8 MQA AND MOBILITY MALAYSIAN QUALIFICATIONS FRAMEWORK Earliest in ASEAN to develop a national framework The MQF provides transparency, readability, comparability and compatibility of Malaysian qualifications and courses. MQF with the quality assurance system provides confidence and comparability of qualifications for better mobility 8

9 Bil 1/2015 MALAYSIAN QUALIFICATION STATEMENT Student mobility is assisted by clear credit transfer policies. ETCS within the European Higher Education Area has facilitated mobility. MQS or M sian Diploma Supplement provides information to students, universities and sponsors on the national framework, the credit system, duration, accreditation etc. In fact, MQS has been accepted by the ASEAN+3 as a reference document in the recent meeting in Tokyo. Urge all Malaysian universities to adopt MQS to facilitate mobility of students. 9

10 MQA AND MOBILITY CREDIT TRANSFER REGIME Recognizes the value of student mobility in enhancing student development and employability Has created a framework and principles within which credits can be transferred within the country, within and without the region Empowered universities to process credit transfers based on the principles agreed to MQA has issued guidelines for students who are abroad or preparing to go abroad to continue locally through credit transfers. (No. 2/2015) 10

11 CREATIVE STUDENT MOBILITY Malaysian MOOCs with some 60 unique courses can be a substitute Thousands of international students have enjoyed virtual student mobility with a BIG plus multinational classroom Mobility programmes can be combined with Malaysian MOOCs for shorter residence These MOOCs should be developed cognizant of the credit transfer policies in other regions. To facilitate credits through MOOCs, MQA is testing guidelines including for a registry 11

ACTFA, AAC, AUN-ACTS,, CLAR, CATS, ECTS, AIMS etc. Develop international arrangements to minimize issues in mobility and earning credits. Provide or also tap into international and regional funding Consider mobility as requirement for graduation rather than a nice to have feature. 15 MALAYSIAN QUALIFICATION STATEMENT The Malaysian Qualification Statement (MQS) is a document attached to a higher education qualification aimed at improving transparency and facilitating the academic and professional recognition of the qualification. This initiative started with an online survey on the implementation of the MQS in Malaysia. The survey took place from 2nd December 2013 until 15th January The purpose of this survey was to obtain stakeholders views on the implementation of the MQS in terms of public acceptance, format, nomenclature, policy imposed towards HEPs on MQS.

16 MALAYSIAN QUALIFICATION STATEMENT Improve understanding on the qualifications and higher education system in Malaysia Improve transparency and international recognition Enable students mobility across different countries Improve the job prospects of Malaysian graduates locally and internationally

17 FORMAT OF MQS Uniformity of information provided in a MQS is very important, particularly because individual provider will design the format of their MQS to suit their student management system. Malaysia MQS format follows the model developed by the European Commission, Council of Europe and UNESCO/ CEPES and was amended based on the national needs and feedbacks received from the stakeholders. The format proposed contains the essential components to be included in the preparation of the MQS as follows:
