1 Appendix A Sections 1R-2R Background The Office of Management and Budget (OMB) has recommended that the Agricultural Labor survey use worker codes to adhere to the Standard Occupation Classification (SOC) system used by other Federal statistical agencies. In order to test the new required codes while still maintaining our data series, OMB has authorized a research project to test our current codes and the new SOC worker definitions in the October 2013 survey. The testing plan is consisting of two phases, a qualitative study that took place in July 2013 and a quantitative study taking place during the normal data collection period in October During the qualitative study, about 30 operations sampled from positive responses in the April 2013 survey were given cognitive interviews using both the current version with the NASS worker codes and the research version with the SOC worker codes. For the quantitative study, during the October data collection, NASS will use the current sample and ask them to report using the current OMB approved questionnaire. Data about paid workers using the current NASS worker codes will be collected in sections 1 and 2. Operators will be asked to repeat the data on paid workers using the SOC codes in sections 1R and 2R at the end of the questionnaire. Data from sections 1-4 will be used to produce indications for the November 2013 official estimates. Indications from sections 1R and 2R will be compared to the official indications to evaluate the implementation of the SOC codes. Sections 1R and 2R will collect data for both July and October reference weeks (as does the operational survey) to assess differences in recall bias on the test questionnaire tables compared to the operational program. After the data are released in November 2013, the NASS survey team will review the data collected and determine next steps for implementation of the SOC codes into our survey instrument and publication. 2 Data Collection Notes Indications from sections 1 & 2 and sections 1R & 2R will be compared at conclusion of the October survey period, therefore it is important that these sections be enumerated as independently as possible. While the respondent should be reminded before the start of sections 1R & 2R that they are being asked to report on the same workers that they gave data for in sections 1 & 2, you should not correct the respondent or change data that vary from what was reported earlier. You should continue to clarify answers and provide notes if necessary on total number of workers or wage rates that are significantly high or low for the type and location of the operation, but these prompts should be made based on your knowledge of local working conditions and not based on data obtained in sections 1 & 2. All questions in sections 1R & 2R should be enumerated and edited as if you do not know the answers that were given in sections 1 & 2. If the respondent refuses the additional research sections, the codes should be filled out as if the section was refused, even if data can be imputed or estimated from earlier sections. Paid Workers The definition of paid workers for the research sections (sections 1R & 2R) is not different from the definition of paid workers for the rest of the questionnaire. Data are collected for two quarters each time we enumerate. Therefore, it is important that you make clear to the respondent the exact month and week for which the questions apply. Also note that there is a separate screening question for each quarter. Each table has eight lines available for paid workers. If more lines are necessary, leave a note and record the data from extra lines on a blank piece of paper or the blank space on page 7. Always record the total number of paid workers in Item 3 (Code Box 660). Sections 1R & 2R - Item 1 Item 1 is a screening question which is specific to the survey month and week indicated. Page 702

3 If the operator employed workers during the survey reference week, enter a 1 in Box 600 and continue to question 2. If the operator employed workers during the survey reference week, but cannot complete question 2, enter a 1 in Box 600 and make a note explaining the situation. Enter 2 in Box 600 if the operator cannot recall if there were workers employed during the survey reference week. Enter a 3 if no workers were employed on the operation during the survey reference week. Sections 1R & 2R - Item 2 If the target operation has workers on the payroll, enter the following information: Type of worker Number of workers Total hours worked Total gross wages Record the data for the survey week indicated on the questionnaire. Remember to include workers on the payroll that were on paid vacation or sick leave during the survey week. Two or more workers can be entered on one line if they were the same type of worker. When two or more workers are entered on one line, total hours worked and total gross wages is the sum of hours worked and wages for all workers on that one line. If the respondent's payroll period does not coincide with the survey week, obtain information for the 7-day payroll period that includes the 12th day of the month. If the payroll period is greater than a week, obtain number of workers, hours, and wages for the entire period. Note the dates of the payroll period and any information that would be helpful in prorating the data to a one week period. The respondent should be encouraged to use payroll records to complete the questionnaire as this will result in more accurate survey data. Type of worker The broad categories of workers (field workers, livestock workers, supervisors and other workers) have the same definitions that were included in sections 1 and 2. Please refer to the definitions on page 508 for more clarification on how to separate the workers in these broad categories. Page 703

