About 1,5 million inhabitants of the coastal towns in Northern and Southern-Holland Policy background: After the Dutch flood disaster of 1953, a plan had been developed to protect the coast against floods. This plan is called the Deltaplan. The number of inhabitants and the socioeconomic value of the coasts have been rising since. This trend will continue in the next hundred years. New threats to the coast will occur in the future. Climate change, a rise in sea level and a drop in the level of the land are such threats. These threats have made the provinces to start mapping the problems and solutions in order to secure our coasts, together with national, local governments, non-governmental organisations and the public. Important sectors in the project set-up:. Main aim: The aim of Visie Hollandse Kust is to answer the questions concerning coastal defence. Is the coast going to be threatened by the combined impacts of the rise in sea level and the drop in the level of the land? Shall the present coastal management plans be sufficient or are new measures to defend our coast needed? What are the advantages and disadvantages of the different possibilities/ solutions to defend our coast? Expected results: The first phase of the project concerns the aspects of coastal defence. At first it has to be clear what the coastal defence problems are in the long run before choices can be made how to arrange coastal defence solutions in the short term. The first visie hollandse kust2 Page 1
2 step, long term solutions for the coast as a whole, has been completed already. Step two has also been completed and focused on problems and solutions per coastal area ( ). The third step started this autumn and brought together the two different approaches in time and scale in order to develop integrated solutions. In Autumn this year, the first phase will be completed with a definition of an administrative point of view. In the second phase the results of the research on coastal defence possibilities will be linked to the development possibilities of Western Holland. At last, it has be clear which impacts the results will have, for the next fifty years, on water collection, house construction, recreation, nature and environment, transportation and agriculture. 2. Collaboration & integration Providers of the kustvisie are the Provincial Executives of Northern and Southern Holland. The decision-making takes place within a Steering committee, which exist of the provincial executives, representatives of national, regional and local governments. An administrative platform, which consists of participants of the joint consultative body (POK) of Northern and Southern Holland, is following the progress made in the project. A core group of representatives of both the provinces together with representatives of an external agency, are implementing the project. Supervision of the study Coastal Defence is offered by separate commissions of the States Water and Green of both provinces. The commissions of the States Spatial planning and the provincial planning commission are involved in the project as well. Objectives re collaboration & integration: Intensification of the collaboration between local and regional governments Regions (county, province) formally involved*: Provinces of Northern and Southern, Water board district Municipalities (towns) formally involved*: Texel, Den Helder, Zijpe, Bergen, Castricum, Heemskerk, Beverwijk, Velsen, Bloemendaal, Zandvoort, Noordwijk, Katwijk, Wassenaar, Den Haag, Monster, s Gravenzande, Rotterdam, Westvoorne, Hellevoetsluis, Goedereede The question in what way the expected rise in sea level and the drop in the level of the land will occur in reality, the steering committee starts from the precautionary principle. This means that to assess the risks at the long term, the worst case is considered. It shows from massive attendance from the public to regional meetings that coastal defence is an important aspect in peoples lives. 3. Participation Objectives re participation: One of the aims is to get an impression in what way the subject Coastal defence is an important one considered by the public and different social groups. Environment stakeholders formally involved*: yes Economic development stakeholders formally involved*: yes Page 2
3 Public hearings: Regional meetings. The steering committee finds it important that the public and all stakeholders are able to give their opinion on the project. Public access to project data: publicises all newsletters, reports of the regional meetings and other reports. The Forum is a part of the website and with the help of this piece of virtual community, the public is able to express their opinion about the project, about results and about the website itself. Visitors of the site are able to discuss with each other about the project as well Information Objectives re environment: Public involvement and awareness raising. Step 2 resulted in a large number of maps. Per coastal area and per coastal town, the maps show land or seaward solutions, coastal erosion and security horizons Policy aspects, relevance and success: Legal Jurisdictional issues: Since the law of the Delta (Deltawet) of 1958, safety norms are used in the Netherlands to protect the hinterland. Legally, the primary sea wall on the mainland has to be that strong in order to resist storms with a chance of occurring per year of 1: For Texel and the islands in the south, those storms might occur once in the 4000 years. This means that the chance of flooding at the islands is 2,5 times the change of flooding to occur at the mainland. Environment: Biodiversity conservation: Economic development: Understanding of the financial consequences of the different interventions. Cost and Benefit analysis of the different interventions and plans. In most of the coastal towns there are areas of tension between economical development and coastal defence. The challenge Page 3
4 Spatial planning & zoning: Coastal defence: 6. Progress & Continuity Follow-up: Phase 2 No progress since: [month, year] Main reason for lack of progress: will be to find solutions, which will consider both areas of concern. The study Effects of the rise in sea level at the coast lines deals with the question in what way the current sea wall is able to resist the effects of the rise in sea level and climate change. To answer this question, agency Koster Engineering have been calculating the coastal lines for now and the future. The first results show that a number of coastal areas need weighting of the dunes in order to resist extreme storms in the future. These results are considered in step 2 of the project. In step 2, for all potential dangerous areas, 3 solutions have been considered: consolidate (restore), adapt (underwater barrage and new longitudinal embankments) and transform (shift of the coastline towards the land or towards the sea). Remarkable was that almost all municipalities prefer solutions directed towards the sea. It shows from the investigations that current policy for the maintenance of the coastline will be sufficient for large parts of the Dutch coast in the future. There is a need though, for intensification of the current sand suppletions. Untill the year 2020, two times the amount of sand will be needed and four times the amount of sand in the year For certain areas of the Dutch coast new or additional measures are needed. Special attention is given to the areas: southwest of Texel, the north in Northern-Holland, the Hondsbossche Zeewering, the Sluftercoast of the Maasvlakte and the Kop van Goeree. It shows from results of step 1 that for safety reasons, big gestures like huge suppletions or the establishment of an archipelago are no solutions for the coast as a whole. The analysis shows that certain coastal areas differ too much to develop one solution for the coast as a whole. Between now and hundred years there will exist direct problems at the coasts of Katwijk, Ter Heijde, Callantsoog en Noordwijk. As a possible alternative, 4 solutions are available for these coastal and dune towns: strengthening of the dune sides (strong sea wall for the beach ridge in the end), dune weighting (new row of dunes toward the sea), breakwaters (number of barrages 150 metres in front of the coast and 250 metres from each other) and beach hooks (bended barrages, which are placed at both sides of a beach).
