Lynn Bhanot, Executive Officer ( EO ) Daniel Jacob, Deputy Attorney General ( DAG ) Wilma Balon, Secretary There being a quorum present, the meeting was called to order by Dr. Klein at 9:16 a.m. It was moved by Dr. Pleiss, seconded by Dr. Redmond, and unanimously carried to revise the agenda by adding the following under item (6) Continuing Education: B. Request for Reconsideration HI First Degree Reiki Class. Approval of Meeting Minutes: Minutes of the July 2, 2015 Board Meeting It was moved by Dr. Pleiss, seconded by Ms. Kikuta, and unanimously carried to approve the minutes of the July 2, 2015 meeting as circulated. Ms. Kang-Kaulupali entered the meeting room at 9:20 a.m. Licensing: A. Ratifications of Issued License 1. D'AMICO, David J. 2. FALCONE, Brittany C.

It was moved by Dr. Pleiss, seconded by Ms. Kang-Kaulupali, and unanimously carried to ratify the above staff approval of licensee(s). Executive Session: At 9:22 a.m., it was moved by Dr. Pleiss, seconded by Ms. Kikuta, and unanimously carried to enter into Executive Session pursuant to HRS 92-4 and 92-5(a)(1) and (4), to consider and evaluate personal information relating to individuals applying for licensure and to consult with the Board s attorney on questions and issues pertaining to the Board s powers, duties, privileges, immunities, and liabilities. EXECUTIVE SESSION At 9:50 a.m., it was moved by Dr. Pleiss, seconded by Dr. Klein, and unanimously carried to return to open session. The room was reopened to the public. B. Applications 1. TWIFORD, Christopher F. Old Business: A. SPEC Authorization After due consideration of the information received, it was moved by Dr. Pleiss, seconded by Dr. Redmond, and unanimously carried to approve the application of Christopher F. Twiford, D.C. At its meeting on July 2, 2015, the Board requested that Executive Officer Bhanot contact NBCE as to whether the Board is required to submit the form with the full six (6) additional attempts to retake the SPEC exam. Executive Officer Bhanot reported she spoke with Jeanette Johnson, Processing Coordinator at NBCE. Ms. Bhanot informed the Board that NBCE implemented this new requirement to allow the state boards the ability to specify how many times an applicant is allowed to take the SPEC exam. Continuing Education ( CE ): A. Ratification of CE Courses New Applications and Reregistrations:

The Board discussed Index No. HI , The Chiropractor as the Primary Spine Care Provider Part 2 Dr. Redmond questioned the description of the course syllabus versus the advertisement material of the course. Dr. Klein stated that the marketing of the course is promoting the referrals for the practice and does not apply to the course syllabus. Ms. Kikuta questioned whether this is considered false advertisement. Drs. Klein and Pleiss answered in the negative. 4 Board of Chiropractic Examiners - Minutes September 10, 2015 Page 4 It was moved by Ms. Kang-Kaulupali, seconded by Dr. Redmond, and unanimously carried to approve the following CE courses with adjusted hours in that the non-approved hours do not comply with the provisions of Chapter 76, subchapter 6, HAR: Index No. HI , 48 hours offered/20 hours may be earned out of 58 hours offered/20 hours may be earned Index No. HI , 10 hours out of 12 hours requested Executive Session: At 10:12 a.m., it was moved by Dr. Pleiss, seconded by Ms. Kikuta, and unanimously carried to enter into Executive Session pursuant to HRS 92-4 and 92-5(a)(1) and (4), to consider and evaluate personal information relating to individuals applying for licensure and to consult with the Board s attorney on questions and issues pertaining to the Board s powers, duties, privileges, immunities, and liabilities. EXECUTIVE SESSION B. Request for Reconsideration HI First Degree Reiki Class. At 10:22 a.m., it was moved by Dr. Pleiss, seconded by Ms. Kikuta, and unanimously carried to return to open session. After due consideration of the information received, it was moved by Ms. Kikuta, seconded by Ms. Kang-Kaulupali, and unanimously carried to not consider the Request for Reconsideration of the above CE course(s) in that it does not comply with the provisions of Chapter 76, Subchapter 6, HAR.