4 Emphasize to the respondent that data for paid workers should be recorded by the type of work they were hired to do, not by the type of work which was done during the survey week. The basis of the worker codes used in sections 1R & 2R is the 2010 Standard Occupational Classification (SOC) used by Federal statistical agencies to classify workers into occupational categories for the purposes of collecting, calculating and disseminating data. 7 Worker Codes Field Workers Worker Code 11: Agricultural Equipment Operators - Crop, Nursery and Greenhouse Workers included in code 11 match up with SOC code Agricultural Equipment Operators. Drive and control farm equipment to till soil and to plant, cultivate, and harvest crops. May perform tasks, such as crop baling or hay bucking. May operate stationary equipment to perform post-harvest tasks, such as husking, shelling, threshing, and ginning. Examples: Combine Operator, Hay Baler, Tractor Operator Worker Code 12: Farmworkers - Crop, Nursery and Greenhouse: Workers included in code 12 match up with SOC code Farmworker and Laborers, Crop, Nursery, and Greenhouse. Manually plant, cultivate, and harvest vegetables, fruits, nuts, horticultural specialties, and field crops. Use hand tools, such as shovels, trowels, hoes, tampers, pruning hooks, shears, and knives. Duties may include tilling soil and applying fertilizers; transplanting, weeding, thinning, or pruning crops; applying pesticides; or cleaning, grading, sorting, packing, and loading harvested products. May construct trellises, repair fences and farm buildings, or participate in irrigation activities. Excludes Graders and Sorters, Agricultural Products" ( ) and Forest, Conservation, and Logging Workers" ( through ). Examples: Greenhouse Transplanter, Pecan Gatherer, Pepper Picker Note: The main difference between worker code 11 and worker code 12 is that equipment operators are hired to do fieldwork operating motorized or mechanized equipment and farmworkers are hired to do fieldwork by hand or using hand tools. Jack of all trade workers on crops operations would be included under worker code 11 or 12 depending on if they were mainly hired to do work using machines or by hand. Page 707

Livestock Workers Worker Code 21: Farmworkers - Farm, Ranch, and Aquacultural Animals: Workers in code 21 match up with SOC code Farmworkers, Farm, Ranch, and Aquacultural Animals Attend to live farm, ranch, or aquacultural animals that may include cattle, sheep, swine, goats, horses and other equines, poultry, finfish, shellfish, and bees. Attend to animals produced for animal products, such as meat, fur, skins, feathers, eggs, milk, and honey. Duties may include feeding, Page 708

9 watering, herding, grazing, castrating, branding, de-beaking, weighing, catching, and loading animals. May maintain records on animals; examine animals to detect diseases and injuries; assist in birth deliveries; and administer medications, vaccinations, or insecticides as appropriate. May clean and maintain animal housing areas. Includes workers who shear wool from sheep, and collect eggs in hatcheries. Includes workers who drive and control equipment to accomplish the tasks described. Examples: Cattle Brander, Sheep Shearer, Shrimp Pond Laborer Note: Most Jack of all trade workers on livestock operations would be included under worker code 21. Be careful that equipment operators on livestock operations are not improperly included under code 11. If they were hired to use mechanized or mechanical equipment for use with livestock, they should still be included under worker code 21. Supervisors Worker Code 31: Farmers, Ranchers and Other Agricultural Managers: Workers in code 31 match up with SOC code Farmers, Ranchers, and Other Agricultural Managers. Plan, direct, or coordinate the management or operation of farms, ranches, greenhouses, aquacultural operations, nurseries, timber tracts, or other agricultural establishments. May hire, train, and supervise farm workers or contract for services to carry out the day-to-day activities of the managed operation. May engage in or supervise planting, cultivating, harvesting, and financial and marketing activities. Excludes First-Line Supervisors of Farming, Fishing, and Forestry Workers ( ). Examples: Animal Husbandry Manager, Dairy Farm Manager, Fish Hatchery Manager, Orchard Manager Worker Code 32: First-Line Supervisors of Farm Workers: Workers in code 32 match up with SOC code First-Line Supervisors of Farming, and Fishing Workers Directly supervise and coordinate the activities of agricultural, aquacultural, and related workers. Excludes First-Line Supervisors of Landscaping, Lawn Service, and Groundskeeping Workers" ( ). Examples: Corral Boss, Cranberry Bog Supervisor, Fish Hatchery Supervisor Note: Virtually all people listed as operators or partners (those making day to day decisions ) on pages 1 and 2 of the questionnaire should be included in worker code 31. A hired manager is also very likely to be included in worker code 31. Paid workers in worker code 32 would be those who have direct supervisory responsibility, but do not make the day to day decisions about the management of the operation. Page 710

