars. Development of cooperation between the Judicial Academy of the Slovak Republic and the ERA The Director of the Judicial Academy of the Slovak Republic took part in a meeting of the ERA s Board of Supervisors on 8 June 2013, the meeting focused on funding from the side of the European Commission in future. The cooperation between ERA and V4 countries in 2013 contributed to organising 3 expert seminars by the Judicial Academy of the Slovak Republic. One of the seminars named European Family Law was held in Omšenie on April 2013, another seminar on Simplified procedures in the EU held in Kroměříž (Czech Republic) on October 2013 and the last one Disputes in Civil Law on November 2013 in Krakow. The role of the Judicial Academy of the Slovak Republic was to send 10 participants, moreover lectors too, thus to actively participate in giving lectures in English. Project is supposed to continue also in 2014 with the same scenario. In addition to the respective project, the Judicial Academy of the Slovak Republic sent 4 participants to the seminars organized in 2013 by the ERA, Trier. The Judicial Academy of the Slovak Republic sent in total 30 participants to other seminars organized by ERA. 10
13 Training activities of target groups abroad During 2013 the Judicial Academy of the Slovak Republic focused on sending participants from Slovakia to foreign training activities, in particular 81 participants to counties like Czech Republic (Kroměříž, Praha), France (Štrasburg, Lyon), Greece (Thessaloniki), Luxemburg (Luxemburg), Hungary (Budapest), Germany (Munich, Berlin, Trier), Poland (Krakow), Portugal (Lisbon), Austria (Vienna), Slovenia (Ljubljana), Spain (Alicante, Barcelona, Murcia), Italy (Florencia), Turkey (Antalya). Establishing further international cooperation In 2013 the Judicial Academy of the Slovak Republic received two delegations from Montenegro. The first guest visit in June focused on the introduction into the judicial training system of Slovak Republic. Given the fact, that the EJTN General Assembly held on 6th-7th June 2013 has selected the National Training Centre of Montenegro for an Observer to EJTN, the Director JUDr. Peter Hulla proposed closer cooperation between the Academy and the National Training Centre of Montenegro. On this occasion the Judicial Academy of the Slovak Republic hosted a director of the National Training Centre of Montenegro, together with her colleague at the training session funded by the EJTN. Organizational part was under the auspices of the Judicial Academy of the Slovak Republic. Particiapants of the session came from the V4 countries. During this session a framework agreement on international cooperation was signed, in the presence of newly ellected Secretary General of the EJTN, Wojciech Postulski and the Chairman of the Board of the Judicial Academy of the Slovak Republic, JUDr. Pavol Toman. By the end of August the Judicial Academy of the Slovak Republic welcomed delegation of 10 judges from the Supreme Court of the People's Republic of China in the detached branch of Omšenie. They participated in a 4-day lecture sessions with the aim of getting more information about the mutual cooperation of EU member states, as well as the current recodification tendencies in Slovak Republic. The Academy held on November 2013 a successful study tour for a delegation of 12 representatives from Republic of Moldova. In the detached branch of Omšenie an expert lectures were held on topics: -The support and rehabilitation services offered to victims of crimes in Slovakia, The mediation in Slovakia, Role of expert-witness in Slovakia and Training the judiciary. The program followed by free-time activities organized in Pezinok and Bratislava. The Judicial Academy of the Slovak Republic in 2013 organized common project with French National School for the Judiciary (ENM) on topic Justice responses to crimes committed by juveniles nomadic minorities. Within this project a study visit of representatives from France, Italy, Spain and Romania was organized together with slovak members of a team. The team took part in expert negotiations behind a round table at the General Prosecution of the Slovak Republic, Presidium of the Police Force of Slovak Republic, Institute of convicted juveniles in Sučany, District Public Prosecution in Žilina, Regional Court in Bratislava, Office of the Representative of the Slovak Government for Roma Communities and Milan Šimečka Foundation at Slovak Academy of sciences, together with the presence of social curators working with respective groups. Project will continue with the visits of participating countries in News at the web-portal ja-sr.sk in the area of the international cooperation The Judicial Academy of the Slovak Republic introduced a new web item Foreign, where participants of the target groups can