1 N65928.AR NTC ORLANDO a LETTER REGARDING REGULATORY REVIEW AND APPROVAL OF FINAL WORK PLAN FOR TREATABILITY STUDY AT STUDY AREA 2 NTC ORLANDO FL 2/26/2001 FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION
2 Department of Jeb Bush Governor Twin Towers Building 2600 Blair Stone Road Tallahassee, Florida David B. Struhs Secretary February 26, 2001 Mr. Wayne Hansel Code 18B7 Southern Division Naval Facilities Engineering Command P.O. Box North Charleston, South Carolina RE: Final Work Plan for Treatability Study at Study Area 2, Herndon Annex, Naval Training Center, Orlando, Florida Dear Mr. Hansel: The Department has completed its review of the Final Work Plan for Treatability Study at Study Area 2, Naval Training Center Orlando, dated December 2000 (received December 19, 2000) The Work Plan is accepted as final and the work specified in the Work Plan should be implemented. I have attached to this letter a memorandum with Greg Brown's Professional Engineer certification of approval and a memorandum from Jorge Caspary. If I can be of any further assistance with this matter, please contact me at (850) Remedial Project Manager cc: Barbara Nwokike, Navy SouthDiv Nancy Rodriguez, USEPA Region 4 Richard Allen, HLA, Jacksonville Steve McCoy, TetraTech NUS, Oak Ridge Steve Tsangaris, CH2M Hill, Tampa Bill Bostwick, FDEP Central District TJB 13 JJC ~ ESN MV "Protect, Conserve and Manage Florida's Environment and Natural Resources"

Mr. Jorge Caspary, P.G., in the Technical Review Section reviewed under my supervision the subject engineering document dated December 2000 (received December 19, 2000). He recommends approval (see attached memorandum) and I concur. Mr. Steven B. McCoy, P.E., Florida Professional Engineer No , is the engineer of record for this final engineering document. The subject final report is adequate for is intent. Please consider this memorandum the engineering certification of approval. Call me at (850) if you have questions. Encl. 4 Memorandum Florida Department of TO: TRHOUGH: FROM: DATE: SUBJECT: David Grabka, RPM Orlando Naval Training center Greg M. Brown, P. E. ~?J Technical Review Section J~;V -<InC Jorge R. Caspary ~ ~v Technical Review Section January 9, 2001 Final Workplan for Treatability Study Area 2, ONTC I have reviewed the subject documents dated December 2000 (received December 19, 2000). The document is signed and sealed by Mr. Steven B. McCoy, P.E. of TTNUS. I find the workplan approach adequate for its intent and recommend implementation of the technology discussed therein. From the text, I infer that the ONTC Team has concurred on enhanced biodegradation to address VOCs contamination present in all reaches of the surficial aquifer at Area 2. The. technology proposed is ORC which utilizes the Mg02 to Mg(OH)2 reaction to release molecular oxygen in order to stimulate the activity of aerobic microorganisms to facilitate the metabolization of organic compounds in the aquifer. The consultant proposes to inject a slurry mix through 300 ORC injection borings all concentrated in an area approximately 130 x 90 meters. The only observations I have are that the ambient (resident) microbial population is very low, therefore, it may take longer to achieve design objectives. I recommend that quarterly reports not only include estimated VOC degradation rates but also heterotrophs and degrader plate counts to evaluate population activity in the aquifer with respect to initial counts.
5 MEMORANDUM David Grabka January 9, 2001 Page Two Likewise, I recommend sampling the two private wells on Nancy Lee Lane to ascertain any indirect reduction of VOCs in those wells. Please call me at (850) if you have any questions...
