INTRODUCTION The County of Riverside Transportation Department is seeking technical proposals from qualified professional engineering and environmental firms to prepare a Project Study Report-Project Development Support document for the Ethanac Road, State Route 74 and Nichols Road Corridor Project. The Ethanac/Highway 74 Corridor is a critically important intra-county route. It connects the Cities of Hemet, San Jacinto, Menifee, Perris and Lake Elsinore, and the unincorporated communities of Winchester, Homeland, Romoland, Goodhope, Meadowbrook, and Warm Springs. The Ethanac/Highway 74 Corridor and the Cajalco/Ramona Expressway are planned to function as the primary east-west, nonfreeway arterial routes that are centrally located to serve all of Western Riverside County. The County and the Cities of Lake Elsinore, Menifee, and Perris desire to pursue a cooperative planning process to connect Ethanac Road as a direct route between Antelope Road in Romoland and Highway 74 in Meadowbrook, and to establish a new connection from Highway 74 near Warm Springs to the Nichols Road interchange at These new connections would save about 5 miles of circuitous detours as traffic now heads north on 1-215, then back south again through Perris, and continues on Highway 74 into Lake Elsinore, through heavily-traveled, developed areas with numerous driveways and access points that are not conducive to the efficient movement of regional traffic. The extension of Ethanac as a direct route would require building about a two-mile "missing link" from where the road terminates at the east bank of the San Jacinto River westerly to connect to SR 74 in Meadowbrook. It would include a bridge crossing over the San Jacinto River and Goodhope Wash and a railroad grade separation at the easterly road connection by Case/Mathews Road. The Nichols connection through Warm Springs to Highway 74 would include building about 1.5 miles of new road. These improvements may be done in phases as funding becomes available. The County and the Cities of Lake Elsinore, Menifee and Perris wish to study the Ethanac Road/State Route 74/Nichols Corridor Routes. The corridor to be studied would include the two-mile missing link, bridge crossing, grade separation, and new road. The study will need to be a comprehensive corridor study that evaluates Ethanac Road/State Route 74/Nichols Road Corridor PSR-PDS RFP Page: 2

3 multimodal options including transit and active transportation concepts, as these mobility options are essential components of a comprehensive system. The services to be performed under this RFP are the environmental and engineering services necessary to prepare a Project Study Report-Project Development Support document in accordance with the California Department of Transportations (Caltrans) Project Development Procedures Manual. It is anticipated that construction of the project will be funded in part with federal funds. 4 Firms proposing in response to this RFP will need to demonstrate competence in preparing project initiation documents involving Caltrans District 8, FHWA and relevant regulatory agencies. Several regional and/or corridor studies have been prepared that either overlap or are in the vicinity of the propose improvements. The following studies have been completed by Riverside County Transportation Commission (RCTC) and may be used to assist prospective consultants prepare their responses to this RFP: Alternatives Development Report for Hemet to Corona/Lake Elsinore Corridor Cajalco-Ramona Corridor (Mid County Parkway) Project Study Report III. INQUIRIES All inquiries and responses to the Request for Proposals (RFP) should be submitted to: County of Riverside Transportation Department th Street Riverside, CA Attention: Scott Staley, Project Manager Phone Number: (951) The proposals must arrive at the County of Riverside Transportation Annex building located at th Street Riverside, CA office before 4:00 p.m. on the closing date listed to be considered for this project. IV. SUBMISSIONS Proposals must not be more than 20 single sided pages in length (not counting the cover letter, the front and back covers of the proposal, and dividers that contain no information) and shall include: 1. Name of Project Manager who is a Registered Civil Engineer in the State of California. 2. List of key personnel to be assigned to the Project and a resume of qualifications for each, including sub-consultants to be used. An organizational chart shall also be provided, including every person whose resume is submitted, and shall clearly show the function, which each person will be expected to fulfill. 3. List recently performed (dates required), relevant projects that indicate the past performances and abilities of the proposed team. Include a key client contact person with their current phone number. 4. A flow chart or gantt chart depicting project activities, requirements, sequence and timing (11 x17 sheets may be used for this purpose and will count as one page each). 