ADOPTION OF THE MINUTES 3.1 IACDI Minutes MOVED BY: COUNCILLOR CYNTHIA DAY CARRIED. That the Intermunicipal Advisory Committee on Disability Issues Minutes from January 20, 2011 be adopted as presented. 3.2 IACDI Minutes MOVED BY: COUNCILLOR CYNTHIA DAY CARRIED. That the Intermunicipal Advisory Committee on Disability Issues Minutes from February 17, 2011 be adopted as presented. CARRIED. 4. Guest Speaker 4.1 Karen Preston, Coordinator of Partnership Development, Regional Parks, Update on Mount Work, Witty s Lagoon and Funding Requests Karen Preston Coordinator of Partnership Development, Regional Parks, gave a brief update on the Mount Work Project, noting that the Munn Road accessible washroom has been completed as well as the kiosk will be installed shortly. She then invited the Committee members to come and walk the trail to give feedback. May 9, 2011 from 10:30 11:30 am was chosen as the time to meet. There will be an Open Trail event with BC parks happening on June 11, 2011 encouraging hiking to celebrate partnership with IACDI and the District of Highlands it will take place from 10:30 till 12:00 noon, it will be the grand opening of the accessible trail. Karen gave IACDI the option to have a 3.1. Page 4 of 8
5 Intermunicipal Advisory Committee on Disability Issues Minutes April 21, 2011 Page # 3 booth at the start of this event which will start at Caleb Pike parking lot. There will be a shuttle offered from the Munn Road entrance to the beginning of the trail. Also there will be Ranger s and Interpreters throughout the trail, they will also be holding a scavenger hunt and there will be prizes and also photographers. There is a sign in the making to describe the trail and the different accessibility throughout the trail. Karen Preston then gave a brief update on the work being done at Witty s Lagoon, stating that the work was to start in 2010 but the work got moved to Some of the idea s for this project are to make an accessible viewing plat form for the falls and also accessible washrooms as well as some accessible parking. The trail is to start at the school and move through the service road and loop up to the teaching shelter. This project is still in the planning stages and phase one is to start in June. On May 7 th there will be an open house from 10:00 a.m. to noon at the teaching shelter to view the spots and for people to share their thoughts for the project. Grants such as BC Rehab and Home Depot, although CRD can t apply other can apply on behalf of the CRD. The approximate budget for the project is $60,000. Volunteers will help with clearing; also we will be working with the school and Power to be with regards to planting. One more thing that is being looked at is hiring some inmates from William Head prison as they have a program where inmates can work for minimum wage in the last 6 months of their term to help with money when they are released. Sooke and Metchosin have used this program before and have had no issues in the past. 4.2 Councillor Larry Tremblay Presentation about Sea Bluff accessible trail in Metchosin Councillor Larry Tremblay gave a brief update on the Sea Bluff accessible trail in Metchosin stating that it is in the formative stage right now as there is a statutory right of way involved. The Sea Bluff Trail goes right out to a cliff and there is a lookout. The trail is at the end of Perry Road at the loop, a 30ft piece of Metchosin owned road goes out to the cliff. There are 3 parking spots that are wheel chair accessible, the gate beside the trail runs both ways out to the cliff and to Wooten Road. Maintenance budget to Wooten Road for a parking lot and possibly the trail to the cliff. A grant for the parking lot is needed, 2 handicap spots and one regular spot. 5. 6 Intermunicipal Advisory Committee on Disability Issues Minutes April 21, 2011 Page # Adoption of Mission Statement MOVED BY: COUNCILLOR CYNTHIA DAY SECONDED: COUNCILLOR RON DUMONT That the Mission statement be adopted as presented. 5.3 Adoption of Terms of Reference MOVED BY: MEMBER DONNA GRAMIGNA SECONDED: COUNCILLOR CYNTHIA DAY That the Terms of Reference be adopted as presented. 5.4 Election of Executive By unanimous vote Marnie Essery was appointed as Committee Chair, Councillor Cynthia Day as Vice-Chair and Cheryl McLachlan as Treasurer. Councillor Cynthia Day and Member Cheryl McLachlan will become signers on the IACDI account in addition to Daffoni and Marnie who are already on as signers. Cheques require two signatures. 5.5 St. John the Baptist Heritage Church Follow Up Meeting next week cancelled but the ramp will be up to building code standards. 5.6 Black Press Follow Up Still in progress. Tabled. 5.7 National Access Awareness Week Plans We will skip the wheel chair sport this year, we have the CRD trail openings and the Picnic this year coming up. There is no ice this time of the year for stick curling maybe later in the year this can be brought up again. There will be a media release about Accessible Awareness Week Page 6 of 8

NEW BUSINESS 6.1 Distribution of Seniors Guide Compliments of John Horgan s office Copied were donated to this committee to give out to all other agencies and networks so they can hand them out as well. 6.2 New Era Gala The committee discussed Marnie plus one helper being able to go to this Gala, there are huge numbers of people that have been helped in the Westshore. MOVER BY: COUNCILLOR RON DUMONT SECONDED: MEMBER DONNA GRAMIGNA That two members of this committee go to the New Era Gala. 6.3 Maps re Travel Guide, Accessible Wilderness Society Karen is to the accessible wilderness society to follow up with work being done. Disability Resource Centre info given to Karen, she will follow up on both. 6.4 Bus Stops There are 40 benches coming in Colwood active transportation map. Cynthia to meet with Lorraine to work with and identify accessible area and benches to be put in. Update in May Meeting. 7. NEXT MEETING The next meeting is scheduled for Thursday, May 19, 2011 at 7:00 p.m. at Colwood Municipal Hall, 3300 Wishart Road Page 7 of 8
