INTRODUCTION 1.1 The National Animal Identification and Tracing scheme (NAIT) is a mandatory New Zealand scheme which has been established to create an electronic identification system for animal identification and lifetime traceability. The scheme requires all cattle and deer to be identified with an approved permanent NAIT device within 180 days of birth or prior to movement. 1.2 This standard is made pursuant to section 14(2) of the National Animal Identification and Tracing Act 2012 ( the NAIT Act ). 1.3 This standard revokes and replaces the NAIT Device Standard for Cattle, Version 4 (June 2013). 1.4 This standard is effective as of 1 October This standard provides rules that apply to permanent Radio Frequency Identification Devices ( RFIDs ) for cattle that are approved for use, under the National Animal Identification and Tracing Act 2012 ( the NAIT Act ), as NAIT devices for use in the NAIT scheme. A separate standard exists for deer. 1.6 This standard applies to a person or company manufacturing, selling, or preparing for sale radio frequency identification devices for cattle for the NAIT scheme. 1.7 Only provisionally and fully approved RFIDs meeting this standard will be able to be applied to cattle for use in the NAIT scheme. 2. UPDATES TO THIS STANDARD 2.1 This standard may be updated from time to time by the NAIT organisation. 3. REQUIRED PHYSICAL STANDARDS 3.1 The NAIT device must be in the form of a NAIT approved ear tag. 3.2 The female electronic portion of NAIT devices for cattle, housing the transponder, must be white. 3.3 The centre of the female electronic portion, not housing the transponder, may be black, white or yellow. 3.4 The NAIT logo is to be the default logo on the female portion of the tag 1. An official animal identification scheme approved under the Biosecurity Act 1993 or the NAIT Act 2012 can substitute the NAIT logo with its own logo with the written permission from NAIT Ltd. 3.5 Tag types with herd numbers will not be valid for issue from July The visual information printed on the outside of the female portion of the NAIT device (visual ID) can be in any of the following formats: Tag name Tag type Format Example Usage Birth tag (with year) Birth tag (without year) NAIT number AAAAAA yy nnnn Primary format for NAIT tags for newborns. This portion of the NAIT device must be marked with the NAIT logo and the words Do Not Remove. 3.8 The NAIT device shall contain a half-duplex (HDX) transponder or full duplex (FDX) transponder. 3.9 The transponder shall be low frequency The transponder must comply with NZ/ISO 11784:2001 & 11785: The unique number encoded within each transponder must be non-reprogrammable Devices must be encoded with the relevant manufacturer s code and have Conformance and Performance certification issued by the International Committee on Animal Recording (ICAR) The NAIT device must not contain recycled components, including transponders The NAIT device must be electronically readable on the female portion of the device The NAIT device shall not be capable of causing chemical contamination of meat or edible offal, damage to the hide, or be capable of adversely affecting the health and well-being of cattle following application It must be possible to apply the NAIT device on animals from birth. Loss rates are to be determined from the time of application of the NAIT device NAIT devices must be designed to prevent unauthorised removal and reuse and be tamper-evident. 4. REQUIRED PERFORMANCE STANDARDS 4.1 Under New Zealand conditions, there is to be no apparent physical deterioration (other than colour) in NAIT devices due to ultraviolet radiation, rain, heat and cold or other environmental influences for the lifetime of animals. 3 NAIT may assess and endorse devices containing transponders, which are not NZ/ISO 11784:2001 / NZ/ISO 11785:2001 compliant. Such devices can include ultra-high frequency technology, or alternate machine readable technology provided: a. there is clear independent evidence that the device meets the performance criteria specified in the applicable standard, b. the operation of such technology and associated readers will not impact adversely on the reading of devices containing NZ/ISO 11784:2001 / NZ/ISO 11785:2001 compliant transponders, and c. the operation of such technology and associated readers will not impact adversely on the operation of a national animal identification and tracing database. 25 September 2014 Page 2

6 4.2 In the absence of electromagnetic interference, 99.5% of NAIT devices must be machine readable, under New Zealand field conditions, without duplication or omission, in cattle moving freely at a rate of up to 2 metres per second in single file past a reading point with a portal width of 0.8 metres. 4.3 Following application, the transponder contained within the female portion of the NAIT device shall be machine readable, under New Zealand field conditions, for the life of the animal. 4.4 The physical loss of NAIT devices from cattle on typical New Zealand properties shall not exceed 2% within 6 months of application. 4.5 The physical loss of NAIT devices from cattle on typical New Zealand properties shall not exceed a 3 year rolling average of 1% under normal field conditions. 4.6 NAIT devices must not be susceptible to damage under normal application conditions when applied as the manufacturer specifies. 4.7 Printing on NAIT devices shall remain visually readable for the lifetime of the animal. 4.8 The NAIT organisation reserves the right to suspend, revoke or reinstate the status of a NAIT approved device following investigations related to the physical deterioration or failure of the device. 