5 Six (6) copies of the technical proposal shall be submitted for review by the committee. Prospective Professional Consulting Firms are encouraged to promptly notify the County of Riverside Transportation Department in writing, of any apparent major inconsistencies, problems or ambiguities in the Scope of Services. Selection Process V. GENERAL INFORMATION Consultants interested in being considered must submit proposals in compliance with this RFP. Based on evaluation of submitted proposals, a short list of top ranked/qualified consultants firms will be established. It is anticipated that representatives from the County of Riverside Transportation Department, Caltrans and the cities of Lake Elsinore, Menifee and Perris will conduct the evaluations. The short listed firms will be requested to provide an oral presentation and will be interviewed at that time. Upon completion of evaluation of the presentation/interviews, firms will be ranked and negotiations will be initiated with the first ranked firm. The shortlisted firms shall summit a fee proposal in a sealed envelope at the time of the interview. The fee proposal should follow the Excel Template/Sample for the Cost Proposals & Man-hour Analysis, which is an attachment to this RFP. The content of the technical proposal and the pertinent fee proposal of the firm selected for the Ethanac Road/State Route 74/Nichols Road Corridor Improvement Project will become an integral part of the contract for the project. If for any reason a contract cannot be negotiated with a selected firm, the next ranked consultant will be selected from the Consultant ranking list for negotiations. Selection Criteria Attention is directed to the Consultant Evaluation Rating Form to be used for this selection process. Proposals failing to demonstrate credible firm and key staff experience with the preparation of Project Study Reports or familiarity with Caltrans Project Development Procedures Manual shall be given no consideration. The basis for selection of prospective consultants shall include experience and availability of the project manager and other key personnel to be assigned; understanding of the work to be performed and proposed approach; demonstrated competence in technical services to be provided and familiarity with Caltrans Local Assistance procedures including Caltrans Project Development Procedures; and demonstrated competence in successful preparation of project initiation documents involving Caltrans District 8, FHWA and relevant regulatory agencies. Funding Initial funding of the project will be provided by TUMF CETAP and/or 2009 Measure A Western County New Corridor Program Funds. This document is posted on the County of Riverside Transportation Department Web site at the following address : Consultants wishing to propose in response to this RFP must obtain this document from our web site. Due to the fact that anyone can download the RFP and the County of Riverside Transportation Department has no method for tracking the distribution of this RPF, the County is requesting prospective consultants to their contact information to Scott Staley, Project Manager at [email protected]. Consultants planning to submit on this RFP are required to carefully review the attached Draft Engineering Services Agreement (Agreement) to understand all the terms and conditions. The terms and conditions of the Draft boiler plate Agreement is not negotiable, and shall not be altered. Any inquiries for clarification of the indemnification provisions shall be submitted to the attention of Scott Staley no later than the close of business on 02/16/16. County shall post the responses to the inquiries within one week of the said date on its web site. Consultants submitting a proposal shall be considered in agreement with the terms and conditions of the Draft boiler plate Agreement. County shall not engage in any further negotiations with the winning consultant except the negotiations for scope and fee. The County of Riverside Transportation Department will post any addendums to the RFP on the above referenced web site. The County of Riverside Transportation Department will also post any addendums prior to the Latest date for addendums identified in section I. EVENTS CALENDAR. All consultants are required to refer to the web site after the deadline for addendums to verify they have received all addendums issued for this RFP. Work Performed by County Personnel The County of Riverside Transportation Department reserves the right to perform any portion of this work with the County of Riverside Transportation Department forces, if resources are available. For the purpose of this proposal, the Consultant is required to assume that no County of Riverside Transportation Department staff will be available to perform any portion of the work described in this RFP.
