2 DEFINITIONS First Line The maintenance organisation directly responsible for the maintenance and preparation for use of a complete systems or equipment. First Line organisations normally undertake maintenance to Depth A or authorised Depth B. Depth A The maintenance which is directly concerned with preparing end use items and keeping them in day-today order. This includes such items as, functional testing, scheduled maintenance, replenishment, servicing, fault diagnosis, and corrective maintenance by replacement, adjustment and minor repair. Depth B The maintenance which is required on items and assemblies which are in an unacceptable condition or which require preventative maintenance. This may include scheduled maintenance, embodiment of minor modifications, bay maintenance of assemblies and corrective maintenance beyond Depth A, but within provisioned resources. Planned Operational Utilisation Availability The serviceability of the simulator and its associated systems and equipment required at the start of a planned training sortie / mission profile. Mission Reliability The capability of the Lynx Mk8 FMS, LCPT and SBT and their associated systems and equipment to conduct mission/training without interruptions caused by system lockups or failures.

4 1.0 INTRODUCTION 1.1 The purpose of this specification is to outline the Contractor Logistic Support activities required to: a. Ensure that the Lynx Mk 8 FMS, LCPT and SBT Synthetic Training Equipments (STE) at RNAS Yeovilton are available to meet the agreed Royal Navy training objectives in the terms of simulator availability, quality and safety. b. Ensure that the Sea King DS and RCTC STE at RNAS Culdrose and the Lynx Mk3 FMS at RNAS Yeovilton are available to meet the agreed Royal Navy training objectives by undertaking scheduled servicing (preventative) and repair (corrective) maintenance at 1 st line to depth A, B and limited C as defined in the Support Policy Statements (SPS). 1.2 Post Design Service provides configuration control of the simulator base lines and enables modification of the simulators caused by engineering, training or operational requirements. 2.0 MAINTENANCE POLICY 2.1 The maintenance policy (Lynx Mk8 STE) shall be as follows: a. The Lynx Mk8 FMS, LCPT and SBT, with exception of any unmodified items of aircraft shall generally be maintained to depth A and B at first line, with subsequent repairs being performed within industry. b. Any items of equipment provided by the Authority as a Government Furnished Asset (GFA) shall be maintained by and in accordance with the maintenance polices declared by the appropriate equipment support authority. Repair of GFA items is the responsibility of the Authority. c. All modifications to the FMS, LCPT, SBT and Test and Reference Laboratory shall be produced or approved by the FMS, LCPT, SBT and Test and Reference Laboratory Design Authority (DA), usually under the terms of a Post Design Services (PDS) Task. The DA shall produce most modifications, but the Royal Navy may produce Service Engineered Modifications (SEM) which shall be subject to DA approval. DA modifications and SEMs shall be installed by either a DA Contractor Working Party (CWP) or in-service contractor personnel. 2.2 The maintenance policy (Sea King DS, RCTC and Lynx Mk3 FMS) shall be as follows: Undertake scheduled servicing (preventative) and repair (corrective) maintenance at 1 st line to depth A, B and limited C as defined in the Support Policy Statements (SPS), to accommodate the training task. The depths of maintenance, preventative and corrective are all defined at 11.5.d. A copy of the SPS for each item of STE can be found on site at RNAS Culdrose and RNAS Yeovilton.