subscribe for the seminars offered abroad in In 2013 trial version of subscribtion for this year seminars was launched. For the purpose of increasing number of foreign training activities the Board of the Judicial Academy approved a new version of Principles of the selection procedure of the participants, which entered into force on 17 November The Judicial Academy of the Slovak Republic created on its web page a new item for target groups, called Online training. for the purpose of free downloading of videoseminars from other judicial academies in the EU, for participating in online courses, or e-learning platforms of partner organsations. This item is a subject to change due to gradual expand of links of online brochures and documents comprising the international problematics in the area of European Law. 11
14 Implementation of APVV project The Judicial Academy had its project APVV entitled Courts ingerence in private law agreements approved by the Research and Development Agency, thanks to which the Judicial Academy of the Slovak Republic is implementing this scientific research project from 1 July 2012 until 31 December As in 2012, there are 8 members on the project team. The project s goal is to develop an interaction base between courts and legal science in the field discussed by the project and to apply experience from professional cooperation. One of the project s objectives is to identify gaps in the current legislation and legal practice in this field and to propose solutions. The project team shall conduct a research of whether it is possible to apply foreign doctrines in the current Slovak law, and/or whether Slovak case law and legislation is sufficient and whether its development (in the context of the proposed re-codification) converges with the tendencies in the European legal space (in the context of efforts to adopt the European Civil Code). Next to the overall goal, the project team set a partial objective, namely to create an access database of judicial decisions in a structured form. The existing infrastructure and communication network of the project team s organization shall be used for this purpose to provide a basic tool not only for judges of general courts. At this stage infrastructure was supposed to be ready for the database of court decisions that will be added gradually over the course of the project. Pursuant to the project, during the second stage of the project ( ) entitled Ingerence of courts in the contracting process, the project team shall focus on interference in the contracting process. Effects of the new European law (draft European purchasing law) and interaction between contractual and delictual in contracting failures (culpa in contrahendo) shall be reviewed. Special attention shall be paid to the specificities of contracting in consumer and commercial law. Project s Professional summary of the scientific research in 2013 was mainly the planned conference Courts ingerence in private law agreements: Ingerence of courts in the contracting process held on 12 November 2013 at the detached branch in Omšenie. The output of the conference, a professional publication with the same title is accessible to the general legal profession at the web-page: In accordance with the project, during the initial stage of the project Preparatory stage ( ) the project team focused on obtaining and reviewing domestic and foreign legal documents, on sufficient institutional preparation to conduct training events and conferences as a part of the project. 12
15 Budgetary compliance Revenues The binding revenues indicator in the category 200 Nontaxable revenues was adjusted to ,00 in accordance with the 2013 approved state budget. The revenues over the monitored period include sales from the buffet, room and board income from relaxation services and education not classified in the other categories. The total revenues over the monitored period (up to 31 December 2013) in item 111 amounted to 25, 650, 79, which is a 101,92 % compliance. On the basis of the Funding Agreemenr APVV for 2013, a project budget of 51, was approved. Revenues in item 14 amounted to the same amount, i.e %. Due to this reason, the overall 2013 revenues were 76,770,79, which is 305,03% compliance. In 2012, the Judicial Academy had budgeted revenues of 26,068,00 and spending as of 31 December 2012 amounted to 21, Despite of the budget cuts in 2013 in category 630 Goods and Services amounting to 48,905,00 of which is directly dependent the fulfillment of each sub-category in category of revenues is the total spending in comparation with 2012 amounting higher as of 3, approved compliance 21858, ,79 Expenditures The originally budgeted 2013 expenditures amounted to 602, On the basis of a budgetary amendments in 2013, expenditure were increased to 734,555,00. Actual spending in item 