PURPOSE OF REPORT / SUMMARY This report provides an introduction to the Healthy Schools London programme and an update on Healthy Schools activity in Waltham Forest. 2. RECOMMENDATIONS The Board is asked to note and comment. 3. BACKGROUND Healthy Schools London: An Introduction The Healthy Schools London (HSL) Awards Programme provides schools with bronze, silver and gold awards for achieving standards or initiating projects that improve health. It is an ideal way to ensure that schools meet minimum standards for health, to support healthy activities in school, and to encourage health and wellbeing to be a higher priority within a school. Current Figures The Healthy Schools London (HSL) Awards Programme continues to grow, with nearly 1800 schools (approx. 75%) now registered in London and 862 bronze awards. In Waltham Forest we now have 56/78 schools registered (71.8%), 25 bronze awards and 5 silver. Progress had slowed last year due to a six month gap with no borough lead but has again picked up in 2016 with the appointment of a new Borough Lead (BL). In the last two months WF schools have achieved 2 bronze awards, 1 bronze renewal and 2 silvers. An Overview and Benefits of Engagement HSL is based on a holistic, settings-based approach to health and offers an opportunity to support schools to promote healthy behaviours and improve wellbeing. Bronze ensures schools are achieving minimum criteria for health and wellbeing (HWB), with schools asked to demonstrate the following:

2 Staff and SLT Leads for PSHE, Healthy Eating, Physical Activity and Emotional health and Wellbeing (EHWB) Up-to-date HWB policies including SRE, Anti-bullying, Physical Activity, Food and Drug, Alcohol and Tobacco School Curricula on PSHE, Healthy Eating, Physical Activity (including a minimum of 90 minutes PE per week) and EHWB A health-promoting school ethos, culture and environment that include provision of food meeting nutrient-based standards, a variety of opportunity for physical activity, promotion of active travel and pupil voice mechanisms Systems to identify and meet the needs of vulnerable CYP Staff CPD opportunities for health and wellbeing Partnership and engagement work with parents/carers, the local community, external agencies and volunteers. Silver awards offer a framework for schools to identify HWB needs in their school and plan two interventions (one universal and one targeted) with SMART outcomes aimed at reducing this need. To achieve Gold a school will feed back on the outcomes of implementation, producing a report to evaluate and report on progress. Thus far silver awards in Waltham Forest have focused on healthy eating (including breakfast clubs), physical activity and emotional wellbeing. We currently have schools in the process of planning activity on sexual health (C-card uptake), hydration/reduction in fizzy drink consumption, physical activity (the Daily Mile, after school clubs), oral health, healthy eating and food growing. Engagement in the Silver/Gold process enables schools to take ownership of health promotion activity while offering the following benefits: A useful framework to ensure baseline/endline data is collected and impact is measured. Ensuring planned outcomes are meaningful and fit with strategic priorities for WF Public Health. External agencies/resources (where available) are brought in to the process to support activity (School Nurses, Road Safety, Early Help, 722 etc.) Interventions planned are evidence based Schools can be encouraged to take part in new health initiatives to link with HSL application (E.g. The Daily Mile) Learning and expertise can be shared across schools engaging in the process. The Award Process: Recent Changes QA of bronze awards sits with the BL and recent changes to the awards process have seen responsibility of Silver QA also passed down to borough level. The silver QA process is more onerous, requiring a Quality Assurance Group comprising feedback from a minimum of three individuals. In response to these changes, a North London QUAG has been set up to include BLs for Waltham Forest, Haringey, Brent and Harrow. These BLs meet on a monthly basis to peer review and approve/defer/reject applications.

