2 Archeological Services R. Christopher Goodwin & Associates, Inc., provides a full range of identification, evaluation, and treatment services for prehistoric and historic archeology. These services include reconnaissance surveys to obtain preliminary data on the distribution and nature of potential historic properties within a project area; intensive archeological survey to locate prehistoric and historic cultural remains through systematic survey; archeological testing to evaluate the integrity and significance of prehistoric and historic cultural remains; and data recovery to excavate significant cultural remains that cannot be preserved in situ. R. Christopher Goodwin & Associates, Inc., maintains full laboratory and conservation facilities for the efficient processing and detailed analysis of all items recovered and materials generated as a result of our work. Our laboratory facilities have been audited by the U.S. Army s Mandatory Center of Excellence (MCX), and meet the requirements promulgated in 36 CFR Part 79. Our archeological investigations comply fully with Federal standards and regulations, and with guidelines developed by respective State Historic Preservation Offices (SHPO). We particularly are proud of our successful professional relationships with State and Federal review agencies. We also are experienced in supporting Federal clients in consultation with Federally recognized Indian tribes. In addition to our core archeological services, R. Christopher Goodwin & Associates, Inc., also offers specialized archeological services, such as construction monitoring, remote sensing, geomorphic and environmental reconstruction, and geophysical testing, including soil resistivity, proton magnetometer, soil induction, and soil phosphate analysis. Underwater Archeological Services R. Christopher Goodwin & Associates, Inc., offers the full range of underwater archeological services including: Phase I remote sensing and visual survey; Phase II testing and evaluation; and Phase III underwater data recovery. We have experience in the location, delineation, and evaluation of inundated prehistoric and historic archeological sites and shipwrecks. Our Underwater Services Division has supported numerous Federal agencies including the U.S. Army Corps of Engineers (USACE) in fulfilling their requirements under Section 106 of the National Historic Preservation Act of 1966, as amended, and we have worked closely with the U.S. Coast Guard (USCG), the Minerals Management Service (MMS), and numerous State Historic Preservation Offices (SHPO) to evaluate of the potential effects of offshore construction on submerged cultural resources. We have assisted in the preparation of numerous Environmental Impact Statements (EIS), as both authors and third-party reviewers, and we have experience working with the Deepwater Port Act of 1974, as amended (DWPA). Our firm owns and operates a remote sensing array comprised of a magnetometer, a side scan sonar, a sub-bottom profiler and an echosounder, and we provide underwater cultural resources remote sensing data collection and analyses services, as well as third-party cultural resources analyses of existing remote sensing data sets. R. Christopher Goodwin and Associates, Inc., is an organizational member of the American Academy of Underwater Sciences (AAUS) and complies with OSHA standards for scientific diving. Our diving archeologists are AAUS scientific divers trained in the use of scuba and