111 was 735, 534,78, which is 99,99%. Spending in item 14 was 51,120,00, which is %. In comparation with previous year, where total spending in item was 701,558.79, in 2013 total spending decreased by 15,973.79, i.e. 685, Actual spending on expenditures in 2013 was 49, and in 2012 about 3, In 2013 the amount increased by 46, approved modified category 610 category 620 category 630 category 640 Category 610 Personnel Remuneration The 2013 budgeted amount for this category was 238, With a subsequent budgetary amendment it was increased on 250, A total of 250, was spent on remuneration, extras and reimbursements in 2013, which is % compliance. Total spending as of 31 December 2013 amounted to 239,031.00, which is a 99,97 % compliance. In comparation with 2012, the total spending in 2013 budget was higher as of 11, The increase compared to the previous year was due to a higher number of training events compared to the previous year, especially in the detached branch of the Judicial Academy of the Slovak Republic in Omšenie and requested staff presence also during the holiday and weekends, what caused increase in extras. The budget covered also employee anniversaries, these amounted to 2, together with paying practices pursuant to the law. In relation to increase of the requirements of target groups demanding certain level of quality of training sessions, as well as requirements regarding to their professional qualification led to new vacancies. Vacancies were filled by employees of higher education of 2nd instance, accordingly they were classified regarding to salary scale pursuant to Act No. 553/2003 Coll. on remuneration of performance of work in the public sector. Until February 2013 the number of posts filled was in long-term perspective between As of 31 December 2013 the number of filled posts was 29. Category 620 Social Contributions The approved 2013 budget for this category was 88, With the budgetary amendment it was increased on 106, The total spending in Category 620 as of 31 December 2013 amounting to 106, was used to cover insurance fees and social contributions deducted from employees salaries, paid by the employer including also social contributions for lecturers and speakers at seminars in accordance with the approved 2013 study plan 13 There was a 100% budgetary compliance in this category. The total spending as of 31 December 2012 was amounting to 87,065.16, what makes 100%.
16 The originally budgeted 2013 expenditures amounted higher, pursuant to the Act. no. 252/2012 Coll. on the Amendment of the Act no. 461/2003 Coll. on social insurance and Act. no.185/2012 on the Amendment of the Act. no. 580/2004 Coll. on health insurance and amending and supplementing the Act. no. 95/2002 Coll. on insurance industry and and on amendment and supplement to certain acts, in both cases since 1 January 2013 due to increased expenses in Category 620 social contributions in accordance with the approved 2013 study plan stemming from part time labor contracts. These labor contracts are concluded for the purpose of a part time lecturing of external pedagogues and members of the pedagogical staff of the Judicial Academy of the Slovak Republic. Category Goods and Services The originally approved 2013 burget for this category was 264, With the budgetary amendment, the budget was increased by 312, Thanks to this increase we were able to circumvent decrease of funding for utilities in this Category at about 48, Thus we were able to organize all planned training events in accordance with the approved 2013 study plan and to pay all utility invoices pursuant to our request. Total spending as of 31 December 2013 amounted to 331,843.59, which is a 100% compliance. Item 631: (domestic and foreign) travel reimbursements Total spending for 2013 domestic and foreign travels of Academy s employees amounted to 3, Funds were spent on employees travel expenses (1, for domestic travel and 2, for foreign travel). Domestic business trips involved prodominantly partaking in regional training events. Foreign business trips involved cross-border cooperation of the Judicial Academy of the Slovak Republic with its partnet organizations in the field of education, science and research. Item 633: Materials The originally approved budget of 42, was increased during 2013 to 74,835.03, which is a total decrease compared to the previous year by The highest spending in this item included cost item no of 13,520.24, which is an increase compared to the previous year by and cost item no of 37,634.52, which is a decrease compared to 2012 by 4, There was a cost decrease in the sub-item due to the decreasing number of training events in comparation with 2012, caused by funding cuts for 2013 in the abovementioned item. These events were substituted by training seminars organized for foreign partnets and by