1 Position Title: Department: Reports To: Transportation Services Director of Transportation Services/County Engineer Purpose To lead the deployment of technology and technical initiatives for the Transportation Services Department. To provide day to day support for the Divisional Managers with initiatives and labour relations. To manage and co-ordinate the Transportation Services Department s participation in Corporate Initiatives. The assumes responsibility for activities and initiatives that are focused on a Departmental/Corporate level and supports the delivery of services of the Divisional Business Units. This is achieved through the development and implementation of technology, strategic policies, programs, procedures and projects. Roles and Responsibilities 1) Technical Programs/Initiatives Identify/develop/implement/support new technology for the various Divisions Manage funding application opportunities Co-ordinate and support staff in implementation of new initiatives Develop/implement/monitor a program for Quality Control and Quality Assurance

2 Page 2 Identify Records Management priorities and challenges coordinating with Corporate initiatives, providing training and monitoring as required. Identify Corporate/Departmental/Divisional needs and opportunities and develop solutions for data collection/analysis and reporting for Departmental Analytics. Provide support for Climate Change Initiatives, Benchmarking Initiatives, Innovation Opportunities and Research. Provide Departmental training as required in support of the various initiatives. 2) Labour Relations Support Conduct research for negotiations/grievances. Review industry best practices and develop opportunities for Departmental improvement. Assist with negotiation preparation for various bargaining units. Assist with Corporate Wellness Program Management, Return to Work Programs and WSIB liaison. Develop/monitor business continuity plans. 3) Risk Management Develop/implement/monitor a Risk Management Program including research and training as well as Business Continuity Planning. Manage the MTO Driver s Abstract Program. Co-ordinate with Corporate Insurers and Divisional Managers for claims management. Develop/implement an audit system for Operations (Fleet/Facilities/Operators). Develop/implement a compliance plan for the Minimum Maintenance Standards including a Level of Service Policy and Manual as well as Audit and Reporting functions.

3 Page 3 4) Departmental Health and Safety Serve as a certified Management Representative for both Operations and Civic Centre Joint Health and Safety Committees. Develop a comprehensive Departmental Health and Safety Manual. Undertake mandated/random inspections and operational audits. Provide appropriate documentation and staff training. 5) Asset Management Co-ordinate activities related to the development/implementation/monitoring of the Asset Management Plan. Support the Divisional Managers in the expansion to include all asset types. 6) Departmental Policy and Procedures Develop/implement/monitor activities related to Departmental specific policy and procedures while ensuring alignment and compliance with Corporate initiatives. Manage and ensure Department compliance with Accessibility Regulations. 7) Emergency Planning Develop/maintain Departmental plans and protocols to support the County Emergency Plan. Participate in Corporate training exercises, develop and test Departmental response capability. Liaison with first responders for highway incident response protocols and serve as Departmental Fire Safety Officer.

4 Page 4 8) Performance Management Develop/implement/monitor a Vendor Performance Management System. Participate in Corporate Performance Management Program. Develop/implement/monitor Key Performance Indicators for the Department. 9) Other Conduct or assist with special projects as assigned. Maintain knowledge and skill at a high level with training and development through courses and workshops. Other duties as assigned. Working Conditions: Normal working hours are a 35 hour week with overtime required to attend meetings, deal with emergencies, deadlines, special events and peak periods. Required to maintain a professional public image of the County to other levels of government, outside organizations and the public. Required to hold and maintain a valid Ontario driver s license. Some travel throughout the County and beyond is required in the performance of the work. Knowledge, Skills and Qualifications University Degree (4 year program minimum) in Business or Public Administration or a combination of education and experience in relevant disciplines which is deemed appropriate by the Corporation. Minimum five years progressive managerial experience in a public sector environment or related field. Possess strong assessment, organizational and co-ordination skills together with strong team building skills.

5 Page 5 Exceptional written and oral communication/presentation skills along with strong interpersonal and consultative skills. Strong problem solving, decision making and time management skills. Demonstrate experience in project management. Experience in designing, training and implementation of programs especially to adult learners. Advanced computer skills in Microsoft (Microsoft Office Suite), Adobe applications and strong Database Management Skills. Experience in progressive business practices and protocols with a focus on the implementation of technology. Demonstrated analytical, research, leadership, strategic planning and solution developing skills. Highly co-operative and collaborative approach. Natural relationship-building and team player, committed to fostering a culture of engagement with all internal and external stakeholders. 10) Salary 2015 Rate: $70,470 to $86,560
