1 ROLE PROFILE Role profile Career Grades C, D & E Role Title Property & Terrier Officer (Level 1) Role Grade: GRADE C Role Reference: Reports to: Behavioural Competency Job Type: Work Style Definition Primary Purpose of role: N20 Property & Terrier Team Leader Frontline Worker Office based hot desk/touch down worker Required to assist with the provision of a comprehensive land and property management service on behalf of the Authority, including the National Land & Property Gazetteer obligations. Role Outcomes Role Measures Key Accountabilities & Key Measures To enable property data and records to be updated. To respond to complaints & enquiries on council land Supporting the operation of the corporate landlord initiative All property data up to date and available to support the service objectives. All complaints and queries in relation to council land dealt with The success of the corporate landlord initiative Key activities Complete tasks on site such as taking measurements, photographs and completing site checklists. (10%) Review the council CRM system to receive, update and resolve queries and complaints regarding council land (10%) Update the IT systems in relation to property records: (20%) Use specialised software (Technology Forge) to manage the Council s core property data and statutory surveys on corporate buildings. Planning of own workload to ensure completion of allocated tasks.

5 Role Title Property & Terrier Officer (Level 3) Role Grade: GRADE E Behavioural Competency Job Type: Semi Professional Role Outcomes Role Measures Key Accountabilities & Key Measures To enable property data and records to be updated. To respond to complaints & enquiries on council land Supporting the operation of the corporate landlord initiative All property data up to date and available to support the service objectives. All complaints and queries in relation to council land dealt with The success of the corporate landlord initiative Key activities Review the council CRM system to receive and resolve queries and complaints, including ownership queries, regarding council land (10%) Review the land management matrix and decide best outcome to resolve reactive and planned maintenance issues of Council land. Consider budgets, repair costs and health and safety implications and liaise with Procurement to obtain quotes for planned works, advising on suitable Contractors to be used. Determine works required and raise orders for works to be undertaken by Contractors and provide follow up assistance. (20%) Undertake structured and regular site inspections as part of the Council's property review process and void inspection regime. Complete tasks on site such as taking measurements, photographs and completing site checklists. (10%) Update the IT systems in relation to property records: (10%) Use specialised database software to manage the Council s core property data and statutory surveys on corporate buildings. Monitor data relating to the Commercial estate lease renewals and rent reviews whilst safeguarding tenants personal information (20%) Update Geographical Digital Mapping to update ownership and lease data, creating digital plans and paper terriers to illustrate the Council s land ownership and obligations (10%) Provide mentoring to level 1 and 2 officers, including systems use and delegation of work (10%)
6 Essential Qualifications / Edit existing and create new records for the National Land & Property Gazetteer (NLPG) and National Street Gazetteer (NSG)(10%) Undertake other duties appropriate to the grade of the post Minimum 5 GCSE s grade A-C or equivalent Knowledge and understanding of current legislation regarding land ownerships & transactions Desirable Qualifications / NVQ 2 in Information Technology or equivalent Extensive experience of property records and/or asset management software packages Extensive experience of using geographic information systems such Essential Experience as GGP and/or NLPG Experience of interpreting property related information and entering this into software systems Experience in preparing and reading plans and drawings Experience of creating digital mapping overlays for data population and reporting Desirable Experience Ability to drive / willingness to travel to various sites Essential Skills Numerical skills to enable measuring on site & preparation of scale drawings Communication skills to articulate plans to staff within the service, elected members and residents. Planning of own workload to ensure completion of allocated tasks. Ability to interpret complex legal documentation to advise on the authority s obligations regarding its corporate and commercial estates Corporate Standards In accordance with Council policies and guidance on information management and security, it is your personal responsibility for data protection, client confidentiality and information governance. Act at all times in accordance with appropriate legislation and regulations, codes of practice, the provisions of the Council s constitution and its policies and procedures.