sessions of other institutions ( as courts, the Slovak Association of Judges, ect...) Item 634: travel expenses In 2013, the originally allocated budget for travel expenses was 29, Total expenses compared to the previous year increased by 11, There was an increased spending in the sub-item by 2,565.31, in the sub-item by 5, Increased spending for fluel, fluel cards, motorway stickers and toll relate to savings in the category of regional business trips fpr training of the target group. Increased repair and maintenance expenses relate to tear and wear of the Academy s car fleet. Item 635: routine and standard maintenance The approved 2013 budget was 17, Compared to 2012, spending in this item decreased by 1, The highest spending is in the sub-item amounting to 16,068.88, which despite the overall savings is an increase of 5, compared to the previous year. Equipment inspection and maintenance is necessary due to OHS of staff and participants of training events conducted at the Judicial Academy of the Slovak Republic. Item 632: utilities and telecom expenses The budgeted amount of 96, during Total expenses compared to the previous year decreased and created a saving of 20, In the single sub-items the spending was as follows: sub-item : energies ,27 (increase by 4 102,59 ), water 6, (increase by 387,66 ), post and telecom services 10, (decrease by 119,88 ), telecom infrastructure 2, (decrease by 8, Soitron, a.s..), i.e. the decrease compared to the previous year was due to assumption of liability by the Ministry of Justice of the Slovak Republic in the sub-item for payment of the data services to the company Soitron. 14 Item 636: Lease The approved 2013 budget amounting to , which was decreased by in comparation with the previous year Due to fact that in 2012 a capital expenditure was allocated in 2012 for the purchase of a copy machine, there is no need for the lease. The lease of a copy machine was used for the purpose of preparing the expert judicial exam.
17 In case of an expenditure on the budget is land lease in Omšenie, based on the encumbrance agreement stipulated with the state enterprise LESY SR (FORESTS of the Slovak Republic) yet before the Judicial Academy s detached branch started its operation in Omšenie. Item 637: Services The originally approved budget of 90, was decreased compared to 2012 by 26, This related to a lower number of training events in 2013, especially in the detached branch of Omšenie. This fact led to a lower number of lecturers and need for remuneration for their work and preparation of study materials for the training events planned in 2013, lower number of training participants and resulting higher operating cost (laundry); there has been a decrease by 9, Category 640: Current Transfers: The approved 2013 budget on the basis of our request expenditures were increased to 15, Spending in 2013 included a payment of a membership fee to EJTN(European Judicial Training Network) for the upcoming year 2014 at the amount of 7, and special membership fee to ERA (Academy of European Law in Trier) at the amount of 3, The remaining amount was used to pay sickness leave for the Academy s staff and severance grant to three members of the Academy s staff. Category 700: Capital expenditures: No capital expenditures were approved in the original 2013 budget of the Judicial Academy of the Slovak Republic. On the basis of our request an amount of 49, was allocated for the purchase of a copy machine amounting to 3,300.00, purchase and instalation of shelter over the main entrance at the Academy s premises in Pezinok amounting to 1,308.00, for repair of the wiring in the classroom at the detached branch of Omšemie amounting to 11, and purchase of a new motor vehicle amounting to 34, Actual spending in this category was 49,949.78, which is 99,96% in compliance with the budget Capital expenditures Capital expenditures 15
18 Services provided at a detached branch of the Judicial Academy in Omšenie: Next to room and board services pursuant to Section 3(8) of Act no. 548/2003 Coll. On the Judicial Academy and on the Amendment of Certain Acts, the Judicial Academy of the Slovak Republic provides also relaxation services in its detached branch in Omšenie. The scope and price is laid down in the Instructions of the Ministry forjustice of the Slovak Republic no. 11/2012 and no /2012/ on the terms and conditions of provision of room and board, other services and preventive rehabilitation of judges of 29 March 2012 with effectiveness as of 1 April Next to the target group pursuant to Section 3(1, 2) of the Act on the Judicial Academy no. 548/2003 Coll. and on the Amendment of Certain Acts that comprises training participants, the services are provided also to Academy staff, recreationists and employees of the Training Institute of the Slovak Ministry for Justice.