3 Recent Healthy Schools London Events in Waltham Forest On Thursday April 28 th the BL hosted two training events for school staff and other stakeholders. The morning session focused on the Bronze award process and the afternoon on the Silver/Gold award process. The events were well attended, with a total of 29 participants representing a total of 22 different schools (9 schools in the morning, and 13 in the afternoon). Guest speakers included Elaine Wyllie (Daily Mile Headteacher and winner of Pride of Britain award), Grace Bowyer (Road Safety) and Tom Rose (Place2be). The lunchtime session included a marketplace event where organisations offering support to schools could network with attendees. We had nearly 20 organisations attending, including: Sport and Leisure, CAMHS, 722, London Playing Fields, FGM, Alzheimer s Association, NSPCC, C-card, Early Help, Met Police, Leyton Orient, Organic Lea, YIAG (CSE). Evaluation of the day was overwhelmingly positive, with 100% rating the event as excellent or very good and 100% reporting an increase in confidence in achieving Healthy Schools status. Aspirations for the coming year By the end of the academic year 2016/17 we hope to have achieved: - An additional 15 schools achieving Bronze, bringing the total up to 40 schools (over 50% in the borough) - An additional 5 schools achieving Silver, doubling the total to 10 Silver awards. - 2 schools achieving Gold. Plans for a HSL Celebration event for the next academic year are currently underway (Provisional date in Sept, tbc) and another training event before Easter Broader Health Work within Schools Aside from the work specifically under the 'Healthy Schools London' banner, there is a large amount of activity focused on improving health within schools, ranging from the strategic to specific interventions and campaigns. Health in Schools steering group At present there are a large number of agencies working to support health and wellbeing within schools but little strategic coordination. Following discussion at the last meeting, the Children's Health and Wellbeing Board has proposed a Health in Schools Steering Group to bring together these agencies to improve communication and increase opportunity for collaborative working. The HSL BL is currently drafting the TOR alongside a colleague at the CCG for discussion at the next CHWBB. Youth Health Champions Public Health is currently launching a peer education pilot scheme among Secondary Schools known as the Youth Health Champions Scheme (See attached appendix B for

4 more information). An information session was delivered on Fri 13 th May at Buxton School for school staff and stakeholders, and nine Secondary schools have signed up for the initiative. Training dates are currently being confirmed for July and/or September. Going forward, our vision is to have a network of Youth Health Champions to deliver campaigns and health initiatives in schools, and to link up with other ongoing health initiatives in the borough. The Daily Mile In addition to presenting at the HSL event, Elaine Wyllie also presented as a Guest note speaker at the Primary Headteacher Conference in April. The Daily Mile is currently being piloted in two schools in the borough and Public Health is encouraging others to sign up. Plans for an official borough-wide launch of the initiative are currently under discussion. Beat the Street Beat the Street is a free walking and cycling challenge delivered by Intelligent Health. Run across four East London boroughs, it returns to Waltham Forest in June and 16 schools in the south of the borough are eligible. Last year St Joseph s Junior School won the competition, walking a team distance of over 15,000 miles and beating over 50 other registered schools. Public Health are working with Beat the Street to encourage school sign up, and a launch event is planned for June in collaboration with Jenny Hammond Primary. CAMHS/ Mental Health work in Schools Work within schools as set out in the 2015 CAMHS transformation plan is proceeding. The CAMHS School Link pilot is currently underway with 10 schools offered a CAMHS link worker to promote better communication between schools and the service, and with plans to expand this. Mental Health First Aid training was provided to school staff (Safeguarding Leads, Teachers, Learning Mentors), with very high levels of interest and take-up (approx. 26 attendees over two courses). Alongside this work an anti-stigma campaign film has been commissioned to target school aged pupils through school workshops, assemblies and via social media. Development is underway and the film should be available for distribution by the end of this term. In addition, funding from the Direct Schools Grant for 15/16 academic year was pledged towards mental health and wellbeing. This has been used to provide all schools with PSHE association membership, training and support; and to commission a new service providing support to learning mentors, beginning in June 2016 (continuing as a traded service in 2017). In addition, match funding (of up to one year) is available to schools wishing to sign up to the Place2be in-school counselling services. Thus far a total of 5 schools have signed up for the service. School Nursing Service As of September 2016, the School Nursing service will be part of the new Healthy Child Programme 0-19 service, provided by NELFT. School nurses will continue to offer health checks at reception, Year 6 and mid-teens; will deliver the NCMP (National Childhood

5 Measurement Programme); will provide drop-in sessions at any participating school (or alternative health promotion offer); as well as holding safeguarding responsibilities. 4. PROPOSED NEXT STEPS Continuation of HSL programme in WF (led by Claire Mulrenan, new Public Health Strategist- Health in Schools) with strategic input from HWBB and CHWBB. Proposal for partner agencies for inclusion in the Health in Schools steering group. Ensure that health within schools is prioritised, to meet Outcome 1 of the Health and Wellbeing Strategy (Best Start in Life; Develop, Thrive and Achieve) 5. CONCLUSIONS The Healthy Schools London programme offers an opportunity to support schools to promote healthy behaviours and improve wellbeing and ensure WF CYP have the best start in life. These opportunities are best realised by linking this programme with ongoing provision in the borough to maximise impact.