5. LICENSEE AND MANUFACTURER REQUIREMENTS GENERAL REQUIREMENTS 5.1 Only a licensee approved by the NAIT organisation can distribute an approved NAIT device. NAIT devices may only be supplied in accordance with the NAIT Licensing Agreement. 5.2 Licensees must comply with the following requirements. a. The licensee must be a company or business registered with the New Zealand Companies Office, or be an individual who is a New Zealand resident. b. The licensee must meet or ensure compliance with all manufacturing requirements in accordance with this Standard. c. The licensee must ensure that they, and the manufacturer of their device, have an auditable production process that eliminates the possibility of errors, particularly in association with the printing of visual IDs and the link to the RFID number. d. The licensee must ensure that the visual IDs printed on NAIT devices are unique (i.e. different to all other visual IDs reserved or uploaded to the NAIT system) with the exception in 5.5 of this standard. e. The licensee must ensure that the RFID transponder numbers are unique. f. The Licensee must ensure that RFID numbers conform to the required ISO standards and that the device has Performance and Conformance certification issued by ICAR. g. The licensee must check that the transponder can be reliably read, prior to the dispatch of the device to a purchaser. h. The Licensee must describe the physical properties of an approved NAIT device, including the weight and dimensions, and also list the discrete components that make up the device (including the materials of each component). A device is approved as a complete unit and once NAIT approved, components cannot be substituted without prior written agreement from NAIT. i. The licensee must ensure that all marketed/manufactured NAIT devices are identical to the one submitted, tested in field trials and approved by the NAIT organisation. 5.3 Any alterations to any component part of the NAIT device must be submitted to NAIT for approval and may be subject to all or any testing as required by the NAIT organisation. NAIT will provide a response to the application within 30 working days. 5.4 Approved licensees shall have a defective product recall and replacement procedure. The licensee must alert NAIT of all complaints about their NAIT device quality, performance and reliability within 20 working days. REPLACEMENT DEVICES 5.5 Where the original NAIT device applied to an animal has been lost or is damaged, the issue of a replacement NAIT device with the same visual ID as the original NAIT device is permitted in accordance with NAIT organisation business rules for duplicate tags. 5.6 The replacement device must be flagged as a duplicate visual ID in the NAIT system and the licensee must ensure the visual ID is correctly associated with the replacement device s RFID number. 25 September 2014 Page 3

7 RECORDS 5.7 The licensee will maintain an accurate record of customer orders and tags dispatched including: a. The participant code, herd code or NAIT number to be printed on the tag; b. The visual ID ordered; c. The date the order was received; d. A record of the NAIT number from the NAIT location ordering the NAIT devices; e. The tag product code of both the female portion and male portion ordered; f. All information required to reserve tags in the NAIT system as set out in the Tag Reservation Interface Specification or CSV specification ; and g. All information required to upload tags to the NAIT system as set out in the Tag Upload Interface Specification or CSV specification. 5.8 This information may be kept in electronic format and must be retained for seven (7) years. AUDIT 5.9 Approved licensees, and the manufacturers of their device, must allow auditors, or external agencies engaged by NAIT Ltd, to audit their operations. Ten working days notice should be given of an audit; the audit should take place in normal business hours The scope of the audit may include, but not necessarily be limited to, the manufacturing, printing and dispatch facilities of the licensee and the manufacturer of the device. The manufacturer/licensee must permit the auditor to inspect and copy records relating to the production and dispatch of NAIT devices issued to purchasers for use in the NAIT scheme Where the manufacturer is a separate organisation to the licensee outside of New Zealand, it is the responsibility of the licensee to ensure their manufacturer complies with the audit requirements. SUSPENSION AND REVOCATION 5.12 NAIT may suspend or revoke an approval or a licence if the device or the applicant or licensee fails in any way to meet the conditions of this Standard or the NAIT Act An approval or licence may be reinstated if subsequent to the suspension or revocation, the applicant or licensee meets all the conditions of this Standard. USE OF NAIT LOGO 5.14 The use of the NAIT logo may only be used and printed for the purposes detailed in this standard. Any use of the NAIT logo for promotion or marketing purposes other than on NAIT devices must be with the permission of the NAIT organisation. Permission for use is to be sought in writing to the NAIT organisation The NAIT logo must not be used in any way where inference can be drawn that the NAIT organisation endorses any devices or organisations that are not NAIT approved. 6. TAG RESERVATION AND TAG UPLOAD 6.1 From 5 December 2014 Licensees shall successfully reserve NAIT devices printed with a Birth ID format (see section 3) in the NAIT system in accordance with the Tag Reservation Interface Specification or CSV Specification prior to printing or dispatch. 6.2 Licensees of NAIT devices shall transmit to NAIT the information set out in the Tag Upload Interface Specification or CSV Specification within 24 hours of the dispatch of NAIT devices. 7. APPROVAL PROCESS FOR NAIT DEVICES 7.1 Before a tag manufacturer and/or supplier can market a RFID ear-tag as a NAIT-approved or provisionally approved RFID ear-tag it must undertake and successfully complete an approval process. 7.2 There are two stages to the NAIT Electronic Identification Device Approval process. Stage one is a physical assessment of the RFID device under New Zealand conditions. Stage two is a performance assessment. A device cannot move to 25 September 2014 Page 4