5 2.3 The maintenance of the software is the responsibility of the following DAs: a. Lynx Mk8 STE - FMS, LCPT, SBT and Test and Reference Laboratory CAE (UK) plc. b. Lynx Mk3 FMS and Sea King DS Thales Training & Simulation. c. Sea King RCTC BAE Systems. 2.4 Major Maintenance Rectification Major maintenance rectification shall be undertaken outside normal training hours. During training hours a maintainer must be available at 10 minutes notice to diagnose faults and undertake repairs for each simulator, in case of equipment failure. The Contractor shall provide the effort required based on simulator type and 'Hours of Operation' and the following related requirements: a) Undertake the maintenance and repair of associated engineering equipment, including hydraulic systems. b) Perform computer maintenance of hardware, firmware and software. c) Perform routines e.g. run acceptance test schedules and diagnostics as required. d) Only 'reloading' routines to occur during normal instructional hours subject to agreement with the DO or their representative. e) Monitor environmental control and fire protection systems and notify defects to Property Management. See the specific SPS for each STE. Responsibility for repair or maintenance of this equipment rests with the Authority and it s representative at each Royal Naval Air Station. f) To ensure that maintenance staff is available to provide cover for each equipment throughout its hours of operation. g) To bring each equipment to a state of operational readiness at the start of each day of operation, and to power it down at the end of that day. h) To undertake the necessary preventative servicing of each equipment on a daily basis. This can either be during the hours of operation, if DO agreement has been granted, or during a suitable time period before or after the hours of operation for that equipment. i) The Contractor may perform on site testing of LRUs post repair, this will be for those items where full testing in situ is more practicable then full testing by the DA, with EA s agreement. This testing shall be undertaken with 14 days of receipt of the LRU.
6 j) Provision of reports, in soft and/or hard copy form, at intervals to be agreed with the DO. The reports will provide performance information for each item of STE as agreed with the DO. k) Maintenance records to be kept for each item of STE. Such information could be kept on a computer based record system. l) Provide assistance to the Lynx Mk3 FMS, Sea King DS and RCTC Design Authority (DA) for the embodiment of modifications. The extent of this assistance will be to open/close the simulator building, along with preparing the equipment to a state of operational readiness and to power it down after DA activity has been completed. These modifications result from aircraft modifications and obsolescence of simulator equipment and are carried out to maintain the simulator at a correct modification state and assure fidelity and reliability. Embodiment of these modifications is carried out during Navy leave periods. The Contractor is expected to provide the appropriate support during the hours 0600 to 2200 Monday to Friday and the Contractor will be provided with at least 14 days notice by the DO of such activity. Should this additional support be outside the hours 0600 to 2200 Monday to Friday and the Contractor considers it to be not fair and reasonable then the Contractor shall immediately advise the DA and EA. m) Provide assistance to the Lynx Mk8 FMS, LCPT and SBT Design Authority (DA) for the embodiment of modifications. The extent of this assistance will be to open/close the simulator building and other support work as detailed in specific PDS Tasks along with preparing the equipment to a state of operational readiness and to power it down after DA activity has been completed. These modifications result from aircraft modifications and obsolescence of simulator equipment and are carried out to maintain the simulator at a correct modification state and assure fidelity and reliability. Embodiment of these modifications is carried out during Navy leave periods. n) Manage and control spares, test equipment and tools in the Contractor s custody and maintenance. The following documents provide additional and related information: a. JSP 336 Vol 11 - Supply Chain Instructions for the Sea Environment b. JSP 336 Vol 13 - Supply Instructions for Air Environment c. JAP 100A-01 - Military Aviation Engineering Policy & Regulation d. AP100N NAMM. Maintenance of Spares to requirement in specific SPS. 2.5 Liaison with the Engineering Authority (EA) and the relevant DA. When reasonably requested to provide or receive information, the Contractor s representative shall attend off-site meetings, typically Quarterly Post Design Service (PDS) Meetings and any ad-hoc meetings which are intended to resolve specific maintenance problems. These meeting may be held on-site or off-site at the MoD Abbey Wood or the DA s UK premises. A minimum of 14 days notice will be provided.
