7 Our definition Not living on your own, or doing things for yourself, But having choice and control over the assistance and or equipment you need to go about your daily life Having equal access to housing, employment, health, mobility, education and training opportunities, Participating in family and community life Whatever your age or impairment

8 Five year cross-government Strategy To give disabled people of all ages greater choice and control over the support they need to live their lives greater access to opportunities, and to participating in family and community life.

10 Role of Central Government Strategies and guidance Toolkit on independent living for older disabled people; Continuing health care good practice guidance. Action and Learning Sites: transfer of resources to user-led support, advocacy and brokerage Sponsoring Learning - Regional initiative to develop independent living initiatives for older people with high support needs Promoting understanding - awareness campaign to bring about cultural shift Implementation framework

11 Scrutiny and monitoring progress Detailed measuring of outcomes On an annual basis Reporting to Ministers and a commitment to review the need for new investment and/or legislation if satisfactory progress is not made.

12 Involving disabled people in implementation and monitoring of the Strategy Disabled people were involved in the development of the Strategy And they must be involved in its implementation and in the monitoring of progress Consultation on how to do this running until June 20 th.

13 Scrutinising progress at a national level Independent Living Scrutiny Group Made up of members of Equality 2025 and some members of the Expert Panel Receive annual progress reports Feed in their response to ODI Board of Management and Life Chances Ministerial Group.

15 How does the ILS support your leadership? ILS presents a coherent and comprehensive framework outcomes framework based on the new performance framework Key activities to support the personalisation agenda

16 Involvement at local level Current initiatives, for example: User-led organisation in every locality by 2010 Local Involvement Networks aim to promote local people s involvement in public services Other networks of disabled people and their organisations, e.g. NCIL, RADAR.

17 Is this enough? Or do we need to do more? How can we enable disabled people to be involved in Local Strategic Partnerships? How can we increase leadership capacity amongst disabled people at local and regional levels? What more should be done to ensure that the Strategy is properly implemented, and that disabled people are involved in its implementation?