11 Other Workers Worker Code 41: Agricultural Inspectors Workers in code 41 match up with SOC code Agricultural Inspectors Inspect agricultural commodities, processing equipment, and facilities, and fish and logging operations, to ensure compliance with regulations and laws governing health, quality, and safety. Examples: Cattle Examiner, Grain Sampler, Milk Tester Worker Code 42: Animal Breeders Workers in code 42 match up with SOC code Animal Breeders Select and breed animals according to their genealogy, characteristics, and offspring. May require knowledge of artificial insemination techniques and equipment use. May involve keeping records on heats, birth intervals, or pedigree. Excludes Nonfarm Animal Caretakers" ( ) who may occasionally breed animals as part of their other caretaking duties. Excludes Animal Scientists" ( ) whose primary function is research. Examples: Dairy Husbandry Worker, Horse Breeder Worker Code 43: Pesticide Handlers and Sprayers Workers in code 43 match up with SOC code Pesticide Handlers, Sprayers, and Applicators, Vegetation. Mix or apply pesticides, herbicides, fungicides, or insecticides through sprays, dusts, vapors, soil incorporation, or chemical application on trees, shrubs, lawns, or botanical crops. Usually requires specific training and State or Federal certification. Excludes "Commercial Pilots" ( ) who dust or spray crops from aircraft. Examples: Fruit Sprayer, Weed Sprayer Note: Generally a pesticide applicator has received certification from the federal or state government. A paid worker included under worker code 43 should be hired for the specific purpose of applying pesticides on the operation. Worker Code 44: Any Other Worker Not Listed Above Workers in code 44 can match up will all other SOC code occupations not listed above. These occupations can include, but are not limited to, mechanics, shop workers, truck drivers, aerial crop dusters, accountants, bookkeepers, office workers. Page 711

12 Total Hours: Record hours actually worked in whole hours. If a worker is on paid vacation or sick leave for the entire survey week, record the number of hours the person(s) would normally have worked. If two or more workers are grouped on one line, Total hours worked is the sum of all hours worked by all members in the group. Total Gross Wages: In the column "Total Gross Wages That Week", record wages in whole dollars. Include the employee's share of social security and unemployment insurance, but exclude the employers share. When two or more workers are grouped, Total gross wages is the sum of all wages earned by all workers in the group. Payment-in-kind. If a hired worker receives a payment-in-kind in lieu of wages for work performed during the survey week, a value must be determined for the payment-in-kind and recorded as wages. If the payment-in-kind was given to the employee in addition to wages, the payment-in-kind should be considered a benefit and is not included in Gross Wages. 13 Recording Additional Information about Hours and Wages If the wage rate per hour (wages divided by hours) seems low or high compared with guidelines provided by the Field Office, it is your responsibility to review information with the respondent. Write notes to justify unusual reports and include hours normally worked in comments. For example, salaried workers may put in extra hours during a peak season or fewer hours in the off-season while receiving a constant salary. Even if wages appear unusually high or low, record actual "hours worked" and "gross wages." Bonuses can also impact reported wages. They should be excluded unless they are issued regularly. For example, salary bonuses based on production should be included and noted as such. If a bonus is issued, write notes to explain what the bonus was and its value. Sections 1R & 2R - Item 3 Total Workers: After accounting for all workers, add them up and record the total in Code Box 660. Verify this total with respondent. Make corrections if necessary. Sections 1R & 2R - Item 4 Total Paid Workers. This question determines how many of the total workers (recorded in Code Box 660) will be paid by the target operation (name on label) for 150 days or more and/or for 149 days or less during the calendar year. The workers must be paid by the target operation but can perform their work on any farm or ranch. Include workers who were hired for more than 150 days but quit to work somewhere else. Workers working 149 days or less are usually seasonal workers; for example, migrant workers, summer help, and part-time workers. When determining a "day worked," the worker should be included for all days they worked and were paid, regardless of the number of hours worked. Page 713