7 2.6 Safety Provisions: a) It is MOD Policy to comply with the Health and Safety at Work Act 1974 and other regulations under it. All staff are to comply with this requirement. The MoD Health and Safety Handbook JSP 375, Reference 11.5.a, promulgates this policy and gives guidance on the Act and other main Health and Safety regulations. b) RNAS Safety policy is laid down in HMS Seahawk and HMS Heron Standing Orders. c) Equipment specific Health and Safety policy is contained in the SPS relevant to the individual item of STE. 2.7 Personnel Qualifications Personnel must be cleared to SECRET and attention is drawn to the requirements of DEFCON 76 in this respect. It is the Contractors responsibility to ensure the maintenance personnel are suitably qualified to maintain the STE to the level required by the Contract. As a guide the structure of the Contractors Team should consider the following disciplines: a) Maintenance Site Manager - Demonstrable management experience is necessary. b) Principal Engineer - Minimum Higher National Certificate (HNC) or Higher Technician Education Council (TEC) equivalent in Engineering, and demonstrable suitable experience in the field. c) Electronics Engineer - Minimum Ordinary National Certificate (ONC) or TEC equivalent in Electronics and demonstrable suitable experience in the field, as a fully skilled tradesman (Electronics) with minimum of 3 years experience in Industry or Armed Forces on full time Flight Simulator duties. d) Software Engineer - Fully conversant with software procedures, computer language and operating systems appropriate to the STE, as a fully skilled tradesman (Software) with minimum of 3 years experience in Industry or Armed Forces on full time Flight Simulator duties. e) Mechanical Engineer - Minimum Ordinary National Certificate (ONC) or TEC equivalent in Mechanical Engineering and demonstrable suitable experience in the field, as a fully skilled tradesman (Mechanical) with minimum of 3 years experience in Industry or Armed Forces on full time Flight Simulator duties. 3.0 PLAN SUMMARY 3.1 Resources
8 A Logistic Support Manager (LSM) shall be appointed to manage the activities required for the duration of the Contract, this role can be undertaken by the Contractors Site CLS Manager. The LSM shall ensure that all aspects of the Logistics Support are carried out in accordance with the agreed CLS Specification. For the Lynx Mk8 FMS, LCPT, SBT and Test and Reference Laboratory the Contractor shall provide the following resources to meet the requirements of the Specification: (i) Staff resources for: - Design Services - Configuration Management - Maintenance Scheduling - Maintenance Activities - Certifications - Spares Scheduling - Purchasing - Documentation (ii) Material resources for: - Instructions/Documentation - Parts - Transportation - Tools and equipment 4.0 POST DESIGN SERVICES 4.1 Design Services The Contractor shall provide In Service Support (ISS) in respect of all necessary design services in support of the Royal Navy Lynx Mk8 FMS, LCPT, SBT and Test and Reference Laboratory, including: a. Provision of design data b. Design advice c. Incorporation of changes d. Investigation for obsolete parts e. In-house telephone support line f. On site design investigation g. Support documentation h. Maintain the Lynx Mk8 STE Test and Reference Laboratory at CAE Inc, Montreal. 4.2 Change Services The Contractor shall provide ISS in respect of any changes which may occur to the Royal Navy Lynx Mk 8 FMS, LCPT, SBT and Test and Reference Laboratory and any associated parts or documentation during the CLS period, including: a. Modifications as may be necessitated by in-service experience.
9 4.3 Tasking b. Investigation of changes for any reason, together with a report and costings for the desired changes. c. Carry out the required changes in accordance with an agreed schedule. d. On-site testing of any physical changes to the Royal Navy Lynx Mk8 FMS, LCPT and SBT. The Contractor shall carry out additional tasking as agreed in accordance with the requirements approved under the respective FsAST IPT-PDS Tasking Form Part 1 (Appendix 5 to this Annex). 