3 surface supplied air, first aid, CPR and oxygen administration and have worked in low visibility, strong currents, and deep water. In addition, nautical archeologists at R. Christopher Goodwin and Associates, Inc., can provide HABS/HAER historical watercraft documentation and National Register evaluation and nomination services, as well as the excavation, recordation, and evaluation of boats and ships discovered on terrestrial archeological sites. Architectural & Historical Services R. Christopher Goodwin & Associates, Inc., has extensive experience in the survey, evaluation, and treatment of historic built resources ranging from individual buildings, to engineering structures, to cemeteries, to districts and cultural landscapes. The qualifications of our staff of professional architectural historians, historians, and preservation specialists exceed those established by the Secretary of the Interior. We particularly are proud of our Quality Assurance/Quality Control (QA/QC) program that enables us to complete large, complex projects efficiently and cost-effectively within demanding schedules. Our firm has supported numerous Federal clients in fulfilling Section 106 and 110 requirements for built resources under the National Historic Preservation Act of 1966, as amended. Our work routinely requires resource survey, documentation, and analysis applying the standards of various State Historic Preservation Offices (SHPO) and the National Register of Historic Places. We provide our clients with expertise in defining areas of direct and indirect effects (APE), in completing identification of historic properties, and in thorough identification of potential impacts to qualities that define historic resources. We work closely with our clients and consulting agencies, including the Advisory Council on Historic Preservation, in the development of agreement documents, such as Memoranda of Agreement (MOA) and Programmatic Agreements (PA), designed to mitigate adverse effects to historic properties. Our corporate depth of experience enables us to execute mitigation stipulations ranging from HABS/HAER documentation with full measured drawings; to public interpretation and NPS-standard educational modules; to scholarly studies, such as nationwide historic contexts for specific property types. Over the last 30-years of professional practice, we have completed numerous integrated cultural resource management plans (ICRMP) for the internal installation management of historic properties and have assisted in the completion of environmental review documents, such as Environmental Assessments (EA) and Environmental Impact Statements (EIS). Our graphics studio utilizes a variety of computer-aided drafting (CAD), geographic information system (GIS), desktop publishing, contouring, image analysis, and visualization packages. Typical products include standard archeological site maps, architectural plans and elevations, stratigraphic profiles, artifact distribution maps, viewshed analyses, terrain models, charts, tables, and graphs. We transform research results into three dimensional computer graphics that render complex data sets readily understandable. Our multimedia studio employs a variety of authoring packages and programming languages to enable the custom creation of interactive software for Microsoft Windows and Macintosh based computer systems. 5 LABOR CATEGORIES Principal Investigator: Senior management professional responsible for strategic direction and substantive oversight of projects. Duties include QA/QC of deliverables and client relations. Prepares research designs, proposals and budgets, and provides senior management control to ensure efficient and cost-effective execution of contracts. Project Manager: Professional responsible for day-to-day managerial oversight execution of project. Duties include client coordination, personnel management and scheduling, oversight of field investigations, laboratory analysis, and report preparation. Assistant Project Manager: Management professional responsible for project-specific logistics, day-to-day supervision of field investigations, field data management, field QA/QC, and report preparation. Senior Archeologist: Senior scientist with demonstrated expertise in prehistoric and/or historic sites archeology. Responsibilities include specialized analyses of cultural material and report preparation. Nautical Archeologist: Senior archeologist with demonstrated expertise in nautical and underwater archeology. Duties include project-specific logistics, day-to-day supervision of field investigations, field data management, field QA/QC, data analyses, and report preparation. Nautical Archeologist II: Archeologist with demonstrated expertise in nautical and underwater archeology responsible for project-specific logistics, day-to-day fieldwork, and report preparation. Remote Sensing Specialist: Scientist with demonstrated experience collecting and analyzing terrestrial and underwater remote sensing data for cultural resources investigations. Duties include project-specific logistics, field data collection, data analyses, and report preparation.

6 Senior Historian: Senior professional with expertise in American History and demonstrated skills in archival research, interpretation, and writing. Duties include preparation of archival research designs, personnel management, and primary and secondary source research, analysis, and report preparation. Historian II: Junior professional with demonstrated research and writing skills. Duties include archival research, analysis, and writing under the supervision of senior professional. GIS: Cartographic specialist responsible for processing and managing geospatial data and imagery. Duties include terrain analysis and processing remote sensing and field data in graphic form. Creates, updates, and maintains GIS databases from an array of data sources. Geomorphologist: Senior scientist with expertise in analyses of soil development and site depositional processes. Duties include examination of project soil stratigraphic columns, specialized analyses of soils, and report contributions on geological and climatic context, as well as soil and site development. Architectural Historian: Professional with demonstrated expertise in the history of architecture, landscape design, urban planning, and building technology. Duties include archival research, architectural survey and documentation, data analysis, and report preparation. Archeologist I: Professional responsible for day-to-day conduct and/or supervision of archeological field crews, field data management, field logistics, and minor report preparation, under supervision of Assistant Project Manager or Project Manager Archeologist II: Professional responsible for the day-to-day conduct of archeological fieldwork, and the collection and documentation of field data, under supervision of an Archeologist I or Assistant Project Manager. Laboratory Supervisor: Professional responsible for archeological collections management, supervision of day-to-day laboratory operations, oversight of laboratory analyses, maintenance of collections database, and compliance with state and Federal curation standards. Laboratory Analyst: Professional responsible for prehistoric or historic artifact analyses, artifact cataloging, assistance with computer database and data entry, and report preparation.

7 CADD Specialist: Drafting specialist responsible for accurate preparation of maps for archeological testing and historic surveys utilizing vector-based software and EDM data for mapping archeological testing and site features. Duties include compilation of project data into digital graphs and charts for site analyses, project presentations, and special report needs. Editor: Professional responsible for the technical review and revision of reports and deliverables. Duties include detailed quality control of deliverables for adherence to contract requirements related to organization, content, format, style, and grammar. Secretary: Provides administrative support for day-to-day project management, including maintenance of project files, correspondence, and travel logistics. Duties include report formatting and production in accordance with contract requirements. The labor categories that fall under the requirements of the Service Contract Act (SCA) (i.e. non-exempt labor categories) are identified in the matrix below. All prices for these labor categories meet or exceed the requirements in the SCA Wage Determination identified below.