8 stage two of the process until it has successfully completed all the criteria for stage one. For more detail on this process refer to the NAIT Electronic Identification Approval Device Approval Process document. 7.3 When the devices have successfully completed all of stages one and two of the process, the device may be fully or provisionally approved and the licensee may be granted a licence. 7.4 The other requirements of this standard, including the obligation to reserve and upload tags to the NAIT reservation system apply to a device undergoing the approval process, as if it were a fully approved device. 8. GLOSSARY OF TERMS Term Approval Ear tag Female portion Full duplex (FDX) Meaning RFID ear-tags that meet the performance standards for the full three years of the field-trial will be approved by NAIT Ltd. A device which is attached to the ear of animals and provides a means of identification. The part of the NAIT device with the RFID designed to be on the inside of the animal s ear which contains the transponder and is printed with the specified alphanumeric information and the NAIT logo or, with NAIT Ltd s permission, an approved animal identification system logo. It is to be white for cattle and orange for deer. The central core of this portion may be black or yellow or white. A FDX system has data travelling in both directions at the same time. FDX transponders are used in low cost RFID ear-tags. Half duplex (HDX) A HDX system has data travelling in both directions but in only one direction at a time. HDX transponders are used in high-quality RFID ear-tags. International Committee on Animal Recording. ICAR is a worldwide organisation for standardisation of animal recording and productivity evaluation. Its aim is to promote development and improvement in performance recording and the evaluation of farm livestock activities. A device that is permanently attached to livestock on the property of birth and which may not be removed until the livestock is dead. A system approved under section 50(1) of the Biosecurity Act 1993, or section 15 of the NAIT Act Herd number or Participant code or NAIT number A company or business that is registered with the New Zealand Companies Office or an individual who is a New Zealand resident that has been granted a licence under this Standard to distribute NAIT devices. Ability to electronically read encoded information in a transponder or alternate machine readable technology with both panel and wand readers. The part of a RFID designed to be on the outside or the animal s ear which is printed with the NAIT logo or, with NAIT Ltd s permission, an approved animal management scheme logo and the words Do Not Remove. It must be white for cattle and any colour other than white for deer. The first 3 digits of the transponder number as provided by ICAR. The national scheme for registering individual animals and tracing movements. Also known as NAIT. This scheme links people, properties and livestock. The organisation designated under the NAIT Act 2012 to implement and operate the National Animal Identification and Tracing scheme. Also known as NAIT Ltd. An approved animal identification ear tag, consisting of both male and female portions and which contains a RFID transponder manufactured or supplied in accordance with this standard. On the outside of the male portion of this device, the NAIT logo and the words Do Not Remove are printed. The unique logo of NAIT Ltd registered as a trademark, used to identify NAIT devices or certification for device use under this NAIT standard 25 September 2014 Page 5

NAIT numbers will not be 7 digits. The 4 letter alphabetical code used by CRV Ambreed and LIC to refer to each client. Provisional approval is granted by NAIT Ltd once RFID tags have met the performance standards over the first 12 months of the field trial. This allows up to 250,000 RFID ear-tags to be sold annually. The provisional approval will be extended to allow up to 500,000 RFID ear-tags to be sold annually if the RFID ear-tags have met the performance standards over the firth 24 months of the field trial period. The process of collecting, accounting for, recovering transponders and/or redistributing overseas RFID devices used for the identification of livestock. Radio Frequency Identification Device this refers to an embedded radio transponder within the NAIT device which encodes an identification number that can be read using an RFID reader. A tool that emits radio waves to RFID ear-tags within range. Upon receiving the signal, the RFID eartag sends back its data to the device. Also known as RFID scanners. The person specified in the Gazette notice under section 50 of the Biosecurity Act 1993, or appointed pursuant to section 39(2) of the NAIT Act 2012, as the person administering an Identification System. An integrated circuit (microchip) that has the capacity to respond to an electronic signal at the appropriate frequency from a reader and once activated, respond with a signal containing the encoded number that can be decoded by the reader.