4.4 Configuration Management (CM) A Configuration Management Plan shall be compiled for the Lynx Mk8 FMS, LCPT and SBT in respect of the CM for the Logistic Support to be provided for the contracted period. (i) The CM Plan shall define: - The person responsible for the CM - The CM procedures - The planned configuration items - Planned dates for CM items - Resources required for the CM (ii) The CM support task personnel devolve into two functions: - Technical: including CM, Design and QA - Administrative: including Financial, Documentation and Procurement (iii) The CM Plan shall include all support activities for the ISS of the Royal Navy Lynx Mk8 FMS, LCPT and SBT, and shall include: - CM Tasks - Quality Management - Change Management - Staff authority and responsibilities - Information flow - Predetermined activities, eg: planned maintenance, etc. 5.0 AVAILABILTY & RELIABILITY 5.1 The Contractor shall provide the necessary support to achieve an availability of 98% planned operational utilisation of the Lynx Mk8 FMS and LCPT based on the following: a. Normal training hours per day: (1) Monday through to Thursday 12
10 (2) Friday 7.5 b. Training /site operating days per week 5 c. Training weeks per year The Contractor shall provide the necessary support to achieve an availability of 98% planned operational utilisation of the Lynx Mk8 SBT based on the following: a. Normal training hours per day: (1) Monday through to Thursday 12 (2) Friday 7.5 b. Training /site operating days per week 5 c. Training weeks per year 46 d. Number of SBT assets 12 which leads to a maximum availability of ((12x4)+7.5)x4x12)=2,664 hours for each month that the equipment is operational. Additional to the above, it shall be noted that the failure of an Instructor Station and this causes the loss in training for the whole classroom, it shall be recorded as a loss of availability of Qty 6 SBT assets for the duration of the failure. 5.3 The Contractor shall provide the necessary support to achieve an availability and planned operational utilisation of the listed below by simulator. The actual day to day utilisation will vary and is dictated by immediate training requirements. Therefore the opportunity to perform some work on the simulator may exist during the times listed below if the DO s approval is sought. [Note: For the Lynx Mk3 FMS, Sea King DS and RCTC the Contractor shall provide PDS Modification support as detailed in paragraph 2.3 (l) above over 52 weeks per year, as required.] PDS modifications are usually accomplished during the non training periods which coincide with the Station s leave dates, namely three weeks during the summer, two weeks at Christmas, two weeks at Easter and public holidays. Notwithstanding this, training may also occur during the leave period if operational necessity dictates such. a. Lynx Mk3 FMS Yeovilton (i) The Lynx Mk3 training task is normally 57 hours per week from 0800 to 2000 Monday to Thursday and 0800 to 1700 on Fridays, over 46 weeks per year.
11 (ii) Instruction is conducted by Instructors as required by the Lynx Training Squadron and by individual aircrew for self study. b. Sea King DS Culdrose (i) The Sea King DS training task is normally from 0800 to 2000 Monday to Friday, over 46 weeks per year. (ii) The Sea King DS training sorties will vary in length from 30 minutes to 2 hours. c. RCTC Culdrose (i) The RCTC training task is normally for 2 hours a day for 46 weeks a year. Performance standard - Minimum 96% actual availability against planned availability for each simulator. To be provided in an agreed format and timescale for each STE to the DO and EA. 6.0 PREVENTATIVE MAINTENANCE 6.1 A Preventative Maintenance Programme (PMP) for the items of STE shall be compiled and submitted to the Authority. The PMP documents shall be referenced at Appendix 1 of this Annex. This shall include all items of STE. 6.2 The PMP shall include: a. Details of the items requiring PM b. Locations of those items c. A schedule describing the PM requirements for each item d. A schedule detailing the PM procedures for each item e. The materiel resources required to carry out the PM f. The personnel resources required to carry out the PM g. The periodicity of the PM for all items 6.3 A PM Report shall be maintained and shall detail the following: a. The PM work carried out b. The status of all PM items c. The status of the Royal Navy Lynx Mk8 FMS, LCPT and SBT as a whole d. Any shortfalls due to incorrect or insufficient PM 6.4 If necessary a quarterly review of PM Reports shall be conducted in order to determine the effectiveness of the PM, any shortfalls which may occur, and any changes to the PMP which may be desirable. Any such changes shall be mutually agreed between the Authority, DA and the Logistic Support Manager for this Contract.
