2 The Headlines An extra 250,000 Work Experience or sbwa places over the next three years. 160,000 wage incentives worth 2,275 each for employers who recruit an year old from the Work Programme. (available also at a parttime rate). An extra 20,000 incentive payments of 1500 each for Employers in England to take on young people as apprentices. Extra support through Jobcentreplus for all year olds consisting of a more intensive signing regime and extra adviser time to provide more back to work support A guaranteed Careers interview with the National Careers Service A new programme to support the most vulnerable NEET 16 and 17 year olds into learning, an apprenticeship or a job with training. 2 Department for Work and Pensions
3 The South London Youth Contract Offer We will have a dedicated team of skilled advisers that are able to build a robust Action Plan for each 16/24 customer to ensure that they are able to participate in the Jobcentreplus offer and move quickly into employment. Dedicated Adviser Teams or dedicated Advisers. Rapid Reclaims return to the original Adviser We will: Undertake intensive activity from day 1. (Weekly interventions using appropriate intervention options) Be able to offer every 16/24 year old support from our Offer by week 6 Ensure by week 13 that every 18/24 customer will have started a Work Experience placement, sbwa, training or other Provision. 3 Department for Work and Pensions
4 The South London Youth Contract Offer We will refer 18/24 Job ready customers to the Support Contract Finding a getting a job module and the support centre. We will mandate customers to Next Step (National Careers Service) where it is clear that the customer will benefit from advice on an appropriate career path. We will ensure every 16/24 year old is able to apply for vacancies on line or we will refer customers to support to ensure that they are able to do so. 4 Department for Work and Pensions
5 The extent of our offer: We will offer every 16/24 year old a Work Experience placement before they become eligible for the Work Programme. We will offer a pre employment training opportunity for every one who wants one, whether it is sbwa, SFA funded training through FE colleges or other Non Contracted Provision. We will mandate customers to Skills conditionality training where appropriate. We will mandate customers to attend a Next Step interview where they have no clear career goal. We will undertake Group sessions, where we have capacity to do so, which focus on Jobsearch support including JADA. We will support customers by helping them register on the NAS website and promoting apprenticeship opportunities. We will identify any Basic Skills or ESOL need on day 1 and refer the customer to support to address that need. We will use the Flexible Support Fund to ensure that each customer has suitable attire for an interview. We will use the Flexible Support Fund where appropriate to remove any other barriers to employment. We will refer Customers to Work Club or Enterprise Club support. We will refer customers to appropriate volunteering opportunities. We will refer appropriate customers to NEA. We will refer appropriate customers to Work Choice. We will refer appropriate customers to Mandatory Work Activity. We will offer early entry at three months to the Work Programme for those with voluntary access. We will refer JSA 18 year old customers who claimed JSA at age 16/17 to the Work Programme. We will refer all eligible customers to the Work Programme at their point of eligibility (9 months or 3 months if claiming JSA for 22 out of 24 months.) We will refer appropriate customers to the Support Contract FaGaJ and Support Centre. We will offer 16/17 year olds additional Adviser Support by week four of their Claim. We will ensure that appropriate action is taken under DMA/SBR activity to help customers take the appropriate steps to move closer to the labour market. We will create a local CV Job Bank and support year olds through job broking and matching activity. We will provide a dedicated resource to support ex-offenders and gang members within our Adviser Teams. We will utilise SBR to ensure that we challenge customers who fail to engage and respond appropriately. 5 Department for Work and Pensions
6 Get Britain Working Offer A menu of flexible support options to encourage: more sharing of skills and experience through Work Clubs; volunteering as a way of developing work skills through Work Together; self-employment as a route off benefits through the New Enterprise Allowance and via Enterprise Clubs offering community based and locally led support for unemployed people. greater insight into the world of work through Work Experience, and pre-employment training and work placements through sector-based work academies Partnership between voluntary sector, colleges, employers and Government. 6 Department for Work and Pensions
7 Work and Enterprise Clubs These Clubs will provide unemployed people with a place to meet and exchange skills, share experiences, find opportunities, make contacts and get support to help them in their return to work. Work Clubs help those looking for a job, Enterprise Clubs for those wanting to start their own business. Jobcentre Plus does not aim to set up or run Clubs but we will provide practical advice and guidance to those wanting to establish or support a Club. Clubs can be set up anywhere in the country but availability and the opportunities offered will vary. JCP will signpost customers to appropriate Clubs where available. 7 Department for Work and Pensions
8 Work Together & Work Experience Voluntary work can help an individual stay or move closer to the world of work. It can also help them develop valuable work skills whilst they are looking for paid work. Through Work Together, we will help unemployed people who are interested in volunteering so that they can find suitable opportunities. Work Together is available to all benefit recipients from the start of their claim. Jobcentre advisers will encourage and signpost customers to sources of information on volunteering, local voluntary organisations, to online services and to particular opportunities. Offer of 2-8 weeks work experience Taking a placement is voluntary Participants continue to receive their benefit whilst participating in Work Experience and, if required, will be provided with contributions towards the costs of travel and childcare. 8 Department for Work and Pensions
9 New Enterprise Allowance The New Enterprise Allowance will help unemployed people who want to start and grow their own business. It will provide access to business mentoring, and offering financial support of around 2,000. Customers will get: access to a business mentor who will provide guidance and support as they develop their business idea and through the early stages of trading once the customer has demonstrated they have a viable business idea and is ready to register as self-employed they can get: a weekly allowance based on the basic rate of JSA for 3 months, and then at half that rate for a further 3 months; Can apply for a loan up to 1,000 to help with start-up costs. 9 Department for Work and Pensions
10 Sector based work academies Will offer pre-employment training and work placements for unemployed people Districts will be are free to deliver flexible sbwa models to meet local needs of employers, claimants and training providers Academies will combine: sector-specific pre-employment training, primarily funded and delivered through the skills system leading to the achievement of one or more units on the Qualifications and Credit Framework, a work experience placement offer of a guaranteed job interview for participants completing both of the above elements. 10 Department for Work and Pensions
11 Flexible Support Fund A new fund, of about 147 million, will help Jobcentre Plus Districts support their customers back into work. The Flexible Support Fund will give Districts more control over how they use their budgets. The fund is aimed at helping people into work by paying for a variety of activities. These include payments to customers to help with things that make looking for a job harder, such as travel costs, tools or training. It will also include a grant funding mechanism, enabling District Managers to award funding to local partnerships. 11 Department for Work and Pensions