12 6.5 The periodicity of the PM is as detailed in the documents at Appendix 1 of this Annex. 7.0 CORRECTIVE MAINTENANCE 7.1 Corrective Maintenance shall normally be carried out immediately following identification of a fault. The Contractor shall rectify the fault in order to maintain the Availability of the STE and to minimise disruption to a planned STE Mission. 7.2 In cases where the fault can be rectified without disruption to the planned mission permission shall be sort from the DO or their representative before remedial work is carried out. 7.3 In cases where the fault cannot be rectified without disruption to the current or planned mission, the Contractor shall advise the DO or their representative of the impact and provide an estimate as how long the fault rectification will take. 7.4 All instances of Corrective Maintenance shall be recorded in a format as agreed with the DO and EA. 7.5 Any Corrective Maintenance requests from the Authority for the Royal Navy Lynx Mk8 FMS, LCPT and SBT shall be returned to Service within 2 working days of being initiated. 8.0 PERIODIC CERTIFICATION/CALIBRATION 8.1 During the course of the Contract period, the Lynx Mk8 FMS, LCPT and SBT and various associated items of equipment shall require re-certification, re-validation or calibration. 8.2 The Contractor shall produce a periodic Certification/Calibration Plan which shall identify:- (i) (ii) The items of equipment which will require re-certification, re-validation or calibration during the CLS period. The required periodicity of the re-certification, re-validation or calibration. 8.3 In general, certification is required for items of lifting equipment, cables, etc, for which the periodicity is governed by Regulations. The periodicity is therefore normally a prescribed value, which shall be adhered to under the Contract. 8.4 Re-validation of the Lynx Mk8 FMS performance against the Qualification Test Guides (QTG) shall be required annually or at any time when the performance is in doubt. The Lynx Mk8 FMS will also be subject to annual Flight Testing by a Test Pilot nominated by the Authority. 8.5 Certificates shall be supplied to the Authority designated consignee.
13 9.0 SPARE PARTS 9.1 Lynx Mk8 FMS, LCPT, SBT and the Test and Reference Laboratory spare parts requirements for the Contract shall be based upon the documents as detailed at Appendix 2, 3 and 4 of this Annex. Such Documents shall be updated by the Contractor and provided to the Authority for Contract Amendment following changes to the STE i.e. due to PDS Tasks. In addition, the spares holdings are to be reassessed by the Authority and Contractor annually to ensure relevance to the current Build Standard of the Royal Navy Lynx Mk 8 FMS, LCPT, SBT and Test and Reference Laboratory. a. Appendix 2 GFA List b. Appendix 3 MoD Owned Spares List (including those carried over from the previous Contract FsASTC/6019) c. Appendix 4 CAE Consignment Spares and Consumables Items List. 9.2 Spare parts for the Contractor Logistic Support (CLS) of the Royal Navy Lynx Mk 8 FMS, LCPT, SBT and Test and Reference Laboratory shall be those identified as requiring replacement during the course of the CLS Contract and be listed in the Spares List. 9.3 For the avoidance of doubt, for the Lynx Mk8 FMS, LCPT, SBT and Test and Reference Laboratory it shall be the Contractors responsibility to ensure that the provision of spares is maintained for the duration of the Contract which shall include the direct replacement of unserviceable items from the following sources: a. First MoD Owned Spares Holding b. Second CAE Consignment Spares Should a Consignment Spare be used then that spare will become the property of the MoD and be transferred to the MoD Spares Holding. With the exception of the GFA, the Contractor shall be responsible for the maintenance of all items for the Lynx Mk8 FMS, LCPT, SBT and Test and Reference Laboratory. As detailed in paragraph 9.1 the Authority and the Contractor shall re-assess the spares holding on an annual basis. 9.4 For the Lynx Mk3 FMS, Sea King DS and RCTC the provision and maintenance of spares is the responsibility of the DA and Authority. The Contractor shall be provided with STE unique spares, tools and test equipment to be available on-site, access to aircraft spares shall be through the Navy Supply System. The Contractor shall provide a list of all spares held on-site. Should the Contractor identify difficulties in obtaining a spare item then the EA shall be advised. 9.5 For all items of STE, the Contractor shall provide, to the Authority, monthly list identifying: a. All unserviceable arising during that period b. All items dispatched for repair during that period c. All items of equipment in the process of repair d. All items returned form repair during that period 10.0 CONSUMABLE ITEMS
14 10.1 Consumable Items requirements for Lynx Mk8 FMS, LCPT and SBT shall be based upon the Consumables List provided at Appendix 4 of this Annex. This List shall be updated by the Contractor and provided to the Authority for Contract Amendment following changes to the STE i.e. due to PDS Tasks. In addition, the consumables holding are to be replenished and assessed as necessary by the Contractor to ensure sufficient items to meet the requirements of the Lynx Mk 8 FMS, LCPT and SBT Consumable Items for the CLS of the Royal Navy Lynx Mk8 FMS, LCPT and SBT shall be those identified as those requiring replacement during the course of the Contract For the Lynx Mk3 FMS, Sea King DS and RCTC the provision of consumables is the responsibility of the Authority. The Contractor shall be provided with STE consumables to be available on-site or via the Navy Supply System. The Contractor shall provide a list of consumables held on-site. Should the Contractor identify difficulties in obtaining a consumable item then the EA shall be advised SUPPORT DOCUMENTATION 11.1 Support Documentation is provided for the Royal Navy Lynx Mk8 FMS, LCPT and SBT, details of such documentation are detailed below: a. ACOS (AV) Support Policy Statement for the RN Lynx Mk 8 Simulator b. AP100D-01 Procurement and Management of Flight Simulator and Synthetic Trainers c. Operating Instructions Manual d. Technical Design Information e. Maintenance Instructions f. Installation Data g. Spares Parts List h. Critical Items List i. Consumable Items List j. Course Material used by the Contractor for Operator/Instructor Training 11.2 Information for the CLS Plan will be in accordance with that in the above documents. There will be no conflict between the CLS Plan and any of the above documents The Contractor shall ensure that the documentation is maintained in good order and that all amendments are incorporated 11.4 The Support Documentation will be amended as necessary resulting from changes to the Support Policy, legislation or PDS activities For the Lynx Mk3 FMS, Sea King DS and RCTC the following references are available: a) JSP 336 Vol 13 Supply Instructions for Air Environment (formerly AP 830 RAF Supply Regulations).

18 ANNEX E to CONTRACT FsASTC/00103 DEFFORM 177 (Edn 3/80) Design Rights and Patents (Sub-Contractor s Agreement) THIS AGREEMENT is made the day of 19 BETWEEN whose registered office is at (hereinafter called "the Sub-Contractor") of the one part and THE SECRETARY OF STATE FOR DEFENCE (hereinafter called "the Secretary of State") of the other part WHEREAS:- 1. The Secretary of State has placed with (hereinafter called "the main contractor") a contract bearing the reference number FsASTC/00103 (hereinafter called "the main contract") for the provision of Maintenance and Support of Royal Navy Simulators at RNAS Yeovilton and RNAS Culdrose the effect of which is that the costs of such design and development (including the cost referable to any sub-contracts hereinafter referred to) will be substantially borne by the Secretary of State. 2. The main contractor contemplates that the design development and supply of certain components needed for performance of the main contract will be undertaken by various third parties in pursuance of sub-contracts made between them and the main contractor. 3. With a view to securing to the Secretary of State rights as regards inventions designs and other related matters in respect of any sub-contract the main contract provides that the main contractor shall not enter into any sub-contract for any component aforesaid without obtaining the prior approval of the Secretary of State. 4. The main contractor has now informed the Secretary of State that for the purpose of performing the main contract he wishes to place with the Sub-Contractor a sub-contract for the design and development of the items described in the First Schedule (hereinafter called "the sub-contracted items") and has requested the Secretary of State's approval of the sub-contract accordingly. 5. The Secretary of State has signified his willingness to approve the sub-contract on condition that in consideration of his giving approval the Sub-Contractor enters into a direct Agreement with the Secretary of State concerning the matters hereinafter appearing and the Sub-Contractor has signified his willingness to enter into such an agreement. NOW THIS AGREEMENT made in consideration of the premises and of the rights and liabilities hereunder mutually granted and undertaken WITNESSETH AND IT IS HEREBY AGREED AND DECLARED as follows:- 1. The Sub-Contractor and the Secretary of State hereby agree to be bound to each other by the provisions of the Conditions as set out in the Second Schedule hereto. 2. No extension alteration or variation in the terms of the sub-contract between the main contractor and the sub-contractor and no other agreement between the main contractor and the sub-contractor relating to the work to be done under the sub-contract or any modification now or hereafter made thereto shall prejudice the operation of this Agreement which shall in all respects apply to the sub-contract as so extended altered varied supplemented or modified as if such extension alteration variation supplementation or modification had been originally provided for in the sub-contract and the expression "the sub-contract items" shall have effect accordingly.
